Contract, Charity, and Honorable Entitlement: Social Citizenship and the 1967 Abortion Act in Northern Ireland after the Good Friday Agreement

This article investigates the extent to which women’spolitical, civil, and social citizenship rights in the post–Good Friday Agreement (1998)period in Northern Ireland can be expanded. It argues that theGood Friday Agreement, as a framework document, offers someopportunity for the expansion of women’s political andcivil citizenship rights. Legislative attempts to extend the1967 Abortion Act (United Kingdom) to Northern Ireland and recentefforts to have the existing law governing abortion in NorthernIreland clarified through the judiciary are examined to demonstratethe continued denial of women’s social citizenship rights.Various routes to address Northern Irish women’s accessto abortion services are assessed, and it is argued that extendingthe 1967 Abortion Act to Northern Ireland, a long-standing demandof pro-choice women’s groups, will insufficiently facilitatewomen’s access to social citizenship rights. Consistentwith recent directions in social policy scholarship, this articleargues that a recognition of agency as an outcome of individualand collective social action is necessary to access abortionand women’s social citizenship rights in the post–GoodFriday Agreement period in Northern Ireland.

Visual and textual narratives of conflict-related displacement in Northern Ireland

Combined textual and visual narratives and counternarratives illustrate a range of experiences in Northern Ireland’s conflictual, spatial landscape. In this article, I argue that combined textual and visual narratives about conflict-instigated displacement create and articulate community-specific experiences of disadvantage, with the intention of gaining political recognition and/or advantage over other communities in ongoing processes of conflict transformation. I expose the multiple, contextualised meanings of selective narratives that are accessible in language and image but, that are rarely questioned because of the political influence of their tellers or, because of their scale. Their meanings and intentions exist alongside counternarratives about intra-community displacement and displacement against other groups and are concurrent with public apathy, which serve to minimise their effectiveness as political tools to gain community-specific, social and political advantage. These narratives and counternarratives persist as key spatial markers and as sites on which conflict, and its effective transformation, are played out.

从把握中央精神实质、反思国内外农村发展经验和融入海峡西岸经济区建设全局等3个方面分析探讨了海峡西岸社会主义新农村建设的战略定位问题。认为,准确定位要根据中央的精神实质,把握好世界现代化发展过程城乡演变的基本规律和我国城乡发展的特殊性、全国的共性和海峡西岸经济区的特点及其建设全局和新农村建设的关系,从海峡西岸经济区建设全局和持续发展的高度处理好新农村建设与加快工业化和城镇化发展的矛盾,加大外力推动促进内源发展,建立新型的城乡关系,促进农村经济与社会的综合发展,增进农民福祉。     

建设海峡西岸社会主义新农村的价值选择

建设社会主义新农村,本质是要缩小城乡差距,使农村在加速工业化、城市化的过程中能够与城市共同协调发展,使农民与城市居民一样享受等值不同质的现代生活。以等值不同质为取向增进农民福祉,是海峡西岸社会主义新农村建设的出发点和落脚点。建设海峡西岸社会主义新农村,要树立大资源观,以增量资源为杠杆激活存量资源,构建平等、互动、共福的新型城乡关系。     

海峡西岸经济区视角下的福建周边临界地区发展比较研究

在比较福建周边临界地区经济发展状况与“十一五”发展动向的基础上,认为福建与周边临界地区存在很强的互补性,边界崛起是海峡西岸经济区建设的必然,是突破省际行政区划限制,促进周边地区融入海峡西岸经济区建设过程的关键。提出福建要抓住国家“东中西互动”特别是中部崛起战略实施的有利时机,凸显东出西进战略,打通中部,带动边界地区崛起,整体推进海峡西岸经济区建设。     

A. B. and C. versus Ireland

This article analyses some possible political implications of the case and the decision in A. B. and C. v. Ireland at the European Court of Human Rights. This case was heard in a public hearing on 9 December 2009; the judgment was provided in December 2010. I argue that the three applicants in this case employed a novel strategy, not previously considered, to access legal abortion in the Republic of Ireland. By highlighting the varied circumstances of unintended pregnancy in more than a single instance, the applicants utilized an offensive manoeuvre to which the government is unlikely to respond consistently over time. They exposed Irish governments' use of clandestine political negotiations in relation to European treaties, the questionable exertion of governments' authority to uphold political and moral agendas and racialized constructions of Irishness and national interests. The applicants also raised serious questions about state practices in the Republic of Ireland in relation to its legal obligation to uphold human rights under the European Convention. However, I argue that it is unlikely that this novel strategy and legal decision and their political implications are enough to adequately address the lack of access to legal abortion in the Republic of Ireland.

海峡西岸社会主义新农村建设面临着一系列两难的问题,集中体现在农村经济发展与综合发展、政府主导与农民主体、资源存量不活与增量不足、公共品供给与需求、新农村建设与工业化和城镇化、统筹城乡发展与体制机制滞后这六大矛盾。要统筹兼顾,妥善处理,把握好矛盾各方面的平衡度,使这些矛盾内部之间以及矛盾之间围绕建设海峡西岸社会主义新农村的总体价值取向达到一种新的优化平衡,为新农村建设注入新的动力,拓展新的境界。
