Performance models for unreliable flexible manufacturing systems

This paper deals with the analysis and application of queueing models for single and multi stage flexible manufacturing systems that are subject to resource failure. Exact results are derived for the single stage queueing system. Two approximations are presneted for the multi stage queueing system as a closed network. We validate the approximations by comparing their performance estimates against the exact global balance solution.     

Working Together to Improve Accessibility: Consortial E-Resource Accessibility and Advocacy

Abstract

In 2015, the Big Ten Academic Alliance (BTAA) Libraries formed the BTAA Library E-Resource Accessibility Group. This group, which consists of members from each Big Ten library and the BTAA Library Initiatives staff, was charged with creating boilerplate accessibility license language for vendor contracts, as well as collectively funding high level accessibility testing of e-resources and posting these publicly for all libraries and users. Since the creation of the group, about 50 databases have been tested and accessibility license language has been created that can be used and adapted by anyone. In 2019, the group welcomed another consortia, the Association of Southeastern Research Libraries (ASERL), to be partners in this work, renaming themselves the Library Accessibility Alliance. This paper examines the mission, accomplishments, and new partnership in more depth while also discussing the need for focused efforts to help ensure accessible e-resources.     

From maximum security to secure treatment: organizational constraints

This study focuses on an organization at the interface of the criminal justice and mental health systems. The institution examined was a maximum security mental hospital, primarily for incompetent felony defendants, as it was attempting to change from a custodial to a treatment orientation. Interest centered on whether structural factors in this type of organization place significant constraints on the ability of the organization to change in the intended direction. Data were collected at five points in time over a two-year period to test the impact of three substantial modifications in the organizational setting on the level of treatment. The latter was measured by patient/inmate responses on Prisonization and Favorableness Scales. Supporting the research hypotheses, there were some initial fluctuations in scle scores, but during the two periods of organizational stability no significant changes in either scale were evident. These findings are discussed in the context of technological constraints facing organizations, especially those providing mental health services in the criminal justice system, with the dual goals of custody and treatment.     

Nonparametric estimation of renewal processes from count data

Abstract: The authors address the problem of estimating an inter‐event distribution on the basis of count data. They derive a nonparametric maximum likelihood estimate of the inter‐event distribution utilizing the EM algorithm both in the case of an ordinary renewal process and in the case of an equilibrium renewal process. In the latter case, the iterative estimation procedure follows the basic scheme proposed by Vardi for estimating an inter‐event distribution on the basis of time‐interval data; it combines the outputs of the E‐step corresponding to the inter‐event distribution and to the length‐biased distribution. The authors also investigate a penalized likelihood approach to provide the proposed estimation procedure with regularization capabilities. They evaluate the practical estimation procedure using simulated count data and apply it to real count data representing the elongation of coffee‐tree leafy axes.     

Advancing Evidence-Based Practices for Juvenile Justice Reform Through Community Development

There is a general agreement in the literature concerning what works and what does not work in reducing delinquent behavior with juvenile offenders in communities; however, this knowledge has had limited penetration into general public, political, and policymaking venues, as it is reported that less than 10% of juvenile offenders are afforded evidence-based community services. This article describes how Louisiana, through a combination of state, local, university, and national partnerships, adopted a community development model that has led to a 27% increase in juvenile-justice-involved youth having access to evidence-based services while the state witnessed a simultaneous 46% drop in juvenile arrests between 2006 and 2010.

Who suspects and reports child maltreatment to Social Services in Sweden? Is there a reliable mandatory reporting process?

This article deals with the mandatory report process in Sweden. The components that are analysed are who makes the reports, what is reported and the outcome for the reports. Data were collected in a Swedish county in the year 2000 by means of locating every report made to the Social Services during one year (1998). The net sample consisted of 1,570 reports regarding 1,051 children. A follow-up study was carried out in 2003 of all the children for whom a report in 1998 did not lead to an investigation being initiated. We found in these study indicators that the process might not be secure. The professionals reported 1% of the children in the municipality; 22% of the reports from professionals were not investigated. The five-year follow-up study shows that 53% of the children that these reports concerned had been the subject of an investigation. This could be an indicator that children continue to be maltreated after being reported since the assessments are not accurate. In this study, 67% of ‘crime reports’ were ‘not indicating’ child maltreatment. There should be a questioning of ‘crime reports’ automatically entering the mandated report process as, if registered nationally, this could lead to a deflation of mandatory reports. Administration needs to change introducing a national form for filing reports.
