The African Evaluation Guidelines: 2002. A checklist to assist in planning evaluations, negotiating clear contracts, reviewing progress and ensuring adequate completion of an evaluation

A review of the US ‘program evaluation standards’ (PES), undertaken in a series of workshops and meetings of networks of evaluators in Africa, resulted in modifications to those standards. The result was presented to a plenary session of the Inaugural Conference of the African Evaluation Association in September 1999, attended by over 300 evaluators from 35 countries. The AfrEA Conference decided that a systematic effort should be made to produce a list of African evaluation guidelines, similar to the PES, and that this checklist should be reviewed by national evaluation associations and networks in Africa and field tested in several countries. Ten national and regional networks and associations suggested modifications to the text and endorsed the final version of the guidelines.     

发展和完善南宁市新型农村合作医疗制度研究

近年来,党和政府一直把发展和完善新型农村合作医疗制度作为改善民生的一项重要工作。南宁市新型农村合作医疗尽管有了较大的发展,但与同为西部省会城市的西安、昆明、成都相比还存在不少差距。这就需要结合地方实际,从运行机制、资金监管、信息化管理、人才建设等软、硬件方面破解新型农村合作医疗制度发展和完善的难题。     

Assessing the Need for Higher Levels of Care Among Problem Gambling Outpatients

Most treatment for gambling disorder is provided on an outpatient basis. Only a small number of jurisdictions in North America provide higher levels of gambling treatment, such as residential or intensive outpatient (IOP) care, despite the potential need for these services. Further, there appear to be few guidelines for determining appropriate level of gambling treatment. The aim of the present study was to assess the appropriateness of higher levels of problem gambling care among clients receiving outpatient treatment. Problem gamblers and their therapists independently completed questionnaires that assessed the need and desire for residential and IOP treatment. About 42% of problem gambling outpatients noted that they would be “probably” or “definitely” willing to attend residential treatment, and about half indicated they would be equally likely to attend IOP. Therapists recommended about a third of their clients as appropriate for higher levels of care. For both client and therapist assessments, there was a significant association between desire or recommendation for level of treatment and severity of gambling and co-occurring problems. Further, therapist recommendations for level of care were significantly associated with client willingness to attend higher levels of treatment. Our data reveal the potential need for higher levels of care for problem gambling, as evaluated by clients and their therapists. Policy implications for the funding of residential and IOP treatment are discussed.

中国当代文学阅读层面上的价值认同正在经受前所未有的挑战。特别是新世纪以来，新的写作群体、写作方式不断涌现，使固有的理论批评体系遭到撞击、被撕裂，从而导致理论批评不时出现失语现象。随着网络文学的迅猛发展，非主流文学在阅读与消费环节中的影响日益增强，这就使得上述问题转化成了新的矛盾——互相不能包容的阅读隔膜。十多年来，网络上产生了海量的小说文本，逐渐形成了二十多种类型；本文兼顾时间跨度和创作类型，遴选了十年中不同类型的十部佳作，并针对它们区别于纸质媒体的艺术审美和创作特点进行了述评。     

A general central limit theorem and a subsampling variance estimator for α‐mixing point processes

We establish a central limit theorem for multivariate summary statistics of nonstationary α‐mixing spatial point processes and a subsampling estimator of the covariance matrix of such statistics. The central limit theorem is crucial for establishing asymptotic properties of estimators in statistics for spatial point processes. The covariance matrix subsampling estimator is flexible and model free. It is needed, for example, to construct confidence intervals and ellipsoids based on asymptotic normality of estimators. We also provide a simulation study investigating an application of our results to estimating functions.     

吉林省四平地区老年人健康影响因素及对策探析

为了解吉林省四平地区老年人的健康状况及其影响因素,制定有效的防治对策,采用现场体检及问卷调查的方式,对该地区1 059位60岁及以上老年人的健康现状进行调查。老年人健康状况不容乐观,慢性病患病率较高。其中慢性病患病率位于前五位的依次为心脏病、高血压、糖尿病、骨关节病、脑血管病。老年人健康影响因素包括吸烟、饮酒、饮食、睡眠、锻炼身体等。提出注重健康影响因素、提高老年人健康水平的具体对策。
