Social Work, Sectarianism and Anti-sectarian Practice in Northern Ireland

His current research interests include social policy in Northern Ireland and mental health social work Summary This paper addresses a subject relatively unknown to the Britishand international social work audience—that of trainingfor anti-sectarian practice. In doing so, it points to someof the complex, even dangerous issues raised by such trainingfor social work students and practitioners in Northern Ireland.The paper comments upon the limited but significant ways inwhich social work educators and practitioners have tried tochallenge sectarian discrimination in Northern Ireland, andproposes methods in train ing and research which might facilitatea better understanding of these processes.     

ELASTIC CAPITAL SUPPLY AND THE EFFECTS OF FISCAL POLICY

Existing analyses of the effects of fiscal policy in general equilibrium models have typically been conducted under the assumption that the long-run supply of capital is perfectly elastic at a fixed rate of time preference. These analyses have shown that the long-run response of the capital stock to changes in fiscal policy is crucial to generating the potential for “multiplier” effects in these models. In this paper we ask, what are the implications of relaxing the assumption of perfectly elastic capital supply for the analysis of fiscal policy? We show that with less than perfectly elastic capital supply, the potential for multipliers is actually enhanced. (JEL E62, D90)     

Not Such an 'Ordinary' Relationship: the role of women support staff in relation to men with learning disabilities who have difficult sexual behaviour

This paper brings together some preliminary data on the management of men with learning disabilities who have unacceptable/abusive sexual behaviour patterns with a small pilot study which specifically explores the roles of women support workers in relation to difficult sexual behaviour. A specific focus on the behaviour of men with learning disabilities is justified because of consistent evidence that it is men, rather than women, service users who challenge services in this way. The studies explore with staff the boundaries of what is considered acceptable sexual behaviour and how breaches of these are responded to within services. One issue which we have chosen to highlight is the frequent exposure of women staff to the men's sexual behaviour, sometimes precipitated by the unusual relationship that exists between the two parties, and exacerbated by the lack of clear management guidance within the gendered hierarchies found in service agencies.     

AN ESTIMATE OF THE RENT GENERATED BY A PREMIUM COLLEGE FOOTBALL PLAYER

The National Collegiate Athletic Association limits the payments athletes can receive for their services. Colleges are effectively monosony employers so players will not be paid their marginal revenue product. Therefore, colleges capture an economic rent from players. This paper measures these rents by estimating the marginal revenue product of a top college football player. The empirical results suggest that a premium college player generates over $500,000 in annual revenues for his team.     

构建农村社会保障三项奠基性制度

社会主义市场经济的建立需要健全的社会保障体制作保证,如果占总人口大多数的农村居民得不到保障,中国的社会保障制度就很难称得上完善。在本文中笔者着重探讨了农村最低生活保障制度、农村合作医疗制度以及农村居民养老保障制度,通过对这三项制度的构建基本就构建了中国农村社会保障制度的基础。     

Central Scotland's joint police and social work initiative in child abuse: an evaluation

SUMMARY. The previous article in this issue described the joint police and social work initiative in Central Region for the investigation of child abuse allegations from the point of view of a social work manager. This paper sets out the main findings of an independent evaluative study of the same scheme, focusing on its impact on the way investigations were handled, the aspiration to make procedures more child-centred, and the development in practice of the concept of co-ordination. The study, described more fully in Brown and Fuller (1991), was carried out by the Social Work Research Centre, University of Stirling, and funded by the Social Work Services Group of the Scottish Office.
