In this article, I explore the spatial politics of the Royal Indian Navy mutiny of 1946 and call for a more maritime sense of ‘the political’. The RIN only existed from 1934 to 1950; it became the Indian Navy after independence. Its mutiny in 1946, which was caused by a number of grievances from anticolonial nationalism to more mundane challenges about the standard of food, continues to be the dominant event in this history. Leela Gandhi (2014) used the RIN mutiny to challenge the binary distinction between elite and subaltern in much Indian historiography by depicting it as an ‘anti‐colonial counterpublic’, or space in which discourses other than the dominant nationalist framings of independence were mobilized. She also regards the mutiny as a potential example of inconsequential ethics in which, instead of worrying about its causes, the mutiny can be read as an experimental space in which democratic politics occurred, rather than one in which people were striving for a ‘successful’ outcome. I argue that, while there is much to be admired in Gandhi's reading of these events, she discounts the maritime nature of the RIN mutiny. In other words, she fails to acknowledge that travelling to different international locations allowed the sailors to learn about democracy and other ideas, which in turn influenced their beliefs about what the future of India, and the RIN, should look like. As a result, I argue for the need to explore in greater depth the important connections that exist between anti‐colonialism, democratic politics and the naval/maritime experience.  相似文献

We consider an efficient Bayesian approach to estimating integration-based posterior summaries from a separate Bayesian application. In Bayesian quadrature we model an intractable posterior density function f(·) as a Gaussian process, using an approximating function g(·), and find a posterior distribution for the integral of f(·), conditional on a few evaluations of f (·) at selected design points. Bayesian quadrature using normal g (·) is called Bayes-Hermite quadrature. We extend this theory by allowing g(·) to be chosen from two wider classes of functions. One is a family of skew densities and the other is the family of finite mixtures of normal densities. For the family of skew densities we describe an iterative updating procedure to select the most suitable approximation and apply the method to two simulated posterior density functions.  相似文献

The authors report on a study of student attitudes towards disabled students in three colleges of further education. They found that many non-disabled students were not aware of the various issues facing disabled students at the colleges. Social contact between disabled and non-disabled students was not extensive, although those who had attended school with disabled pupils were more likely to have friendships with disabled students at college. Whilst non-disabled students were strongly supportive of inclusive education in principle, many saw inclusion in the mainstream as conditional on the particular impairment of an individual. Disabled and non-disabled students supported the view that early social and educational contact results in greater mutual understanding, and is of benefit to all students.  相似文献

Skew‐symmetric models offer a very flexible class of distributions for modelling data. These distributions can also be viewed as selection models for the symmetric component of the specified skew‐symmetric distribution. The estimation of the location and scale parameters corresponding to the symmetric component is considered here, with the symmetric component known. Emphasis is placed on using the empirical characteristic function to estimate these parameters. This is made possible by an invariance property of the skew‐symmetric family of distributions, namely that even transformations of random variables that are skew‐symmetric have a distribution only depending on the symmetric density. A distance metric between the real components of the empirical and true characteristic functions is minimized to obtain the estimators. The method is semiparametric, in that the symmetric component is specified, but the skewing function is assumed unknown. Furthermore, the methodology is extended to hypothesis testing. Two tests for a null hypothesis of specific parameter values are considered, as well as a test for the hypothesis that the symmetric component has a specific parametric form. A resampling algorithm is described for practical implementation of these tests. The outcomes of various numerical experiments are presented.  相似文献

Abstract. In numerous applications data are observed at random times and an estimated graph of the spectral density may be relevant for characterizing and explaining phenomena. By using a wavelet analysis, one derives a non‐parametric estimator of the spectral density of a Gaussian process with stationary increments (or a stationary Gaussian process) from the observation of one path at random discrete times. For every positive frequency, this estimator is proved to satisfy a central limit theorem with a convergence rate depending on the roughness of the process and the moment of random durations between successive observations. In the case of stationary Gaussian processes, one can compare this estimator with estimators based on the empirical periodogram. Both estimators reach the same optimal rate of convergence, but the estimator based on wavelet analysis converges for a different class of random times. Simulation examples and an application to biological data are also provided.  相似文献

In this article, we compare the causes and effects of immaterial rewards and sanctions on cooperation in a voluntary contribution experiment. It appears that both rewards and sanctions increase contributions (and that rewards are more effective than sanctions) only when subjects interact repeatedly within the same group. The effect is, however, insignificant, which could be due to the higher variance in presence of rewards and sanctions. Furthermore, it is evidenced that rewards have some negative effect on the future contribution for both the imposer and the imposed when the partner matching is applied, but both rewards and sanctions have mainly positive effects under the stranger matching. Thus it seems that the recipient of the feedback takes the message as a reliable external evaluation of her contribution only under the stranger matching protocol when the strategic use of feedback can largely be excluded. Summary It is suggested that T groups might be of value in Social Worktraining as a means of encouraging Social Workers to make greateruse of group techniques. T groups have been criticized on ethicalgrounds and for their tendency to produce psychological disturbancein predisposed individuals. In he context of Social Work trainingT groups have a dual function, promoting self awareness in theparticipants and increasing their knowledge of group dynamics.A procedure is described which emphasizes the necessity of focusingon group behaviour as opposed to individual psychopathology.It is believed that by doing so the psychological hazards arereduced. Summary Organisations can absorb successfully only a few fundamentalinnovations within a short period of time. It is therefore importantfor the designers of innovations to ensure that they directlyand substantially contribute to solving important problems,and for agencies to concentrate their innovative activity onthose that do so contribute. The first aim of this paper isto analyse the policy context so as to clarify the nature ofthe problems that make innovation in the care of the elderlyimperative and show how features of the Community Care Projectcontribute to their solution. The second aim is to provide somepreliminary evidence of the success of the scheme. The analysisof data for seventy persons in the experimental and controlgroups shows that the experimental group fared better in a numberof important ways; and that the gains appear to have been madeat no extra cost to the social services department. Therefore,it is concluded, the adoption of the scheme may contribute tothe technical progress needed in the provision of social serviceto the elderly with needs at or above the margin for residentialcare.  相似文献

We examine experimentally how and why voluntary contributions are affected by sequentiality. Instead of deciding simultaneously in each round, subjects are randomly ordered in a sequence which differs from round to round. We compare sessions in which subjects observe the contributions from earlier decisions in each round (“sequential treatment with information”) to sessions in which subjects decide sequentially within rounds, but cannot observe earlier contributions (“sequential treatment without information”). We also investigate whether average contributions are affected by the length of the sequence by varying group size. Our results show that sequentiality alone has no effect on contributions, but that the level of contributions increases when subjects are informed about the contributions of lower‐ranked subjects. We provide evidence that the so‐called “leadership effect” vanishes within rounds, and that group size has no significant impact on the average level of contributions in our sequential contribution games.
