Responding to child deaths: the work of Australia's Victorian Child Death Review Committee

The Victorian Child Death Review Committee (VCDRC) in Australia is a multidisciplinary Ministerial Advisory Committee established to review the deaths of children either currently child protection clients or known to the statutory child protection system. The Committee provides advice about each child death as well as insights into what are the surrounding patterns and issues. Key to this role is examining the contribution of the service sectors to the protection of children and the routine practices that are in place to respond to children and vulnerability. This paper provides a snapshot of the cases referred to the VCDRC and the key messages for practice drawn from them. What emerges is that often the threshold for when statutory child protection services must be involved in child and family matters can be ambiguous and that agreement about intervention, the level and nature of need or risk, and when cumulative harm and neglect require statutory responses are not always shared between agencies. It is clear that the lack of common frameworks about what constitutes child protection intervention challenges services. It is recommended that there be and used agreed definitions and frameworks to ensure shared understandings and collaborative responses across the service and legal systems.     

Intergenerational Remote Exergaming with Family and Friends for Health and Leisure

Global guidelines for physical activity are not being met by most of the world’s youths, adults, and older adults. Family and friends who engage in physical activity across generations derive emotional, social, cognitive, and physical benefits from their interaction. Youths depend on adult assistance to travel long distances, adults are encumbered with obligations to work, and older adults often live more than 200 miles from their extended families. Intergenerational physical activity is difficult because generations are distant and lead busy lifestyles. Remotely played exergames can connect family and friends for intergenerational physical activity. Internet exergaming can help to make physical activity convenient and enjoyable as well as eliminate the effect of distance on playing with family and friends.     

The marginalisation of children by the legal process

A major study carried out in the Melbourne Children's Court, Victoria, Australia, during 1993–1995, of the factors that influence magistrates' decision-making in child abuse cases, found that magistrates relied more on their legal training and individual discretion than on information from the child protection service when making these decisions. Magistrates' emphasis on adversarial procedures meant that the need to establish the facts in a case was the court's primary consideration and that children's interests, and welfare concerns about them, were marginalised in the hearing of child abuse matters. The article reports on this aspect of the larger study: how the adversarial process ill serves the rights, and best interests, of children in the hearing of child abuse matters and provides case examples to illustrate this. The information is drawn from the qualitative and quantitative data gathered for the major study; data collected from the observation of court hearings, interviews with magistrates and court record analysis.     

Emotional harm and neglect: the legal response

This paper reports on a study of the extent to which child protection applications brought to the Melbourne Children's Court in Victoria, Australia, were based on emotional/psychological harm or neglect of a child and what factors were presented as evidence of harm or neglect. The study examined records of 208 court‐ordered pre‐trial conferences heard in the court between February and July 2002. What was found was that, although cases involving emotional abuse have increased in terms of child protection applications, they remain cases that are difficult to decide. While in 1998/9 emotional harm was a ground in 25.7% of child protection matters completed in the Family Division of the Children's Court of Victoria, legal decision‐makers are reluctant to make a finding of child abuse in these cases because there is less accuracy in the determination of emotional harm and negligible legal criteria available to guide decision‐making. Bringing assisted living services into congregate housing: housing directors' perspectives

The purpose of this research is to explore the impact of an Assisted Living Services (ALS) program on directors of state-funded congregate housing. Using focus groups, we interviewed congregate housing directors about how adding the ALS program to their facilities impacted their management experiences. Four themes emerged from the analysis of the focus group data: (1) importance of assisted living services for promoting aging in place; (2) "costs" of offering ALS; (3) differences in how the ALS program was implemented; and (4) organizational issues emerging from the merger of housing and health-care models. Based on the present findings, we propose a number of policy issues that need to be addressed when services are added to existing housing.     

Therapeutic Alliance and Retention in Brief Strategic Family Therapy: A Mixed‐Methods Study

We explored how the therapeutic alliance contributed to retention in Brief Strategic Family Therapy by analyzing videotapes of eight‐first sessions in which four therapists worked with one family that stayed in treatment and one family that dropped out. Although behavioral exchange patterns between clients and therapists did not differ by retention status, positive therapist alliance‐related behavior followed negative client alliance behavior somewhat more frequently in the retained cases. In the qualitative aspect of the study, four family therapy experts each viewed two randomly assigned sessions and commented on their quality without knowing the families’ retention status. A qualitative analysis of the audiotaped commentaries revealed 18 alliance‐related themes that were more characteristic of either the retained or the nonretained cases.

Unemployment Duration in an Unemployment Blackspot

This paper analyses the factors affecting the duration of an unemployment spell amongst a sample of exclusively long-term unemployed individuals. The results indicate that person-specific unemployment propensities have a significant effect on re-employment probabilities. These effects, however, vary significantly by gender and religion. The results also indicate statistically significant negative ‘duration dependence’ effects. The evidence suggests that employers regard long unemployment durations as a ‘negative signal’ about an applicant's potential productivity. The latter implies that, in terms of government policies aimed at reducing unemployment, the demand-side of the unemployment equation should be given greater emphasis.     

Conflict in Divorcing and Continuously Married Families: A Study of Marital,Parent–Child and Sibling Relationships

ABSTRACT

Family members in both separated or divorcing and married families completed a range of questionnaires about the conflict in 3 relationships—couple, parent–child, and sibling—across 2 phases of the study approximately 12 months apart. In addition, the adolescents completed measures of adjustment: self esteem, depression, and anxiety. Adolescents in a subset of the divorcing families were interviewed about the conflict in their families across the 2 phases (107 at Phase 1 and 35 at Phase 2). Analyses showed that conflict was higher in the separated or divorcing families across all 3 relationships, and that the highest levels of conflict occurred for the high-conflict divorcing families. Qualitative data from interviews illustrated the nature of the conflict that was occurring.
