During adolescence, risk to young people's safety shifts from familial to community contexts. Contextual safeguarding has emerged in response to this dynamic; by providing a conceptual framework through which to incorporate extra‐familial contexts (and those who manage them) into traditionally family focused child protection systems. This paper uses Geographic Information System mapping techniques to explore the extent to which bus boarding data could be used to: target protective interventions in public spaces; evidence routes where young people may be vulnerable; and build local area problem profiles. In doing so it provides foundational evidence for including transport providers in contextual safeguarding systems.  相似文献

This paper introduces a systemic methodology for reviewing professional responses to abuse between young people. The approach, “contextual case reviewing,” draws upon constructivist structuralism to assess the extent to which safeguarding practices engage with the social and public contexts of abuse. The paper conceptually compares the methodologies of contextual case review and other serious case review methods before drawing upon findings from 2 studies, which used the contextual case review methodology to explore the extrafamilial nature of peer‐on‐peer abuse and the ability of child protection practices to engage with this dynamic. Thematic findings from these studies regarding the practical interpretation of “significant harm” and “capacity to safeguard,” as well as their use within child protection assessments, are used to challenge conclusions of other case reviews, which imply that child protection procedures are sufficient for safeguarding young people. Contextual case reviews suggest that safeguarding practices, and the legislation that underpins them, are culturally, procedurally, and organisationally wedded to the context of the home, whereas insufficiently engaged with extrafamilial contexts of significant harm. The application of these issues require interrogation if social work systems are to provide sufficient mechanisms for safeguarding young people and families at risk of significant harm.  相似文献

Empirical studies have documented the existence of the public‐private pay differentials in both developed and developing countries. The implementation of policies aiming to reduce this gap has however been mitigated or inconclusive. This paper exploits the Single Spine Pay Policy (SSPP) in Ghana as a natural experiment to examine the effectiveness of wage policies in developing countries. The SSPP was implemented in 2010 by the Government of Ghana to address the public‐private sector wage gap and improve productivity in the public sector. Using a quantile treatment effect approach based on a difference‐in‐difference estimation, we show that the SSPP has yet to reduce the wage gap between the public and private sectors across the entire distribution of earnings in Ghana. The improvement observed is only at the lower tail of the distribution of earnings. However, the SSPP has a larger effect on the earnings of female workers than that of males in the education and health services sectors while male workers have benefited more in the administration sector, suggesting that the policy was successful in reducing the gender wage gap in the education and health services sectors but has widened this gap in the administration sector. Moreover, the SSPP has decreased the productivity of workers across the distribution of earnings, mainly due to a decrease in the effort of female public sector workers in the education and health sectors and male workers in the administration sector. When some explanatory variables in a regression are correlated with the disturbance term, instrumental variable methods are typically employed to make reliable inferences. Furthermore, to avoid difficulties associated with weak instruments, identification-robust methods are often proposed. However, it is hard to assess whether an instrumental variable is valid in practice because instrument validity is based on the questionable assumption that some of them are exogenous. In this paper, we focus on structural models and analyze the effects of instrument endogeneity on two identification-robust procedures, the Anderson–Rubin (1949, AR) and the Kleibergen (2002, K) tests, with or without weak instruments. Two main setups are considered: (1) the level of “instrument” endogeneity is fixed (does not depend on the sample size) and (2) the instruments are locally exogenous, i.e. the parameter which controls instrument endogeneity approaches zero as the sample size increases. In the first setup, we show that both test procedures are in general consistent against the presence of invalid instruments (hence asymptotically invalid for the hypothesis of interest), whether the instruments are “strong” or “weak”. We also describe cases where test consistency may not hold, but the asymptotic distribution is modified in a way that would lead to size distortions in large samples. These include, in particular, cases where the 2SLS estimator remains consistent, but the AR and K tests are asymptotically invalid. In the second setup, we find (non-degenerate) asymptotic non-central chi-square distributions in all cases, and describe cases where the non-centrality parameter is zero and the asymptotic distribution remains the same as in the case of valid instruments (despite the presence of invalid instruments). Overall, our results underscore the importance of checking for the presence of possibly invalid instruments when applying “identification-robust” tests.  相似文献

The paper studies the asymptotic size property of various specification tests in linear structural models where instrumental variables may locally violate the exclusion restrictions. Our results provide some new insights and extensions of earlier studies. In particular, we derive an explicit formula of the asymptotic size of the tests which shows clearly the factors that influence their size under instrument endogeneity. We show that all tests have correct asymptotic size when the usual orthogonality condition holds, but their asymptotic size can be arbitrary large even if only one instrument is slightly correlated with the error term. We present a Monte Carlo experiment that confirms our theoretical findings.  相似文献

Practitioners, academics and policymakers are increasingly questioning the sufficiency of safeguarding practice in protecting young people from peer‐on‐peer abuse in England. Using the findings from an in‐depth analysis of nine cases where young people either raped or murdered their peers, this article explores approaches to assessing and intervening with those affected by peer‐on‐peer abuse. Building upon international calls for a contextual account of abuse between young people, the article identifies a professional struggle to address the interplay between young people's homes and the public and social spaces in which peer‐on‐peer abuse often manifests. Findings from this study are used to illuminate wider research into peer‐on‐peer abuse which has indicated a professional inability to: assess young people's behaviours with reference to the contexts in which they occur; change the environmental factors that influence abusive behaviours; and recognise the vulnerability of those who abuse their peers. The article concludes that to effectively respond to peer‐on‐peer abuse, multiagency partnerships are required which can identify, assess and intervene with the harmful norms in peer groups, schools and public spaces that can facilitate peer‐on‐peer abuse and undermine parental capacity to keep young people safe – thereby adopting a more contextual approach to safeguarding adolescents.
