Uganda has made much progress towards including disabled people in its mainstream development, particularly in the political agenda. The exact process by which this has been achieved and the relationship between this and international guidelines and legislation are not known. This study undertakes to examine this from two specific perspectives: (1) How do international documents relevant to disabled people relate to national legislation in Uganda? (2) What can this comparison, together with the perceptions of stakeholders, tell us about how the legislation and services could improve? International legislation and Ugandan legislation is reviewed and compared. Data from 5 semi‐structured key informant interviews and 6 focus group discussions involving a total of 38 people are collected and analysed. The themes arising from the data are related to the documents, legislation, policies and other relevant literature. The results examine the barriers to service provision; the role of change; the importance of representation; policy and legislation issues; and the effects of devolution. Five specific findings relate to how legislation and services can improve: more resources to increase access for disabled people; strong leadership and collaboration between Disabled People’s Organisations (DPOs) funding bodies and governments; awareness raising and training; representation from all impairment groups; and raising the profile of disabled people through further legislation. 相似文献

It engages with the differences and similarities between gender and feminist media studies, gendered communication systems, gendered news production, feminist methodologies and methods in communication research (textual, audience, and production based), the media's role in constructing gender, and gendered and feminist research by specific media form including advertising, magazines, film, television, news, radio, and the Internet and new media. Purpose The purpose of the paper is to present a theory of organisational change within the setting of a governmental bureaucracy. Design/methodology/approach Orthodox grounded theory is employed in the setting of a change programme in 12 Audit departments of the Dutch Ministries (public-sector). Findings The examined organisational change has specific characteristics. The Dutch ‘ministerial autonomy’ and the clearly recognizable role types of the key figures involved have a strong impact on the change programme and the realisation of its goals. Research limitations/implications Findings are derived on the basis of a substantive case study of the change programme of the Dutch Departmental Audit function. The research sheds new light on characteristics related to the occupational group of Chartered Accountants and characteristics of a governmental bureaucracy and it helps to understand change programmes within this bureaucracy. Practical implications The grounded theoretical model draws attention to the impact of key figures and circumstances on a change programme within the central government. Originality/value The paper builds on theories of organisational change but applies them in the typical context of the Dutch civil service where ministerial autonomy, on the one hand, and a move in the direction of more centrally organised activities (concern idea), on the other, require a difficult balancing act of all players in the change arena. 相似文献

Technological advances provide increased ability to transfer human tissues—blood, organs, milk—from one body to another. This article analyzes mechanisms of reality construction in U.S. news to construct shared human breast milk. Articles used typifications and human interest stories to convey participants as victims, lay heroes, and villains. Milk banking was portrayed as institutionally integrated through associations, expert testimonies, and formalized procedures, making banked milk “pure gold.” Peer sharing was portrayed as institutionally opposed through institutional warnings, expert testimonies, informal procedures, and hypothetical atrocities, making peer milk “fool's gold.” Findings suggest that “biovalue” of human milk is interconnected with institutional processing. 相似文献
