This paper provides an overview of qualitative research into problem gambling among non-English speaking background (NESB) communities in Queensland, Australia. The focus for this pilot study was the Chinese, Greek and Vietnamese communities. Using qualitative methodologies, this community-based research explored the motivations for gambling, and the impacts of problem gambling upon individuals and communities. Findings indicate that problem gambling is evident in each of the communities of study, but the issue is characterised by a pervasive sense of denial. Gambling is an issue of enormous shame and stigma, not only for the problem gambler but their entire family. As a result, most problem gamblers do not seek professional help but try to resolve the problem themselves or within the family unit. Research findings indicate that service access could be increased through a range of strategies including the provision of culturally appropriate community education and gambling help services, partnerships between NESB communities, gambling help services and community workers, and the development and implementation of preventative strategies.  相似文献

An individual’s, and indeed the nation’s, social and economic futures are highly dependent on early childhood development (ECD) outcomes, with poor ECD inhibiting future opportunities. Ecological ECD literature describes family, community and institutions as being key factors in children’s wellbeing, with suggestions that community factors may ameliorate impacts of poor ECD. It is therefore important to develop a greater understanding of those modifiable factors that positively, and negatively, affect ECD outcomes so as ECD policy and practice can be designed and implemented effectively. One approach to this analysis is through the identification and analysis of influencing factors identified within off-diagonal communities—that is those communities where children have either developed well in consideration of their high-levels of socio-economic disadvantage, or developed poorly in consideration of their low levels of socio-economic disadvantage. In this paper we describe a new method for the identification of off-diagonal communities. The method provides a clear and transparent approach to community selection, including a range of methods to further interrogate the community selection ensuring a rigorous and considered selection process. This new method, based on population Census and Australian Early Development Census data, provides the first step in identifying community factors likely to facilitate childhood wellbeing. These findings could inform policy making to reduce inequities by assisting in policy and service delivery design targeted to community needs.  相似文献

This paper examines some critical issues and opportunities for democracy and public policy posed by the growth of the global progress measurement movement. From the democratic perspective, these include: citizen progress measurement as a form of democratic re‐engagement; the re‐examination of democracy and the development of new indicators to define and measure a ‘healthy’ democracy; and the demonstration of clear linkages between healthy regimes, and broader individual and societal wellbeing. In public policy, the global movement challenges two long dominant assumptions: the primacy of continuous economic growth as the key driver of wellbeing; and the ‘inevitability of progress‘. In their place, it offers a more holistic, integrated and nuanced model that recognises the interdependence of economic, social, cultural, environmental and democratic dimensions for genuine wellbeing, progress and sustainability. The paper reviews work in Australia over the past decade at both local community and national levels as examples of these trends, including the development of citizen‐engaged community planning and neighbourhood renewal schemes in which progress and wellbeing indicators play a central role; the development of state‐wide local progress measurement frameworks as part of a commitment to devolved planning and stronger local democracy; and the evolution of national progress measurement systems. The paper concludes with a proposal for a broad community engaged National Development Index (NDI) for Australia.  相似文献
