“政策领域-时间维度”双重视角下新能源汽车产业政策央地协同研究

本文以2009—2018年间中央及地方（以北京市等四个地区为例）颁布的263项新能源汽车产业政策为研究样本,从实施领域角度,将产业政策分为财税支持、行业规范、规划引导、监督保障、其他措施等五类,经政策分解,将政策片段与新能源汽车产业链五个环节进行匹配;在此基础上,测度不同时期产业政策央地总体协同度与政策实施领域间的协同度,并通过逐步回归法,确定影响政策协同的各政策效力指标灵敏度。研究表明："中央-北京"和"中央-深圳"的政策措施协同趋势基本一致,产业价值链各环节发展较均衡,而"中央-上海"和"中央-江苏"的政策措施协同趋势基本一致,存在"重使用、轻研发、轻市场"等失调现象;四地区与中央政策措施的协同差异主要体现在研发、生产和回收环节,提升"政策引导"和"保障措施"指标的政策效力有助于提升央地协同水平。根据政策分析,未来政策制定需从优化中央政策推广方式和加强监管保障等政策措施着手,根据产业链不同环节状况适时调整政策措施。     

Navigating New Socio-Demographic Landscapes: Using Anthropological Demography to Understand the ‘Persistence’ of High and Early Fertility Among British Pakistanis

British Pakistanis continue to have earlier and higher fertility than other ethnic groups in the UK, despite a recent rise in educational and employment opportunities for British Pakistani women. In this paper we present findings from an interview-based study with 91 British Pakistani women and men in the Northeast of England, in order to throw some light on the reproductive choices and constraints that underlie this apparent demographic anomaly. Drawing on detailed reproductive narratives, we show that, contrary to common assumptions within the literature, relatively high and early fertility does not necessarily indicate a passive acceptance of ??cultural norms?? or a reluctance to engage with new social and economic opportunities. For some young women at least, early motherhood represents a deliberate and strategic choice: a way of managing different sets of family-building and other aspirations, embedded within a complex interplay of relationships between individuals, couples and wider families. This study contributes to the emerging ??inter-discipline?? of anthropological demography, which offers important insights into population processes that neither discipline can do alone.     

A divergence of opinion: how those involved in child and family social work are responding to the challenges of the Internet and social media

This discussion paper suggests that there is possibly a divergence of opinion taking place within the field of child and family social work and that the stated positions are influencing how practitioners identify and deal with risks and opportunities afforded by the Internet and social media. The suggested divergence is examined and the conclusion drawn is that what is taking place mirrors the fact that the introduction of any new technology inevitably brings with it division and debate. In seeking to understand the reaction to digital technology, consideration is given to a series of wider social discourses on childhood and risk, which includes the controversial notion that the profession is a harbinger of moral panic and that the management of risk has been broadened from child protection to child safety. The discussion paper concludes by calling for child and family social work practitioners to have a balanced debate that needs to be informed not only by current research but also by an open and honest discussion about personal use and an acknowledgement that there will be difficult moral and ethical questions to work through.     

“Phil's Calling Grandma… ”: The Role of External Support in Human–Companion Animal Identity Pairings

This exploratory paper deals with human–animal role identity pairings such as parent–child or sibling–sibling and the necessity of support from other actors both for the formation of these idiosyncratic identities, as well as for their situational placement in social environments not limited to the nonhuman animal. Taken from a qualitative study examining identity formation counter to the nonhuman animal, I use in‐depth interviews of both people with and without human children to demonstrate how human‐to‐human relationships are formed by categorizing the companion animal as a “child” of sorts within the family structure. These relationships prove integral to the continued development and enactment of identities such as the animal “parent” or the animal “sibling” via three different groups: their own parents, partners, and, in one case, adult siblings. This creates positive affect and commitment to the identity across other social situations. Implications of these findings for identity theory and family research are discussed.

作为民国时期最大部头的朱子学研究著作,李相显的《朱子哲学》以动态的方式阐述朱子哲学诸多概念和思想的发生、发展过程,为朱子哲学的研究提供了新的思路,同时通过建构宏大的朱子哲学体系,提出了新的学术观点,并且还对朱子重要书信、著述的年代作了较为详细而深入的考证,从而把民国时期的朱子学研究推向了新的高度。
