Policy Legitimacy,Rhetorical Politics,and the Evaluation of City‐Street Video Surveillance Monitoring Programs in Canada

This article examines the evaluation and legitimization of city‐street video surveillance in Ontario, Canada. We demonstrate how monitoring programs are promoted, designed, and justified based on rhetorical claims about their efficacy. Although program evaluation data do not commonly corroborate or support program objectives, we show how the rhetorical politics of video surveillance evaluation research finds legitimacy by adhering to the Ontario privacy commissioner's best practices guidelines—guidelines that are formulated to minimize rhetoric in system design. The findings raise questions about how city‐street video surveillance remains a viable policy option given the lack of evidence pertaining to its usefulness.     

Victimization, Care and Justice: Reflections on the Experiences of Victims/Survivors Involved in Large-scale Historical Investigations of Child Sexual Abuse in Residential Institutions

Summary Large-scale investigations into historical child abuse in residentialinstitutions have been undertaken throughout the United Kingdom.This paper reflects on the experiences of those who give evidencein such investigations, drawing on interviews carried out withtwenty-four victims/survivors. Emerging themes include: thefactors which motivate victims/survivors to make disclosures;the impact on individuals of involvement in an investigation;the nature and effectiveness of help and support offered tovictims/survivors; the level of priority given to the needsof victims/survivors; and issues concerned with power and gender.The concluding discussion highlights vital issues for socialworkers and social services departments.     

The new regulatory state: the social powers of the European Union

The understanding of the European Union poses a challenge for Sociology and its traditional conceptions of the state. In particular, the impact of the social dimension has been underestimated and undervalued. This paper explores the implications of the developing social dimension of the European Union for European social relations in the context of globalization which allegedly reduces the power of states to act effectively in the social realm. It argues for a broader conceptualization of the social dimension and for a new conception of the regulatory state. It argues that the significance of a politico-legal project social justice. It concludes with a re-consideration of the powers of the state in an era of globalization     

Blood donation and institutional trust: risk, policy rhetoric, and the men who have sex with men lifetime deferral policy in Canada

This article examines the process of rebuilding institutional trust in the Canadian blood system in the aftermath of the tainted blood scandal. Our focus is the policy of lifetime deferral from donating blood for men who have sex with men. Drawing on findings from interviews with representatives of Health Canada's Expert Advisory Committee on Blood Regulation, the National Liaison Committee, Canadian Blood Services, and blood consumer groups, we demonstrate how claims making about rights, discrimination, science, and risk contribute to policy continuity. We also examine the link between policy continuity and the management of reputational risk.     

The Contract Culture: Mix or Muddle?

SUMMARY. This paper was originally a contribution to a conference organised by the National Children's Bureau and local authority associations on childcare and the contract culture. It suggests that the current preoccupation with organisation and process is a dangerous diversion from the substantive issues facing services to children. It also claims that in the absence of coherent and integrated strategies for children an incremental drift towards a contract culture will fundamentally change the voluntary sector, dissipate the strengths of the public sector and enhance the problems of fragmentation apparent in other services. The lack of evidence to support a view that the contract culture would lead to better or cheaper services is also explored.     

Gender,globalisation, and democracy

This article discusses the link between gender, globalization and democracy in relation to women?s empowerment. Analyzing gender relations within the processes of development planning involves five approaches: 1) welfare, 2) equity, 3) anti-poverty, 4) efficiency, and 5) empowerment. In addition, a new approach, which combines efficiency and empowerment, must be added to highlight the problematic nature of the direction of causality assumed by traditional theory of development. The rise on women's representation in national parliament can be attributed to the increase of women's economic power and women's political struggles. However, promotion of globalization produces new opportunities for feminist politics, as well as difficulties, which include: the emergent position of productive engagement in which an efficient economy and democratic society are seen as interdependent; and increase in parliamentary representation correlates with increased paid employment for women. In conclusion, the author underscores that globalization is a gendered process which is restructuring social relations on a large scale and the challenges it bring provide opportunities for women in development.
