In August 1992, a project team of senior medical and administrative personnel was formed (Housestaff Coverage Project Team) at the Park Ridge Health System, Rochester, N.Y.. The team was given a mandate to address housestaff coverage, primarily from an economic standpoint. Through total quality management (TQM), the project team sought to develop a house coverage plan that was sustainable, efficient, and effective. A plan was developed that includes three layers of service. A minimum "standard hospital coverage" would be available to all physicians and their patients and cover the basic needs of admission, crisis intervention, and issues of length of stay. A complete level of service would be available under the title of "case management" and would consist of total patient management, under the direction of the attending physician, from admission through discharge. The third level of service available to both "standard" and "case managed" patients would be a "consultative service." The latter would function as a traditional in-house medical service and would bill for its services. Park Ridge Hospital believes it has developed a system of housestaff coverage that is sustainable, efficient, and effective. An evaluation mechanism, primarily addressed at length of stay, will tell if we are correct in this assumption. 相似文献

In this paper, we add to the debate on the public capital–productivity link by applying very recent developments in the panel time series literature that take into account cross sectional correlation in non-stationary panels. In particular, we evaluate the productive effect of public capital by estimating various production functions on a panel of 21 OECD countries over the period 1975–2002. Our results suggest that public capital has a positive long run impact on output, with elasticities that range between 0.05 and 0.15, depending on model specification. These findings are robust to the existence of spillover effects from public capital investments in other countries and to the inclusion of other productivity determinants, like human capital, the stock of patents and R&D capital. Finally, we do not find any important effect of public capital on GDP in the short run: this suggests that public infrastructure investments might not be a powerful countercyclical policy instrument. 相似文献

Among the goals of statistical matching, a very important one is the estimation of the joint distribution of variables not jointly observed in a sample survey but separately available from independent sample surveys. The absence of joint information on the variables of interest leads to uncertainty about the data generating model since the available sample information is unable to discriminate among a set of plausible joint distributions. In the present paper a short review of the concept of uncertainty in statistical matching under logical constraints, as well as how to measure uncertainty for continuous variables is presented. The notion of matching error is related to an appropriate measure of uncertainty and a criterion of selecting matching variables by choosing the variables minimizing such an uncertainty measure is introduced. Finally, a method to choose a plausible joint distribution for the variables of interest via iterative proportional fitting algorithm is described. The proposed methodology is then applied to household income and expenditure data when extra sample information regarding the average propensity to consume is available. This leads to a reconstructed complete dataset where each record includes measures on income and expenditure. 相似文献

Frequently, social networks are studied in their own right with analyses devoid of contextual details. Yet contextual features – both social and spatial – can have impacts on the networks formed within them. This idea is explored with five empirical networks representing different contexts and the use of distinct modeling strategies. These strategies include network visualizations, QAP regression, exponential random graph models, blockmodeling and a combination of blockmodels with exponential random graph models within a single framework. We start with two empirical examples of networks inside organizations. The familiar Bank Wiring Room data show that the social organization (social context) and spatial arrangement of the room help account for the social relations formed there. The second example comes from a police academy where two designed arrangements, one social and one spatial, powerfully determine the relational social structures formed by recruits. The next example is an inter-organizational network that emerged as part of a response to a natural disaster where features of the improvised context helped account for the relations that formed between organizations participating in the search and rescue mission. We then consider an anthropological example of signed relations among sub-tribes in the New Guinea highlands where the physical geography is fixed. This is followed by a trading network off the Dalmatian coast where geography and physical conditions matter. Through these examples, we show that context matters by shaping the structure of networks that form and that a variety of network analytic tools can be mobilized to reveal how networks are shaped, in part, by social and spatial contexts. Statistical matching consists in estimating the joint characteristics of two variables observed in two distinct and independent sample surveys, respectively. In a parametric setup, ranges of estimates for non identifiable parameters are the only estimable items, unless restrictive assumptions on the probabilistic relationship between the non jointly observed variables are imposed. These ranges correspond to the uncertainty due to the absence of joint observations on the pair of variables of interest. The aim of this paper is to analyze the uncertainty in statistical matching in a non parametric setting. A measure of uncertainty is introduced, and its properties studied: this measure studies the “intrinsic” association between the pair of variables, which is constant and equal to 1/6 whatever the form of the marginal distribution functions of the two variables when knowledge on the pair of variables is the only one available in the two samples. This measure becomes useful in the context of the reduction of uncertainty due to further knowledge than data themselves, as in the case of structural zeros. In this case the proposed measure detects how the introduction of further knowledge shrinks the intrinsic uncertainty from 1/6 to smaller values, zero being the case of no uncertainty. Sampling properties of the uncertainty measure and of the bounds of the uncertainty intervals are also proved. 相似文献

In 2010, an accident occurred in Americana-SP, Brazil, involving two trains and one bus on a Grade Crossing, when 10 people died and 17 were injured including workers. This paper aims to analyze the accident using the Model of Analysis and Prevention of Work Accidents (MAPA). The method provides observation of work, interviews and analysis of documents to understand precedents of the event in the following stages: to understand the usual work from the involved people, the changes occurred in the system, the operation of barriers, managerial and organizational aspects. By the end, measures are suggested to avoid new occurrences. The accident took place at night in a site with insufficient lighting. The working conditions of bus drivers, train operators and watchmen are inadequate. There were only symbolic barriers (visual and acoustic signals) triggered manually by watchman upon train operator radio communication. The fragility of the barrier system associated to poor lighting and short time to trigger the signaling seem to play a critical role in the event. Contrary to the official report which resulted in guilt of the bus driver, the conclusion of the paper emphasizes the fragility of the safety system and the need of level crossing reproject. 相似文献
