Caregiver substance abuse among maltreated children placed in out-of-home care.

Child protective services (CPS) case records of 639 children placed in out-of-home care due to maltreatment were reviewed, and substance abuse by the child's caregiver prior to the child's placement was evaluated systematically. Based on several different sources of information, 79% of the caregivers were found to meet the criteria for caregiver substance abuse (CSA). Children with and without evidence of CSA differed on age, ethnicity, family composition, and type of maltreatment. The importance of operational specificity in defining CSA and implications for policy and service delivery are discussed.     

Operational research in social security

In this paper we describe the work of the Department of Health and Social Security Operational Research (OR) Unit in Social Security. This work started in 1972 and with one break of eighteen months still continues. One of the authors (AFH) led the OR team from the beginning until September 1979 and the other (MJP) was the customer for much of its work. We describe briefly the organisation of social security work, and go on to talk about some of the projects attempted by the OR team. We will not shrink from describing some of the successes but we will concentrate most attention on the things which did not achieve the expected results. Readers will make their own judgements about the extent to which the failures were due to circumstances or to inadequacies of the team, or its leader.

Their discoveries are organised under a number of key themes beginning with an idea and leading into commitment to a project involving a crew, a cast and a steep but captivating learning curve on the use of audio visual technology. Other practitioners similarly interested in the potential of this medium but without much experience, will find this article of great benefit in providing practical tips and insights, and demystifying the tasks and terminology associated with video production.

Targeted harassment,subcultural identity and the embrace of difference: a case study

This paper examines the significance of experiences and understandings of targeted harassment to the identities of youth subcultural participants, through case study research on goths. It does so against a context of considerable recent public discussion about the victimization of alternative subcultures and a surprising scarcity of academic research on the subject. The analysis presented indicates that, although individual direct experiences are diverse, the spectre of harassment can form an ever‐present accompaniment to subcultural life, even for those who have never been seriously targeted. As such, it forms part of what it is to be a subcultural participant and comprises significant common ground with other members. Drawing upon classic and more recent understandings of how subcultural groups respond to broader forms of outside hostility, we show how the shared experience of feeling targeted for harassment tied in with a broader subcultural discourse of being stigmatized by a perceived ‘normal’ society. The role of harassment as part of this, we argue, contributed to the strength with which subcultural identities were felt and to a positive embrace of otherness.
