Skilled migration is an important strategy in developed economies seeking to address skills shortages and population ageing. Research on the labour market outcomes of skilled migrants tends to focus on employers' devaluation of skills without considering the role of immigration policy in the migration process. Moreover, there is little understanding of whether efforts to meet employer demands for local qualifications improve labour market outcomes. Drawing on a study on skilled migrants sponsored under the State-Specific and Regional Migration Scheme in the regional state of South Australia, we explore the shaping of skills and skills recognition in the migration journey, particularly migrants' strategy of reskilling in response to employer demands for local qualifications. Our logistic regressions on the association between the acquisition of Australian qualifications and labour market outcomes reveal only marginal returns to these efforts. We argue that Australia should consider developing a more coherent skilled migration process to better harness the human capital of skilled migrants.  相似文献

This paper explores the scope for privatizing unemployment insurance in Britain and Germany. The research builds on two consecutive projects, undertaken in the two countries between 1996 and 2000. The studies investigated people's attitudes towards the welfare state and private insurance, and families' strategies to manage the financial risk of unemployment. About 6% of the working population of both Britain and Germany claimed to possess private unemployment insurance. A further 23% in Britain and 12% in Germany expressed an intention to acquire private unemployment insurance. Attitudes towards private unemployment insurance were influenced by perceptions of unemployment risk, household circumstances, private money management strategies, and perceptions of the welfare state and the efficiency and trustworthiness of its institutions. The risk of exclusion from insurance in the two countries, either voluntary or as a result of actuarial risk assessment, is investigated. There is at present little evidence of adverse selection, nor would an expansion of the private unemployment insurance market necessarily entail that risk. However, the study found some, albeit limited, evidence of moral hazard. Significant country-specific differences were apparent in all aspects of the study.  相似文献

Training and education are acknowledged routes into employment, but they also entail risks of contemporaneous financial loss, and economic and social insecurity. This paper explores the specific risk of homelessness among apprentices and trainees, drawing on a survey conducted in South Australia in 2013. Housing has been largely overlooked by studies of the wellbeing of apprentices and trainees, and by explorations of the drivers of attrition rates that continue to plague Australia's training schemes. The data examined here reveal the high proportion of income that trainees spent on their housing; home moves motivated by the desire to reduce rental or mortgage payments; and a small proportion of learners who experienced periods of homelessness. Closer statistical analysis reveals that apprentices and trainees with past experiences of homelessness were disproportionately likely to be pursuing courses in retail and personal services, or in transport. They were also likely to be receiving Youth Allowance or AUSTUDY payments. We recommend better recording of apprentices' and trainees' housing situations and greater use of administrative data to improve our understanding and reduce the incidence of homelessness among this population.  相似文献

E-mail: a.cebulla{at}natcen.ac.uk Summary New service provisions designed to improve the employment prospectsof former substance users will enhance the roles and responsibilitiesof Drug Action Teams (DATs), Jobcentre Plus offices and otherproviders and co-ordinators of support services for substanceusers. This paper discusses the findings of a study of 30 currentand former drug and alcohol users, exploring past substanceuse histories and current employment aspirations. The researchinforms new policy initiatives designed to assist substanceusers’ entry or return to work. Differences in presentperceptions of work-readiness were observed, which reflectedusers’ perceptions of the nature of their addiction. Theattribution of blame for the substance dependency to either‘the drug’ or the individual’s psychologywas a critical influence on users’ work-readiness assessments.Work was perceived to benefit recovery from substance dependency.The evidence suggests that substance users’ return towork might be helped by their staged (re-) introduction to thelabour market as well as encouraging the primary labour marketto employ (more) recovering substance users. The research highlightedthe need for joint working between employment services and DATsto help substance users into work and to support their recovery.It also highlighted the need for mutual understanding and recognitionof each collaborator’s expertise.  相似文献

This paper documents evidence of a ‘normalisation’ of the risk of homelessness experienced by apprentices and trainees in Australia. It draws on a bespoke survey of past and current learners in its Southern state, group and one-to-one interviews with apprentices and trainees, and a review of a government support programme, conducted in 2012 and 2013. The research produced evidence of apprentices and trainees experiencing homelessness in the course of their studies, but also applying preventative strategies to avoid or lessen its impact. At the same time, the study encountered behaviours and judgements reflecting a generalised acceptance among learners and training providers of this risk, which has been reinforced by the marketisation of training provisions in Australia.  相似文献

Young people’s transition from education into the labour market are diverse: sometimes direct from school to work or inactivity, sometimes characterised by stop-starts and combinations of different activities. This paper explores the association between transition pathways of Australian youth and their outcomes, in terms of earnings, perceptions of employment opportunities and debt. It builds on analysis by Fry and Boulton [2013. Prevalence of Transition Pathways in Australia. Canberra: Productivity Commission Staff Working Paper] who identified five pathways most typically taken by 15–24 year old Australians over a 10 year period, including quasi linear transitions from education to work with and without study, combinations of work and study, multiple churning between labour market statuses, and transitions into prolonged periods of inactivity. The present study adds four more years of panel data that have since become available, and compares the labour market outcomes of the different pathways at age 29–38. Earnings and employment perception converged over time, but debt did not. Socio-demographics were most strongly associated with outcomes, but earnings were also greater for churners and for young people in extended education increasingly combined with work. Transitions that combined learning and work seemingly strategically or ‘flexibly’ appeared most rewarding in the medium term, although neither compensated for socio-economic difference.  相似文献
