European identity: between modernity and postmodernity

The purpose of this inquiry is to rethink the concept of European identity within the framework of the Declaration on European Identity and the Charter of European Identity. It will be argued that those documents employ the modernist notion of a centered, rational, stable, autonomous and unified self. However, this idea of the self leads to exclusion and essentialism. In this way, European identity cannot embrace the multiculturalism of European societies. Thus, it should be replaced by a more flexible, dynamic and shifting concept of identity.     

Serbian Judiciary and Transition: Recent Jurisprudence

This article examines the role and position of national courts during transitional periods with focus on and case study of the judiciary in Serbia. Courts in Serbia, as any other judiciary in transition, have undergone a staggering transformative process as illustrated by a chronology of human rights cases. On the other hand, courts in Serbia, as their counterparts worldwide, have also been the transformation force, as evidenced by recent jurisprudence in cases dealing more or less successfully with political assassinations, organized crime, corruption, war crimes, and international courts.     

Race and Relationship advice: Effects of marriage market differences on cultural expectations of behavior

To see if and how marriage market differences between black and white women in the US are reflected in relationship advice, relationship articles in two popular women's magazines, one targeting black women and one targeting white women, are systematically coded and analyzed. The results of this content analysis of 213 relationship articles indicate that marriage market differences are reflected in such advice. Magazine articles aimed at black women focus on men's financial problems, infidelity, and prior relationships significantly more frequently than articles targeting white women, mirroring the issues that black women face in their particular marriage market. Furthermore, the results demonstrate a greater focus on the male perspective in advice targeting black women.     

Croatian Regional Policy Fostering Competitiveness

An obstacle for the implementation of a modern regional policy in Croatia is the inherited concept of the reconstruction of war-affected areas. This concept is no longer appropriate for the needs of a modern regional policy, which should be formulated, among others, also in the context of the EU accession. This is particularly important considering that the EU emphasizes that member states should be in the position to withstand competitive pressures in the single market as a key condition for accession. And regional policy has a particular role in this regard. In this article the main obstacles for a modern regional policy in Croatia are discussed, particularly from the point of view of achieving economic competitiveness. It is necessary to tackle these problems and obstacles through a number of measures and initiatives from both the central and the regional level, which are discussed in this paper.     

Physical activity and psychological distress in older men: findings from the New South Wales 45 and up study

Physical activity is an important factor in healthy aging and has been shown to reduce depressive symptoms. This association, however, is relatively understudied in older men. This study was a cross-sectional analysis of the association between physical activity (Active Australia Survey) and psychological distress (Kessler-10). Participants were a sample of 17,689 men age ≥ 65 yr drawn from a large-scale Australian cohort study of people age 45 years and over (The 45 and Up Study). The likelihood of reporting high or very high levels of psychological distress decreased with increasing weekly sessions of physical activity. Compared with participants reporting no sessions of physical activity, the fully adjusted odds ratio for high or very high psychological distress was .66 (95% CI .51-.85) for men who undertook 1-6 sessions of physical activity per week and decreased to .57 (95% CI, .43-.79) for men who reported 16 or more weekly sessions. The cross-sectional findings show that older men who are more active are less likely to report psychological distress, regardless of their level of functional limitation. Further research, informed by these findings, is required to investigate causal pathways and the temporal sequence of events.     

Quality and environmental management practices: their linkages with safety performance

There is a widespread acknowledgement that quality and environmental practices are effective means for improving the business performance of firms. However, empirical evidence regarding the relationship between quality and environmental practices and employee safety performance is relatively scarce. In order to fill this gap, we investigate the relationship between quality and environmental practices and safety performance measured by employee accidents at work. Employing a multivariate probit model, we show that the adoption of quality management practices is associated with an increased chance that an employee encounters workplace accidents, whilst environmental practices are associated with a reduction in workplace accidents. However, when distinguishing between workplace accidents that do and do not lead to sick leave, our results reveal that the utilisation of quality practices is not associated to employees’ probability of encountering accidents that lead to sick leave. This suggests that quality practices are only related to benign accidents. Moreover, examining the interrelationships among quality practices, safety performance and quality-related contextual factors, our findings indicate that the implementation of quality practices by the firm that considers quality as very important for its strategy and provides employee’s quality-related training is not associated with safety performance. Therefore, the results suggest that the way a firm implements and uses quality practices is essential for their effect on safety performance.     

INTRODUCTION TO THE SYMPOSIUM ON CONTEMPORARY BANKING RESEARCH: THE USE OF FIXED EFFECTS TO DISENTANGLE LOAN DEMAND FROM LOAN SUPPLY

With the onset of the financial crisis, disentangling the effects of loan demand and supply in contemporary banking research has become vital for a proper assessment of supply-related banking shocks. These shocks may negatively affect the real economy through many channels, such as the lending channel of monetary policy transmission, the bank risk-taking channel or the evaluation of macroprudential policy efficiency. All these rely on separating the two lending components. Empirical identification has largely relied on the use of demand-related fixed effects, which has also been applied in several analyses within this symposium. (JEL G21)     

The falling tide algorithm: A new multi-objective approach for complex workforce scheduling

We present a hybrid approach of goal programming and meta-heuristic search to find compromise solutions for a difficult employee scheduling problem, i.e. nurse rostering with many hard and soft constraints. By employing a goal programming model with different parameter settings in its objective function, we can easily obtain a coarse solution where only the system constraints (i.e. hard constraints) are satisfied and an ideal objective-value vector where each single goal (i.e. each soft constraint) reaches its optimal value. The coarse solution is generally unusable in practise, but it can act as an initial point for the subsequent meta-heuristic search to speed up the convergence. Also, the ideal objective-value vector is, of course, usually unachievable, but it can help a multi-criteria search method (i.e. compromise programming) to evaluate the fitness of obtained solutions more efficiently. By incorporating three distance metrics with changing weight vectors, we propose a new time-predefined meta-heuristic approach, which we call the falling tide algorithm, and apply it under a multi-objective framework to find various compromise solutions. By this approach, not only can we achieve a trade off between the computational time and the solution quality, but also we can achieve a trade off between the conflicting objectives to enable better decision-making.
