The use of formal inventory control models: A preliminary survey

Of the many papers and texts on the subject of inventory control, relatively few report the successful implementation of systems based on formal mathematical models developed with specific objectives in mind. This could be considered rather strange in the light of the relatively high number of papers reporting the development of models for dealing with a multitude of different hypothetical situations, and the widespread availability of computer systems capable of exploiting such models. Various reasons for this anomaly can be put forward. This paper reports the results of a preliminary survey designed to investigate this more deeply, and draws some necessarily tentative conclusions relating to factors contributing to the successful application of such systems.     

The effects of seasonal demand on depot location

Many of the cost functions associated with depot location algorithms assume an overall demand for a fixed period, usually one year. This paper describes an investigation into the effect of high seasonality within such demand figures on the optimal location of storage facilities. The preliminary results indicate that a more flexible approach for certain products could be worthwhile.     

Getting by in the community: lessons from frail elders

This study explores how functionally impaired, elderly persons are able to remain in the community without home- and community- based care (HCBC) under the Medicaid program. Using HCBC administrative data, Medicare data, and survey data, we find the nonparticipants in the community appear to get by through a combination of reliance on informal care, use of Medicare home care, and going without needed services. Despite their efforts to manage their care in the community, non-participants were significantly more likely than the participants to enter a nursing home during the six months following assessment. While our analysis does not allow us to attribute the higher nursing home entry to the absence of HCBC services with certainty, the finding does raise questions about whether the elements of the HCBC program that discourage participation may save Medicaid dollars in the short-run at the expense of future Medicaid costs from more rapid nursing home entry.     

Property Rights In Marriage and Property Distribution on Divorce: Room for Manoeuvre

The introduction in Australia of a system based on community of property in marriage would probably disadvantage women rather than be of benefit to them. Clearly, however, the present discretionary system of property distribution on divorce is in need of reform. This paper argues that reform can best be achieved by incorporating into the Family Law Act the guidelines and presumptions about equal sharing of family assets which have been established by the courts.

Medicaid Beneficiaries' Access to Residential Care Settings

Residential care settings (RCSs) are community-based housing and supportive services providers. Medicaid beneficiaries' access to RCSs is of concern to policymakers and other stakeholders because most people prefer community-based to institutional services and RCSs are generally less expensive than nursing homes. To better understand Medicaid beneficiaries' access to state-licensed RCSs, we examined Medicaid policies in 50 states and the District of Columbia, interviewed seven subject-matter experts, and conducted four state case studies informed by reviews of state policies and interviews with 27 stakeholders. Factors identified as influencing Medicaid beneficiaries' access to RCSs include Medicaid reimbursement rates for RCS services, the supply of Medicaid-certified RCSs and RCS beds, and policies that affect RCS room and board costs for Medicaid beneficiaries. Shifting Medicaid spending toward community-based instead of institutional care may require attention to these interrelated issues of RCS payment, supply, and room and board costs.     

Financial exploitation of older persons: challenges and opportunities to identify, prevent, and address it in the United States

Financial exploitation is a recognized social problem of unknown, though likely increasing, magnitude. It can occur through numerous methods, including the misuse of powers of attorney and guardianship, illegal transfers of property, and outright fraud and theft. Financial crimes against older persons are difficult to address because they often go unreported. This paper provides a summary of findings from a study of financial exploitation of older persons. We review what is known about the nature and scope of financial exploitation of older persons and describe barriers to addressing the problem. We also identify gaps in knowledge, discuss current methods for addressing financial exploitation, and provide recommendations and suggested policy approaches for prevention and remediation.     

Resilience and risk factors associated with experiencing childhood sexual abuse

The effects of child sexual abuse are wide‐ranging and impact on children, families and health/social care systems. The authors review this literature, examining the shortcomings of the ‘victim–offender’ model, and consider the complex, multifactorial nature of this question. Factors associated with a progression from victim to perpetrator are explored and the prevalence of abuse in the general population is also discussed. Protective as well as risk factors are considered and the pivotal role of ‘personal reliance’ is considered as it relates to empowering damaged young people to become healthy adults. The authors also discuss implications for the treatment of young people who become abusers. Two case examples are brie?y reported upon and the article concludes with a consideration of ways to helpfully address the needs of children who become sexual perpetrators.
