一个多世纪以来,人们对城市变迁展开了系统性的研究,其中一个焦点是城市的中央商务区(CBDs)。过去几十年里有大量关于中央商务区衰落问题的文献,焦点集中在这种衰退为什么会发生,以及可以出台哪些刺激性政策措施来重振这些地区。本文主要讨论大城市中较为发达的地区,从地理上说就是南非北部的前工业重镇。就这些问题南非的学者也有为数不多但值得我们重视的文献,他们以年鉴形式记录了中央商务区的衰落及后续的重振措施。与国际上的经验类似,研究的焦点集中在南非的主要大城市地区,而二线城市则不在研究者们关注的范围之内。本文概述二线城市布隆方丹的中央商务区重振所面临的前景和阻碍的目的是,尽管在开普敦和约翰内斯堡等城市开展一般性的重振项目对抑制中央商务区的进一步衰退有显著成效,但对布隆方丹这样的二线城市来说,可能还需要一些其他措施。  相似文献

The introduction of the notion of developmental local governmentas entrenched in the South African constitution in 1994 hasrequired municipalities and cities to consider initiatives toenhance their local economies. At the same time, the socialwelfare paradigm has shifted from one of welfare to development.One way of ensuring the sustainability of this developmentalparadigm is to embark on income-generating projects or businesses.The Free State provincial government created various projectsto develop local economies and to establish income-generatingprojects with a view to making people more self-reliant andtheir livelihoods more sustainable. ABSTRACT

Waged work is widely seen as a sufficient basis for meeting basic needs, achieving social inclusion and realizing essential social rights. Yet waged work that provides a livable income on reasonably secure terms is rare in ‘developing’ economies and increasingly scarce in ‘developed’ economies. This trend is likely to persist and worsen as the disruptive impacts of economic volatility and climate change intensify and labour market restructuring continues. Aggravating the impact is the diminishing access to livelihood options outside the wage economy. South Africa is an extreme example of this trend, with a very large proportion of the working age population superfluous to the formal economy, high levels of poverty and severe inequality. This paper describes this crisis at the global level and then specifically in South Africa, before considering the option of a universal basic income grant (UBIG). It examines the critiques and the potential merits and risks of such an intervention. To realize its transformative potential, a UBIG would have to be deployed as part of a broad transformation strategy that is led by an active state and driven by a mobilized civil society.  相似文献

It is difficult for many social work students to grasp the importance they and their traditional client base play in global environmental issues. International development generally focuses on supporting human development through the development of natural resources. However, increased human consumption everywhere in the world is disrupting the global system upon which all life depends. Continued Western consumption habits are simply unsustainable. It is therefore incumbent that any increase in consumption, even in the ‘developing’ world, be considered in terms of global environmental sustainability; change must also occur within the developed world. To address this problem, reflexive processes that support transnational analysis and action must be developed. This paper suggests classroom activities that help students analyze and problem solve around this process of Reflexive Development.  相似文献
