Reclaiming Futures considers an anti-oppressive frame to decrease disparities

The Reclaiming Futures mandate is to improve substance abuse service interventions within the juvenile justice system, and concurrently to ensure that racial disparities are avoided. But traditional efforts to reduce disparities have not been adequate to preclude these almost universal trends from reappearing in the initiative. In response, the authors have introduced anti-oppressive practice (AOP) to the initiative, beginning first with workshops at the national gatherings, and following up with webinars, discipline-specific training for judges, probation professionals, alcohol and drug treatment professionals, community members, and project directors, and finally, an in-depth course to advance the approach more deeply into the initiative. This paper begins with a review of the status of racial disparities in the United States, and shares details of the evolution of Reclaiming Futures to consider an innovative response to such disparities, namely anti-oppressive practice. We detail the ways in which AOP has been incorporated into Reclaiming Futures. The paper then discusses two key elements of our initiative: the theoretical and conceptual elements of AOP that make it a desirable approach to reducing disparities, and an introduction to the core competencies that are affiliated with AOP. We anticipate that this paper will be of interest to program administrators and service providers who are searching for practice innovations that offer a positive prognosis for reducing racial disparities.     

Community-directed engagement and positive youth development: Developing positive and progressive pathways between youth and their communities in Reclaiming Futures

Reclaiming Futures is an innovative juvenile justice reform initiative focused on improving the quality, quantity, and effectiveness of alcohol and drug treatment interventions for juvenile offenders. An important element of the Reclaiming Futures strategy has been the consistent and intentional involvement of community members as part of the systemic reforms and interventions in a way that attempts to share access to power and build agency for authentic community-anchored solutions. The purpose of these efforts is to assist young people to build positive and enduring connections that they can rely upon as a strong recovery network for ongoing support after their formal engagement with justice and treatment services is concluded. This paper describes relevant literature on positive youth development and community-directed engagement, the underlying philosophy of the approach, examples of how the Reclaiming Futures initiative has incorporated these ideas, discussion of barriers and supports to effectiveness, and implications for others wishing to implement similar strategies.     

Exploring the implementation of justice-based alcohol and drug intervention strategies with juvenile offenders: Reclaiming Futures,enhanced adolescent substance abuse treatment,and juvenile drug courts

There is a need for practice models to match young people in the juvenile justice system with timely and effective alcohol and drug intervention services. This paper reports on a new demonstration effort in which three practice approaches currently operating in the United States are being combined to maximize the potential of each. This public–private partnership combines juvenile drug courts (funded by the Office of Juvenile Justice and Delinquency Prevention), adolescent treatment improvement efforts (funded by the Center for Substance Abuse Treatment) and the Reclaiming Futures initiative (funded by the Robert Wood Johnson Foundation). Benefits of combining the three strategies are discussed, emergent implementation challenges and lessons are presented, and suggestions for further evolution are provided.     

The Development of Theory and Treatment with Substance Abusing Female Juvenile Offenders

Little is known regarding the specific treatment needs of those female juvenile offenders with a history of substance abuse. While social scientists have advanced distinct theories regarding adolescent substance use and juvenile delinquency, minimal work has been conducted to integrate or link these two. In attempting to further explore their interrelationships, this article will review and incorporate the relevant theoretical and practice milestones in three areas: (1) substance abuse and women, (2) substance abuse and adolescents, and (3) substance abuse and juvenile delinquency, leading to the development of new theory and practice relevant to the female substance abusing juvenile offender population. The authors propose some practice considerations for current interventions with this population and discuss implications for future research and exploration.     

Ethics in context: essential flexibility in an international photo-elicitation project with children and young people

ABSTRACT

Existing literatures have discussed both ethical issues in visual research with young people, and the problems associated with applying ‘universal’ ethical guidelines across varied cultural contexts. There has been little consideration, however, of specific issues raised in projects where visual research is being conducted with young people simultaneously in multiple national contexts. This paper contributes to knowledge in this area. We reflect on our experiences of planning and conducting the International CYCLES project involving photo elicitation with young people in Bangladesh, Brazil, India, Japan, New Zealand, South Africa and the UK. While some issues such as varying access to technology for taking and sharing photos and diverse cultural sensitivities around the use of photography were anticipated in advance, others were more unexpected. Balancing the need for methods to be appropriate, ethical and feasible within each setting with the desire for sufficient consistency across the project is challenging. We argue that an ‘ethics in context’ approach and an attitude of ‘methodological immaturity’ is critical in international visual research projects with young people.

Simulation games also promote key qualifications such as social competence, creativity or communication skills. Starting from the experiences based on several simulation game seminars the article informs of ways and means to successfully organise a one semester simulation game.     

The development and evolution of Reclaiming Futures at the ten-year mark: Reflections and recommendations

Reclaiming Futures has been a successful national demonstration project, initially funded by the Robert Wood Johnson Foundation, which seeks to improve a system-wide response to young people in the juvenile justice system with substance abuse issues. The initiative is a multiyear effort that has included complex simultaneous community and cross-system planned change efforts. The intention of the initiative is to develop, test, and disseminate a response to unmet needs and to extensive gaps and fragmentation in the availability and quality of services and opportunities that would have a positive impact not only on the lives of individual youth, but on community capacity to engage and encourage youth success as well. This article summarizes the developmental trajectory of the initiative, with a focus on elements of the planned change process. How change efforts were conceptualized, sequenced, executed, and evaluated are discussed and their implications explored. Now adopted in 29 communities around the nation, this article describes two federal and state dissemination efforts as examples of its continued expansion.     

Effective Adolescent Substance Abuse Treatment in Juvenile Justice Settings: Practice and Policy Recommendations

Juvenile justice—increasingly the service delivery point for adolescents with substance abuse and co-occurring problems lacking resources for other assistance—can be a model for improved and expanded, yet cost-effective, adolescent substance abuse treatment. An emergent standard of care challenges systemic inequities; a new service array facilitates dialogue among justice and treatment professionals, families, and the youth themselves. Such evidence-based practice—and the policy to implement it—have the power to transform disconnected laws, programs and professionals into an effective, efficient and successful community of responders, helping youth reclaim their lives while improving public health and public safety.
