In light of use by airline unions of partial-strike tactics, such as concerted refusals to bid for overtime work and so-called ” CHAOS” tactics involving unannounced refusals to fly after passengers have been ticketed and are ready to board, the authors examine whether the Railway Labor Act (RLA) should be interpreted to permit employers to discipline employees for engaging in such tactics, or whether these are a protected form of economic pressure. Although in many respects bargaining duties and economic weapons under the RLA are read consonant with precedents under the National Labor Relations Act (NLRA) (which governs all industries other than rail and air transport), there are a few decisions suggesting that during the period when self-help may be resorted to, employees can engage in partial strike activities as long as they violate no court order but are subject to permanent replacement in limited circumstances. These decisions, the authors submit, fail to take account of Supreme Court decsions since the 1930s that some economic pressures by unions, such as slowdowns and sitins, may not violate the labor laws but nor are they protected by those laws so as to immunize partial strikers from employer discipline. These decisions are not based on unique features of the NLRA. Rather, they give recognition to the background assumptions of Congress that employers may act to protect their property interests as long as they do not run afoul of NLRA or RLA protections and that employees who engage in partial-strike activities are subject to employer discipline even where not strictly necessary to maintain operations. Moreover, these tactics skew the bargaining process by giving employees an essentially risk-free gambit to pressure their economic position through planned disruption of carrier operations. Abstract. The use of the concept of ‘direct’ versus ‘indirect’ causal effects is common, not only in statistics but also in many areas of social and economic sciences. The related terms of ‘biomarkers’ and ‘surrogates’ are common in pharmacological and biomedical sciences. Sometimes this concept is represented by graphical displays of various kinds. The view here is that there is a great deal of imprecise discussion surrounding this topic and, moreover, that the most straightforward way to clarify the situation is by using potential outcomes to define causal effects. In particular, I suggest that the use of principal stratification is key to understanding the meaning of direct and indirect causal effects. A current study of anthrax vaccine will be used to illustrate ideas.  相似文献

The visible and political gay community has been characterized as an increasingly middle-class, white institution. It is hypothesized that this middle-class nature requires economic and psychosocial resources that are not available to the working class and, thus, may limit the expression of sexual orientation for the working class. An analysis of data from the multicity Urban Men's Health Study supports this hypothesis. Nine of 14 hypothesized effects are statistically significant and indicate that working-class men who are homosexually active are less likely to describe themselves as gay, are more likely to have heterosexual experience, and are less likely to be involved in the gay community. Thus, it is important to incorporate class differences when addressing the social and the political dynamics of sexual orientation.  相似文献

Public administration finds itself in an era of government byperformance management, which is reflected in the widespreadassumption that management is a key determinant of performance,and that it is reasonable to expect managers to measurably improveorganizational effectiveness. This article joins a growing literaturein seeking to conceptualize and empirically test how externalenvironmental influences and internal management factors combineto create performance, relying on data from the 2002–2003National Administrative Studies Project (NASP-II) survey ofstate government health and human services officials. We categorizemanagerial efforts to facilitate organizational performanceas determined either through their interactions with the organizationalenvironment, or through employing workable levers to changeinternal organizational culture, structure, and technology.Among the external environmental variables we find that thesupport of elected officials and the influence of the publicand media have a positive impact on effectiveness. Among internalmanagement choices, the ability to create a developmental organizationalculture, establish a focus on results through goal clarity,and decentralize decision-making authority are all positivelyassociated with organizational effectiveness.  相似文献

This study seeks to explore transnational communication among migrants of the Irish diaspora through an examination of the Orange Order's networks. It draws upon rare local and district records and press accounts to explain the migratory links and social worlds of Orange emigrants from Ulster. The substance of the study echoes the findings of Canadian historians who have much richer records than exist in the public domain in Britain. It demonstrates how Orangemen in Ireland came to recognise the diasporic dimension of their movement, and how members used the Order to negotiate some of the pathways of migration that were an important feature of their lives, and in the lives of the working class more generally. The essay generally seeks to demonstrate that the Orange Order acted as a network of friendship, camaraderie and support for emigrants and immigrants in the British World in the late nineteenth and early twentieth centuries.  相似文献
