Interest Group Participation in Rule Making: A Decade of Change   总被引:2,自引:0,他引:2  
Ten years ago we completed a survey that examined interest groupparticipation in the rule-making process. At the time, it wasthe first major study to examine the role of interest groupsin one of the most important policy-making venues in our democraticsystem. This article reexamines interest group participationin rule making a decade later. We focus most of the study oncomparisons in how organizations access rule-making agencies,what techniques are used to lobby agencies, and the perceivedeffectiveness of these techniques by the organizations themselves.In addition, given the relatively new phenomenon of e–rulemaking and the increase of other electronic communication techniques,we open an examination of interest groups use of these formsof communications and their implications. We find that rulemaking continues to be a primary concern of organizations tryingto influence federal public policy, even as they have focusedmore on campaign and grassroots activities. In some ways, theseefforts are more important now than they were ten years ago.  相似文献

Sex and the unspoken in male street prostitution   总被引:2,自引:1,他引:1  
Although the overwhelming majority of male prostitutes work through agencies or by placing their own ads, most studies of male prostitution focus upon young men who work on the street. Remarkably, these studies seldom identify the dynamics of poverty and street-level violence as important elements of their examination. Investigations of male sex work-few though they are-focus almost exclusively upon sexual aspects of "the life." Despite the importance of these networks in shaping the contours of street life, and often in enabling one's very survival, the primary research focus has remained on questions of sexual identity, sexual practices with clients, and sexual abuse as a causative factor. Meanwhile, studies that do examine the dynamics of male street life typically do not examine questions of prostitution or other issues related to sexuality. A dominant theme within this literature consists of specifying the social mores of the most aggressive and socially problematic participants within street society, particularly gang members and drug dealers. The dissimilar nature of these images relates directly to the political projects of the dominant culture, which, in a very general way, seeks to "rescue" (reintegrate) deviant white youth, while controlling and excluding deviant youth of color. The political aim of reintegrating runaways into middle-class trajectories has the effect of authorizing certain discourses regarding their behavior on the streets, while marginalizing or completely disallowing others. This article seeks to examine and challenge these trends of representation.  相似文献

The extent of marital sorting by socioeconomic background has implications for the intergenerational transmission of inequality, the role of marriage as a mechanism for social mobility, and the extent of cross-group interactions within a society. However, studies of assortative mating have disproportionately focused on spouses’ education, rather than their social origins. Using data from the Panel Study of Income Dynamics (PSID), and exploiting the unique genealogical design of the data set, we study the degree to which spouses sort on the basis of parental wealth. We find that the estimated correlation in parental wealth among married spouses, after controlling for race and age, is about .4. Importantly, we show that controlling for spousal education explains only one-quarter of sorting based on parental wealth. We show that our results are robust to accounting for measurement error in spousal reports of parental wealth and for selection into and out of marriage.  相似文献

Behavioral parent training offers mothers in drug treatment a valuable opportunity to improve their parenting skills through real-time, individualized coaching, but these mothers might be reluctant to participate with their child. Participants were 23 mothers or female guardians from 4 drug treatment programs with children 1 to 10 years old. Focus group discussions and questionnaires asked about their perspectives on parenting and their interest in and obstacles to participating in behavioral parent training. Detailed narrative responses and quantitative analyses identified some unique issues in parenting for this population as well as logistical, attitudinal, and emotional barriers to participating in behavioral parent training with their children.  相似文献

Male prostitution altered its form dramatically over the course of the twentieth century. While some of these changes relate to economics and general cultural shifts (the Depression of the 1930s, the rise of a counterculture during the 1960s and 70s), some of the most important changes have arisen in response to transformations in the idea of "homosexuality," and the growing influence this idea had within middle-class and then working-class culture. This essay identifies the diverse forms male prostitution has taken since the late-Victorian period, and also examines the way in which male prostitution has been written about by various commentators in different eras.  相似文献
