MORE INFORMATION IS NOT ALWAYS BETTER: THE CASE OF VOLUNTARY PROVISION OF ENVIRONMENTAL QUALITY

We use a new U.S. survey on pro‐environmental behaviors, attitudes, and knowledge and find that individuals engage in activities that they believe are more effective in reducing carbon emissions, regardless of whether or not these beliefs are accurate. We find that low provision of the public good is greater among people who believe they cannot do much for the environment and do not consider themselves environmentalists. A policy implication of our results is that the effect of more accurate information on the provision of the public good is ambiguous. (JEL Q50, Q54, C10)     

Reaching out to Aggressive Children

Summary Social workers are increasingly being asked to offer therapeutichelp to young children who are persistently aggressive and defiant.The difficulties of working with such children, who appear toreject all efforts to help them, are recognized, and some guidanceis offered as to the timing of such work. Directive techniquesoften fail, as the children refuse to participate in any jointactivity. The value of non-directive play therapy as an approachto these children is outlined, and the practicalities of thistechnique are considered. Finally, a case study illustratesthe value of a non-directive approach with a particularly challengingchild.     

Parental Participation in Child Protection Case Conferences: The Social Worker's View

Argumentsfrom the professional literature both in favour of and againstparental participation were presented. Overall social workerswere found to be largely supportive of parental participationalthough aware of the potential problems. Other professionalgroups involved in case conferences were perceived as beingless enthusiastic about parental participation. The implicationsof these findings are discussed and some training needs identified.     

Computer-based scheduling of technical resources

This paper considers the design of a Scheduling Sub-System which could be attached to an existing computerised data processing system in order to enhance its overall operation. It draws heavily on the experience of the authors in designing a system to assist in the scheduling of video tape machines within BBC Television.     

Battling “Unhealthy Relations”: Soviet Youth Sexuality as a Political Problem

This paper explores the way Soviet party and education officials dealt with female youth sexuality, in an effort to get it under control in order to ensure that Soviet girls grew up to be productive members of Soviet society. Many of the policies enacted by the regime reflected profound social conservatism of the majority of the top political leadership of the country and their great fear of youth, and particularly female, sexuality, as a force that could not be overcome, controlled or fully harnessed for the service of the state.     

The Life and Death of the Care Order (Criminal)

Summary This paper traces the life history of the care order (criminal)from its inception in the 1969 Children and Young Persons Actto its abolition in the 1989 Children Act. It is argued thatthe care order (criminal) is a microcosm of the central ambiguityof the juvenile justice system, and that its history accordinglymirrors that of juvenile justice itself. An empirical studyis then reported which demonstrates that the role of the provisionsince 1983 has been complex, but that it has catered for threedistinct groups of offenders, of whom only one poses a policyproblem. The ‘residence requirement’ solution tothis problem in the 1989 Children Act is welcomed as havinga better chance of sustaining the different tasks of the juvenilejustice system.     

Statistical inference concerning weighted Poisson rates under some natural order restrictions

A conditional Poisson model is proposed for situations where one wants to compare the rate parameters for several populations, adjusting for a 'size' parameter and the random e ects of the subjects. Sometimes the physical nature of the problem makes it logical to consider some order restrictions on the rate parameters. The rate parameters are estimated and tested for under such order restrictions. This investigation is motivated by a real-life example on butterfly behavior, and the estimation and tests of hypotheses are illustrated over this data set.     

Gender and the Pursuit of Respectability: Dilemmas of Daily Life in a Home for Adolescents

Summary Our attention in this paper centres on aspects of daily lifein a local authority Home for Adolescents. We focus on the contradictionsand dilemmas surrounding the staff's efforts to regulate theexperiences of their charges; especially, on the tensions arisingfrom attempts to channel the residents', the ‘children's’sexuality. In so doing, we seek to relate local, managerialconflicts to broader, to societal issues; in particular, toissues surrounding conceptions of gender, respectability, familylife. Drawing on a participant observation study, we argue thatsexuality pervades the administration of such a home. We describethe socio-spatial features of the institution, the daily routinesof its occupants and the boredom evidenced by residents—theircharacteristic response to the routines imposed on them. Further,we record aspects of the residents' experiences when releasedfrom the Home; their visits to boyfriends, to girlfriends, toclubs and pubs. In short, we contrast the pursuit of respectabilitywithin the Home with the search for pleasure outside its confines.
