Compliance Versus Risk in Assessing Occupational Exposures   总被引:1,自引:0,他引:1  
Assessments of occupational exposures to chemicals are generally based upon the practice of compliance testing in which the probability of compliance is related to the exceedance [γ, the likelihood that any measurement would exceed an occupational exposure limit (OEL)] and the number of measurements obtained. On the other hand, workers’ chronic health risks generally depend upon cumulative lifetime exposures which are not directly related to the probability of compliance. In this paper we define the probability of “overexposure” (θ) as the likelihood that individual risk (a function of cumulative exposure) exceeds the risk inherent in the OEL (a function of the OEL and duration of exposure). We regard θ as a relevant measure of individual risk for chemicals, such as carcinogens, which produce chronic effects after long-term exposures but not necessarily for acutely-toxic substances which can produce effects relatively quickly. We apply a random-effects model to data from 179 groups of workers, exposed to a variety of chemical agents, and obtain parameter estimates for the group mean exposure and the within- and between-worker components of variance. These estimates are then combined with OELs to generate estimates of γ and θ. We show that compliance testing can significantly underestimate the health risk when sample sizes are small. That is, there can be large probabilities of compliance with typical sample sizes, despite the fact that large proportions of the working population have individual risks greater than the risk inherent in the OEL. We demonstrate further that, because the relationship between θ and γ depends upon the within- and between-worker components of variance, it cannot be assumed a priori that exceedance is a conservative surrogate for overexposure. Thus, we conclude that assessment practices which focus upon either compliance or exceedance are problematic and recommend that employers evaluate exposures relative to the probabilities of overexposure.  相似文献

Students’ lack of school success often lies in the differences between the language used at home and the ‘school language’ they are required to use at school. A framework was drawn up in which five domains are distinguished where specific problems might be located: language-internal aspects (mastery of vocabulary, grammar, etc.), literacy (reading and writing skills), interaction (interpersonal communication skills), learning (content-related organizational and studying skills), and presentation (explanatory skills). To test the (practical) viability of this framework two studies were carried out (European policy experts and secondary-school teachers). Drawing on research by the Research and Documentation Centre (WODC) of the Dutch Ministry of Security and Justice (Kromhout et al., 2010), this article describes how the Dutch government tried to protect Unaccompanied Minor Asylum Seekers (UMAs) who were (at risk of becoming) victims of human trafficking by implementing “Protected Reception”. It was concluded that the three objectives of this pilot programme were met to some extent: the influx of risk groups and the number of disappearances decreased, yet there was no (immediate) increase in return migration to the country of origin, after leaving Protected Reception. An important question that was raised was how far a state can go in protecting these vulnerable young people, by (partially) limiting their freedom of movement. It was concluded that placement and stay in Protected Reception had to be qualified as a deprivation of liberty for which Dutch legislation did not offer any ground.  相似文献

This article explores how friendship network characteristics influence subjective well-being (SWB). Using data from the 2003 General Social Survey of Canada, three components of the friendship network are differentiated: number of friends, frequency of contact, and heterogeneity of friends. We argue that these characteristics shape SWB through the benefits they bring. Benefits considered are more social trust, less stress, better health, and more social support. Results confirm that higher frequency of contacts and higher number of friends, as well as lower heterogeneity of the friendship network are related to more social trust, less stress, and a better health. Frequency of contact and number of friends, as well as more heterogeneity of the friendship network increase the chance of receiving help from friends. With the exception of receiving help from friends, these benefits are in turn related to higher levels of SWB. Only the frequency of meeting friends face-to-face has a remaining positive direct influence on SWB.  相似文献

In many European countries, both the voluntary and the forced return of rejected asylum seekers are problematic. In the case of separated children, the difficulties seem to be even greater. In the Netherlands, many of these children disappear from the reception centres for unknown destinations, instead of returning to their home country. The new, stricter return policies adopted by the Dutch government in recent years have not (yet) changed this situation.In an explorative study of separated children aged between 15 and 18, the implementation and results of these policies were studied. The impact of the activities designed to promote voluntary return appeared to be very limited. Most separated young people did not want to consider return and did not take any action in this regard. Forced return rarely constituted a viable alternative. These findings may be explained by several factors. Among other things, considerations pertaining to personal security, family circumstances, and structural conditions in the countries of origin influence both the attitudes and behaviours of separated children, and host government policies. Moreover, many children were not willing to discuss their return with the youth care workers who were supposed to discuss and promote a voluntary return with them. The fact that most of the young people were allowed to stay in the reception centres until their eighteenth birthday enabled them to postpone making a final decision. A forced return was hindered by such obstacles as the absence of documents and the lack of appropriate care in the country of origin. More insight into the backgrounds of separated children and the (im)possibilities regarding their return seems necessary to be able to design more effective return policies.  相似文献
