Literature on informal political institutions has focused on the national level, disregarding sub-national contexts where one can expect increased informality. This article analyzes locally allocated Chilean public investment to understand how informal institutions affect regional development and local democracy. Based on 59 interviews with key stakeholders and national authorities, this research analyses the flow of the decision-making process on funds for regional investment. The results show that local bureaucrats introduce innovations to cope with the weaknesses of formal decision-making regulations, and that these may become informal institutions that complement or accommodate the process to obtain the outcomes expected under the formal rule.

This paper addresses the issue of introducing training on entrepreneurial skills in social work education and illustrates the opportunities offered for doing so by international courses. It presents a critical reflection on the concept of entrepreneurship in social work based on the case of a European Intensive Programme within the Erasmus scheme. It explores the potential of using active experiential learning methods in an international environment and of creating a situation where participants are confronted with ‘real world’ problems so that they can develop entrepreneurial skills. The paper argues that experiences of this kind provide new stimuli and contribute substantially to developing an entrepreneurial mentality, by which is meant innovative and proactive attitudes as well as skills to develop the resources with which to face social problems in an adverse context.  相似文献

Public HRM in developing countries in Latin America and the Caribbean is different than in the United States because the development of administrative systems in general (and public personnel systems in particular) in less developed countries tend to evolve along a single track toward the model of increased rationality and transparency valued by international lenders as indicators of effective government and economic development. With respect to public HRM systems, this generally involves a sequential transition from statehood to patronage, from patronage to civil service, and from civil service to a range of alternative personnel systems. Development is a complex process affected more by economic, political and social conditions within each country, and their impact on civic culture, government and public administration. Examination of five examples from Latin America and the Caribbean shows that developing public HRM capacity can be done rightly or wrongly, depending on decision-makers' willingness to remember and learn from history and development management experience.  相似文献

This paper investigates the effect of physical and sexual child maltreatment on several types of illegal and problematic behaviour. By using variation within pairs of twins, we are able to mitigate concerns about confounding factors from previous studies. Using ordinary least squares and twin fixed effects estimation approaches, we find that child maltreatment has a large effect on illegal and problematic behaviours such as drug abuse, conduct disorders, and crime. The estimated effects suggest an increase of illegal and problematic behaviour between 50 and 100%. Our findings are consistent with the so-called cycle of violence hypothesis.  相似文献

Within the European Union (EU), microbiological criteria (MC) sampling for Salmonella in poultry was introduced in 2005. In particular, processors had to meet a target of fewer than seven positive samples out of 50. However, processors producing small amounts of poultry meat did not have to sample if national authorities determined this was an acceptable risk. The U.K. Food Standards Agency (FSA) thus has a sampling regime based on throughput that allows smaller processors not to sample. In 2011, the limit of 7/50 was reduced to 5/50. Given the current uncertainty regarding U.K. trade relations with the EU, the U.K. FSA decided to conduct a new risk assessment of the risks of Salmonella produced by smaller processors, to determine whether sampling was now necessary. Current evidence suggests that an MC sampling regime in smaller slaughterhouses is not warranted from a national public health perspective. Because of the insensitivities of the MC sampling scheme, the introduction of MC sampling into smaller slaughterhouses would only be necessary if the suspected carcass prevalence was 15% or more. While our analysis is prone to uncertainty, we estimated that the carcass prevalence in smaller processors is below this. Thus, we recommended that the current sampling framework, allowing smaller processors not to sample, was still applicable.  相似文献

The goal of the present study is to investigate and to base a new qualitative dimension of the organization’s performance, less addressed in the literature, namely the geocentric behavior dimension. Using a cross-sectional sample covering 215 countries over the period 2012–2015, our research provides empirical evidence on significant impact of the political, cultural and emotional factors (such as happiness), on the organization’s performances from a certain geocentric space. Our study may have significant implications for investors, managers, public entities or business environment, providing measurable evidence on the role of qualitative factors such as those mentioned, which act in a certain geocentric space, on the organization’s performances.  相似文献

