This note considers whether city differences in racial occupational distribution are best investigated using measures of nominal differentiation or measures of inequality, and argues that measures of inequality are better suited for testing the prevailing theories of race differences in occupation distribution. It also defends the Index of Net Difference and the Index of Dissimilarity (and other measures of inequality used in previous research) from the criticism that they are flawed because they are sensitive to city differences in occupational structure. Additionally, it explores a new approach for investigating city differences in occupational inequality within the log-linear framework. The logical and empirical arguments offered support the conclusions that racial occupation differences reflect racial stratification, and that variation in racial occupation differences across cities is best understood as the product of city differences in the severity of racial stratification. Thus, future research in this area should continue to focus on measures of inequality rather than measures of nominal differentiation until there are sound theoretical and empirical reasons for conceptualizing race differences in occupational distribution in terms of nominal differentiation.  相似文献

Abstract This paper assesses the effects of the community sex ratio on black family formation and family structure in nonmetropolitan parishes in Louisiana. As predicted, the sex ratio is found to have strong positive effects on marriage prevalence for black women, the prevalence of husband and wife families for black families, and the percentage of black children residing in husband and wife families and strong negative effects on the nonmarital fertility ratio for black women. Thus, we conclude that the sex ratio hypothesis should be given greater prominence in discussions of changes in black family structure and that sex ratio effects should be taken into account when framing policies aimed at ameliorating social problems attendant to high relative incidence of nonmarital births and single-parent, female-headed families with young children (e.g., poverty). We also note that, while the literature overwhelmingly concentrates on black family structure in urban areas, changes in the black family are equally pronounced in nonmetropolitan areas suggesting that explanations emphasizing the dynamics of urban ghettos may be too narrow.  相似文献

Issues of administrative responsiveness to the disadvantaged(as distinct from formal policy responsiveness) possess importantimplications for American democracy. In this regard, the administrativepractices that facilitate or impede enrollment, or take-up,in social programs deserve attention. This study focuses ontwo means-tested programs in the context of American federalism,Medicaid and the State Children's Health Insurance Program.Based on an in-depth analysis of seventeen states, we developan index of administrative responsiveness to the disadvantagedrelated to take-up. We then explore some possible sources ofvariation in responsiveness rooted in the task environment,political ideology, good government culture and practice, andsignals from political principals. Our findings point to theneed to refine and expand upon existing explanations of statevariation in social programs. Among other things, this studysuggests the political importance of international (not interstate)population mobility and gubernatorial leadership (rather thanbureaucratic autonomy) in shaping administrative responsivenessto the disadvantaged. It also points to the need for a contingentapproach in examining whether the greater presence of racialminorities tends to depress such responsiveness.  相似文献

This paper examines the impact of racial inequality on black and white migration rates for a sample of metropolitan areas in the United States 1975–1980. A conceptual framework for migration that includes a measure of racial inequality is developed and evaluated. The results indicate that blacks are attracted to areas with lower levels of inequality, but contrary to our expectations, the rate of black out-migration is lower in Standard Metropolitan Statistical Areas with higher levels of racial inequality. In addition, whites seem to be attracted to labor markets where whites have the greatest advantage as measured by occupational inequality, and they are more likely to leave areas where the competition with blacks for jobs is greater. Implications for theory and further research for the comparative study of black and white migration are outlined.  相似文献
