This research seeks to understand the factors that lead nation‐states to ratify international human rights treaties in the contemporary world, despite their potential cost for state sovereignty. We argue that normative pressure from international society, along with historical contingencies during the Cold War, encouraged many states to ratify these treaties. We present an event‐history analysis of ratification of seven key international human rights treaties in 164 countries in the period between 1965 and 2001. The results lend support to the world society argument as well as to our historical argument and also specify that normative pressure and imitation have been important factors shaping states’ decisions to ratify international human rights treaties.  相似文献

In data envelopment analysis, there are several methods for measuring efficiency changes over time, e.g. the window analysis and the Malmquist index. However, they usually neglect carry-over activities between two consecutive terms and only focus on the separate time period independently aiming local optimization in a single period, even if these models can take into account the time change effect. In the actual business world, a long time planning and investment is a subject of great concern. For these cases, single period optimization model is not suitable for performance evaluation. To cope with long time point of view, the dynamic DEA model incorporates carry-over activities into the model and enables us to measure period specific efficiency based on the long time optimization during the whole period. Dynamic DEA model proposed by Färe and Grosskopf is the first innovative contribution for such purpose. In this paper we develop their model in the slacks-based measure (SBM) framework, called dynamic SBM (DSBM). The SBM model is non-radial and can deal with inputs/outputs individually, contrary to the radial approaches that assume proportional changes in inputs/outputs. Furthermore, according to the characteristics of carry-overs, we classify them into four categories, i.e. desirable, undesirable, free and fixed. Desirable carry-overs correspond, for example, to profit carried forward and net earned surplus carried to the next term, while undesirable carry-overs include, for example, loss carried forward, bad debt and dead stock. Free and fixed carry-overs indicate, respectively, discretionary and non-discretionary ones. We develop dynamic SBM models that can evaluate the overall efficiency of decision making units for the whole terms as well as the term efficiencies.  相似文献

In a simple theoretical framework, egalitarian gender role attitudes emerge as more and more women participate in the labor market. Most advanced Western nations enjoy relatively gender-egalitarian working environments, and consequently more egalitarian gender attitudes than their East Asian counterparts. Women in East Asian societies, on the other hand, are said to support both the conditions resulting in stagnant female labor-force participation and traditional attitudes toward gender roles. In Taiwan, however, women are more economically active than in two other East Asian societies—Japan and South Korea—even though women in all three societies favor the traditional gender division of labor. Thus, in Taiwan, women experiencing inconsistencies between their active working lives and their traditional values. This study hypothesizes that this inconsistency, or the coexistence of the old and the new, is reflected in the very mind-set of women. Using comparative data from the 2006 East Asian Social Survey, we analyzed the gap between responses to questions on gender attitudes in relation to working conditions, and other general gender role attitudes. We found there were significant differences in the size of these gaps. Taiwanese women expressed more egalitarian views insofar as the questions were concerned with practical economic interests, while they retained their basic traditional attitudes towards gender roles in their homes. This gap is larger in Taiwan than in Japan or South Korea.  相似文献

Studies on ethnic movements have largely overlooked the global dimensions of ethnic social movements. Drawing on social movement theories and the world culture approach, I argue that linkage to global civil society gives rise to ethnic mobilization because it diffuses models of claim-making based on human rights ideas, while intergovernmental networks suppress ethnic mobilization as they enhance state power and authority. Tobit analyses on violent and nonviolent ethnic mobilizations show that, controlling for domestic factors, linkage to global civil society raises the potential for ethnic social movements, while intergovernmental networks do not have a strong impact on ethnic mobilization.  相似文献

The aim of this study was to evaluate the effects of implemented control measures to reduce illness induced by Vibrio parahaemolyticus (V. parahaemolyticus) in horse mackerel (Trachurus japonicus), seafood that is commonly consumed raw in Japan. On the basis of currently available experimental and survey data, we constructed a quantitative risk model of V. parahaemolyticus in horse mackerel from harvest to consumption. In particular, the following factors were evaluated: bacterial growth at all stages, effects of washing the fish body and storage water, and bacterial transfer from the fish surface, gills, and intestine to fillets during preparation. New parameters of the beta‐Poisson dose‐response model were determined from all human feeding trials, some of which have been used for risk assessment by the U.S. Food and Drug Administration (USFDA). The probability of illness caused by V. parahaemolyticus was estimated using both the USFDA dose‐response parameters and our parameters for each selected pathway of scenario alternatives: washing whole fish at landing, storage in contaminated water, high temperature during transportation, and washing fish during preparation. The last scenario (washing fish during preparation) was the most effective for reducing the risk of illness by about a factor of 10 compared to no washing at this stage. Risk of illness increased by 50% by exposure to increased temperature during transportation, according to our assumptions of duration and temperature. The other two scenarios did not significantly affect risk. The choice of dose‐response parameters was not critical for evaluation of control measures.  相似文献

Most studies have not distinguished delays from intervals, so that whether the declining impatience really holds has been an open question. We conducted an experiment that explicitly distinguishes between them, and confirmed it at short delay such as less than an 8-week delay. This implies that people make dynamically inconsistent plans. We also found the interval effect that the time discount rate decreases with prolonged intervals. We show that the interval and the magnitude effects are caused because intertemporal choice is made partially based on the differential in reward amount, while Weber’s Law explains neither the delay nor the interval effects sufficiently.

In this paper, we investigate what people in Japan consider when deciding to take the influenza vaccination. We develop an economic model to explain the mechanism by which people decide to take the influenza vaccination. Using our model and the data obtained from a large-scale survey we conducted in Japan, we demonstrated that people make rational decisions about vaccinations after considering its cost and benefits. People consider the probability of infection, severity of the disease, and the vaccination's effectiveness and side effects. The time discount rate is another consideration because the timing of costs and benefits of the vaccination differ. Risk aversion (fearing the contraction of the flu and vaccination's side effects) also affects the decision. People also deviate from rationality—altruism and status quo bias play important roles in the decision-making. Overconfidence indirectly affects the decision via perception variables such as the subjective probability of infection and assessment of influenza's severity. The decision also depends on attributes such as gender, age, and marital status. If the general perception of flu and vaccination is inaccurate, supplying accurate information regarding those may increase or decrease the vaccination rate, depending on whether this perception is, respectively, higher or lower than the objective rates. Thus, we examine whether the general perception is biased. Our survey suggests that disseminating information on the vaccination's effectiveness may increase the rate of vaccination, whereas that on the probability of infection may have the opposite effect.  相似文献
