Fuites,droit et liberté d'expression: la loi peut‐elle promouvoir les dénonciations dans l'intérêt général?

Les auteurs examinent la différence entre fuites et alertes, ou dénonciations, notamment quant à la protection de leurs initiateurs. A ce propos, ils étudient les dispositions des conventions internationales sur les droits de l'homme et la corruption, ainsi que les textes en vigueur en Allemagne, aux Etats‐Unis, en France et au Royaume‐Uni. Leurs résultats mettent en évidence la complexité et les contradictions des questions en jeu: intérêt général et intérêts individuels, commerciaux et financiers; abus de pouvoir; sécurité et confidentialité face à la communication électronique; place de l'individu dans l'application de la loi; relations d'emploi.     

The Association between Child Abuse and Attempted Suicide

Summary A recent survey by the authors has demonstrated that attemptedsuicide is common in parents, particularly mothers, who abusetheir children. However, the nature of the association betweenchild abuse and attempted suicide is complicated. Here somepossible types of association are suggested. In management ofchild abuse, special note should be taken of a history of attemptedsuicide in the parents because, in some cases, it suggests apoor prognosis. Similarly, young children of parents who attemptsuicide should be assessed in case they are at risk of abuse.     

Implementing Care Management: Issues in Relation to the New Community Care

This paper uses datafrom eighteen months intensive fieldwork in five local authorities,first, to examine the very different interpretations of caremanagement in these authorities; secondly, to examine two majorsources of difficulty in the implementation of care managementsystems—the simultaneous development of purchaser/providersplits, and the tension between needs and resources—and,finally, to draw some conclusions about the implications ofcare management for social workers.     

Rising to the Challenge: Addressing the Concerns of People Working in the Sex Industry

En septembre 2010, trois dispositions du Code criminel relatives à la prostitution ont été jugées inconstitutionnelles parce qu'elles contribuent à mettre en danger les personnes qui travaillent dans l'industrie du sexe (PTIS). En utilisant des données provenant d'études effectuées auprès de PTIS et d'informateurs clés dans plusieurs villes canadiennes, nous examinons trois domaines liés à la santé et à la sécurité des travailleuses : la santé et la sécurité au travail, les perceptions et les comportements à l'égard des travailleuses et l'accès aux services essentiels. Pour traiter ces questions, nous devons aller au‐delà de la décriminalisation. Nous concluons que l'instauration d'un cadre de droits des travailleurs et de réduction de préjudices améliorerait grandement notre capacité d'aborder les problèmes liés aux droits et au bien‐être physique, social et mental des PTIS. In September 2010, three Canadian Criminal Code provisions related to prostitution were ruled unconstitutional because they increase the risk of harm to people working in the sex industry (PWSI). Using data from studies with PWSI and key informants conducted in several Canadian cities, we examine three domains related to worker health and safety: occupational health and safety, perceptions of and behaviors toward workers, and access to essential services. Addressing these issues necessitates moving beyond decriminalization. We conclude that using a harm reduction/labor rights framework would enhance our ability to address issues related to the physical, social, and mental well‐being as well as rights of PWSI.     

Psychological Distress in Staff of a Social Services District Office: A Pilot Study

Would fieldworkers show more internality and wouldthey perceive higher job demands than administrative workers,and would there be a positive relationship between perceivedstress and perceived job demands for all workers? The GeneralHealth Questionnaire 28 was administered, in addition to a jobdemand inventory. Self-reported absenteeism due to illness wasconsidered, and locus of control was considered as a moderatorof stress, as were years of service, age, and whether the employeeworked part- or full-time. Because fieldworkers might generallybe thought to be under more stress due to their work contentthan their support staff, data from fieldworkers were comparedwith those from administrators. Gender differences were alsosought. Statistical tests showed no significant differencesfor gender or between the administrative staff and fieldworkstaff for internality or job demand. A positive relationshipwas evident between perceived stress and perceived job demandwith a correlation of 0–40 (p <0·05). In addition,over 72 per cent of the sample scored above the cut-off pointon the GHQ 28 indicating psychiatric morbidity. The implicationsof the results are discussed.     

THE IMPACT OF PRODUCT RECOVERY ON LOGISTICS NETWORK DESIGN

Efficient implementation of closed‐loop supply chains requires setting up appropriate logistics structures for the arising flows of used and recovered products. In this paper we consider logistics network design in a reverse logistics context. We present a generic facility location model and discuss differences with traditional logistics settings. Moreover, we use our model to analyze the impact of product return flows on logistics networks. We show that the influence of product recovery is very much context dependent. While product recovery may efficiently be integrated in existing logistics structures in many cases, other examples require a more comprehensive approach redesigning a company's logistics network in an integral way.
