Foster care provides round-the-clock substitute care for nearly 700,000 U.S. children who are temporarily or permanently separated from their family of origin each year. Each state manages its own foster care system according to federal regulations. Despite numerous large-scale federal policy reforms over the past several decades, substantial concerns remain about the experiences and outcomes of children in the foster care system. The most recent effort to reform foster care, the Family First Prevention Services Act of 2018, attempts to both reduce the use of foster care and increase the quality of care. In this report, we review how policy has shaped the experiences and outcomes of children in foster care, where policy has succeeded, and where it falls short of achieving its goals. We then identify opportunities for federal and state policy to better support the safety, health, and well-being of children in foster care.  相似文献

Two of the primary programs through which the federal government provides benefits to low income families are the Temporary Assistance for Needy Families (TANF) program and the Food Stamp program. However, many eligible low income families do not actually receive these benefits. We combined state-level policy data with rich data on a national sample of low income families to investigate family and state-level predictors of TANF and Food Stamp receipt. Our findings indicate: 1) families experiencing more economic hardship and health challenges are more likely to receive benefits, and 2) states' coverage is associated with families' receipt of TANF, but not Food Stamps. Research has demonstrated that emotions expressed in parent–child relationships are associated with children's school success. Yet the types of emotional expressions, and the mechanisms by which emotional expressions are linked with children's success in school, are unclear. In the present article, we focused on negative emotion reciprocity in parent–child interactions. Using structural equation modeling of data from 138 parent to child dyads [children's mean age at Time 1 (T1) was 13.44 years, SD = 1.16], we tested children's negative emotionality (CNE) at T1 and low attention focusing (LAF) at Time 2 (T2) as sequential mediators in the relation between parent and child negative emotion reciprocity at T1 and children's grade point average (GPA) and inhibitory control at T2. Our findings supported an emotion‐attention process model: parent–child negative emotion reciprocity at T1 predicted CNE at T1, which predicted children's LAF at T2, which was, in turn, related to low inhibitory control at T2. Findings regarding children's GPA were less conclusive but did suggest an overall association of negative reciprocity and the two mediators with children's GPA. Our findings are discussed in terms of emotion regulation processes in children from negatively reciprocating dyads, and the effects of these processes on children's ability to obtain and use skills needed for success in school.  相似文献

The authors examined the extent to which parent involvement in Head Start programs predicted changes in both parent and child outcomes over time, using a nationally representative sample of 1,020 three‐year‐old children over 3 waves of the Family and Child Experiences Survey. Center policies that promote involvement predicted greater parent involvement, and parents who were more involved in Head Start centers demonstrated increased cognitive stimulation and decreased spanking and controlling behaviors. In turn, these changes in parenting behaviors were associated with gains in children's academic and behavioral skills. These findings suggest that Head Start programs should do even more to facilitate parent involvement because it can serve as an important means for promoting both parent and child outcomes.  相似文献

Many parents believe that spanking is an effective way to promote children's positive behavior, yet few studies have examined spanking and the development of social competence. Using information from 3,279 families with young children who participated in a longitudinal study of urban families, this study tested competing hypotheses regarding whether maternal spanking or maternal warmth predicted increased social competence and decreased child aggression over time and which parent behavior was a stronger predictor of these changes. The frequency of maternal spanking was unrelated to maternal warmth. Findings from cross‐lagged path models indicated that spanking was not associated with children's social competence, but spanking predicted increases in child aggression. Conversely, maternal warmth predicted children's greater social competence but was not associated with aggression. Warmth was a significantly stronger predictor of children's social competence than spanking, suggesting that warmth may be a more effective way to promote children's social competence than spanking.  相似文献

Reuniting children with their families is the preferred outcome of foster care, yet many children reunited with their families reenter foster care. This study examined how parental substance abuse and mental health problems, and the time allotted for reunification, are associated with reentry risk. We used a complete cohort of children who entered the Texas foster care system in fiscal years 2008 and 2009 to identify the risk of foster care reentry within 5 years of reunification using selection‐adjusted multilevel survival analysis. Approximately 16% of reunified children reentered care within 5 years. Substance abuse and mental health problems predicted higher rates of reentry. Reunification after 12 months was associated with increased reentry risk overall, but not among children commonly exempted from federal permanency timelines. Permanency guidelines that restrict the length of time to achieve reunification may have the unintended consequence of pushing reunification before maltreatment risks have been resolved.  相似文献

Using data from the Head Start Impact Study (n = 3,696), this article examines whether one year of Head Start differentially benefited parents as a function of their initial parenting behaviors. Four outcomes are examined, namely, parents' rates of engaging in cognitive stimulation, reading to their child, and spanking, as well as their depressive symptoms. In general, most parents demonstrated improvements in their reading practices and cognitive stimulation regardless of their parenting behaviors at baseline. However, depressive symptoms and spanking behavior showed improvements only among parents who began the Head Start program with the most depressive symptoms and the most frequent spanking, respectively. These findings suggest that treatment‐induced changes in parenting can vary by parents' incoming attributes and that heterogeneity of effects should be considered. Implications for Head Start and other parenting interventions are discussed.  相似文献

Using a subsample of the Family and Child Experiences Survey (FACES) 2006, this study examined the associations between the amount of teacher instruction in 292 Head Start classrooms with changes in young children's (n = 936) early academic achievement and learning‐related social skills from ages three to five. In general, during the early years, children exhibited relatively stable academic and learning‐related social skills. Although the amount of teacher instruction did not predict children's short‐term academic growth directly, it did predict it indirectly through improvements in learning‐related social skills, with benefits lasting through the end of kindergarten. These findings demonstrate that gains in children's learning‐related social skills may be necessary before academic gains can be realized.  相似文献

Children and parents deserve better parental discipline research: Critiquing the evidence for exclusively “positive” parenting. Marriage &; Family Review, 53, 2435. doi:10.1080/01494929.2016.1145613[Taylor &; Francis Online], [Web of Science ®] [Google Scholar]: Marriage &; Family Review, 53, 24–35) ostensibly concerning the quality of research on “positive parenting” but actually critiquing physical punishment research. The critique revealed that the authors have a poor understanding of positive parenting. After explicating the different meanings of that term and describing what positive parenting is, we then address each of their four critiques of the physical punishment research. Each critique was flawed in multiple ways. After identifying their errors and correcting misinformation, we then raise broader issues about children’s right not to be hit and how professional organizations are increasingly recognizing the need and calling for an end to all physical punishment of children.  相似文献