This article presents the emergence and development of modern sexology in Portugal through the analysis of Portuguese sexologists’ narratives, to explore how they commit to a professional identity as sexologists, and to discuss how they integrate their professional role into the vast multidisciplinary field of sexology. In-depth interviews were conducted with 44 key professionals, purposefully recruited to guarantee heterogeneity concerning generation, gender, training, and practice. Content analysis focused on highlighting differences and articulations among the main professionals making up the field. The findings indicate that sexology is not seen as a full-fledged profession but rather as a specialization or a secondary field of action. The sexual medicine perspective is prevalent and more visible among physicians, thus reflecting the gap between psychosocial and biomedical approaches. A close link between clinical work and research and a gap between clinical work and health promotion were found. Despite the multidisciplinary nature of sexology being acknowledged, it is not fully implemented by the experts in the field. However, it is this characteristic that permitted sexology to institutionalize and to legitimate itself as a discourse of truth about sex, in Portugal as in other countries.  相似文献

This article presents the results of a pilot of a cross-national learning process within the context of social work education. The pilot was carried out in the electronic environment by students from four European universities (Hogeschool Utrecht, Sheffield, Tartu and Vilnius). The analysis of the social work case of a disabled person was aimed at developing students’ abilities to make sensitive cross-national comparisons, to communicate within a different language and cultural context and to demonstrate understanding between practice and policy in a different country. Students’ reflections revealed the relevance of cross-cultural social work case analysis for developing future social workers’ professional and personal competencies. The study offered new insights into the social reality of the students’ own countries, into social work education and practice, and provided a broader understanding of international social work trends. The evaluation of the piloted e-learning programme indicated the advantages and limitations of long distance, cross-national learning.

Mokymo programos tikslas – ugdyti studentu tarpkulturine kompetencija, gebejimus atlikti lyginamaja analize, padeti jiems giliau suprasti ry?i tarp skirtingu ?aliu socialines politikos ir socialinio darbo praktikos. Studentu refleksijos bei atvejo sprendimo proceso analize parode, kad tokia programa yra tinkama ugdyti busimu socialiniu darbuotoju profesine ir asmenine kompetencija tarptautiniu lygiu. Vertindami elektroninio mokymosi programa, studentai konstatavo, kad ji leido jiems naujai pazvelgti i savo ?aliu socialine situacija, geriau suprasti tarptautinio socialinio darbo tendencijas ir suteike lyginamuju tyrimu patirties. In dit artikel worden de resultaten van de pilot van een e-learning programma gepresenteerd waaraan Social Work opleidingen van verschillende Europese universiteiten en hogescholen hebben deelgenomen (Hogeschool Utrecht, Vilnius University, Sheffield Hallam University Sheffield en University of Tartu). Een Nederlandse casus over de begeleiding van de werksituatie van een verstandelijk gehandicapte cliënt vormde het uitgangspunt. Gedurende een periode van 10 weken, maakte van elk land een groep van 4 studenten een analyse en interventieplan. De resultaten van digitaal verstrekte opdrachten werden met elkaar vergeleken. De bedoeling was dat studenten op deze wijze inzicht verwerven in diversiteit van benaderingen binnen Social Work in Europa. Het resultaat van de pilot is dat minstens zoveel overeenkomsten als verschillen in de Social Work praktijk en het onderwijs zichtbaar werden. Internationale trends konden worden onderscheiden. In een evaluatie van het e-learning programma worden de mogelijkheden en beperkingen van grensoverschrijdend afstandsonderwijs besproken.  相似文献

When a theoretical framework (and its components) is not clearly linked to research methods, researchers risk designing flawed studies, wherein the stated research question is inconsistent with the research design. Explicitly identifying one’s theoretical orientation can provide an orderly schematic for linking observations from separate investigations (i.e. qualitative, quantitative) thereby facilitating understandings and guiding research designs particularly in fields of social and health sciences where complex phenomena are an aspect of the subject of inquiry. Although this has been established, how researchers might position their research theoretically to guide mixed methods research is less clear. In this paper, we propose the Before Design Theoretical Placement as a general guide for specifying and locating studies in a broader theoretical grounding, and discuss how it may inform overall study considerations. We then use this approach to illustrate how theories and methods can work together to facilitate professional knowledge development from a relational perspective.  相似文献
