Recent child welfare research has identified supervisors as key to retaining qualified and committed workers. This paper describes implementation of a federally funded child welfare training initiative designed to improve worker retention largely through developing, implementing, and evaluating a statewide supervisor training program in a Midwestern state. Unique to this collaborative effort was involving all child welfare supervisors in identifying needed content components, developing competencies, and conducting self-assessments.  相似文献

Recent federal legislation strengthens children's and families' rights to family-centered practice by increasing the responsibility of child welfare agencies to identify and engage extended family members in providing care and support to children placed out of the home. Preliminary results from an experimental study of a federally funded family finding project found greater involvement of family, kin, and informal supports and a higher likelihood of reunification or relative placement compared with standard child welfare services.  相似文献

In observational studies the assignment of units to treatments is not under control. Consequently, the estimation and comparison of treatment effects based on the empirical distribution of the responses can be biased since the units exposed to the various treatments could differ in important unknown pretreatment characteristics, which are related to the response. An important example studied in this article is the question of whether private schools offer better quality of education than public schools. In order to address this question we use data collected in the year 2000 by OECD for the Programme for International Student Assessment (PISA). Focusing for illustration on scores in mathematics of 15-years old pupils in Ireland, we find that the raw average score of pupils in private schools is higher than of pupils in public schools. However, application of a newly proposed method for observational studies suggests that the less able pupils tend to enroll in public schools, such that their lower scores is not necessarily an indication of bad quality of the public schools. Indeed, when comparing the average score in the two types of schools after adjusting for the enrollment effects, we find quite surprisingly that public schools perform better on average. This outcome is supported by the methods of instrumental variables and latent variables, commonly used by econometricians for analyzing and evaluating social programs.  相似文献

When two random variables are bivariate normally distributed Stein's original lemma allows to conveniently express the covariance of the first variable with a function of the second. Landsman and Neslehova (2008) extend this seminal result to the family of multivariate elliptical distributions. In this paper we use the technique of conditioning to provide a more elegant proof for their result. In doing so, we also present a new proof for the classical linear regression result that holds for the elliptical family.  相似文献

This article describes a family-centered residential treatment model and presents results from a quasiexperimental study examining its effectiveness in achieving permanency outcomes for children. Greater postdischarge stability was achieved for participants in the family-centered program than in the agency's standard residential treatment service. In this study we consider the problem of the improvement of the sample mean in the second order minimax estimation sense for a mean belonging to an unrestricted mean parameter space R+R+. We solve this problem for the class of natural exponential families (NEF's) whose variance functions (VF's) are regular at zero and at infinity. Such a class of VF's (or NEF's) is huge and contains (among others): Polynomial VF's (e.g., quadratic VF's in the Morris class, cubic VF's in the Letac&Mora class and VF's in the Hinde–Demétrio class); VF's belonging to the Tweedie class with power VF's, VF's belonging to the Babel class and many others. Moreover, we show that if the canonical parameter space of the corresponding NEF is RR (which is obviously the case if the support of the NEF is bounded), then the sample mean as an estimator of the mean cannot be further improved. This work presents an original constructive methodology and provides with constructive tools enabling to obtain explicit forms of the second order minimax estimators as well as the forms of the related weight functions. Our work establishes a substantial generalization of the results obtained so far in the literature. Illustrations of the resulting methods are provided and a simulation-based analysis is presented for the negative binomial case.  相似文献

An "organization-in-environment" perspective can help researchers understand how rurality influences child welfare practice. Drawing from theoretical perspectives on environment and organizations, researchers find rural/urban differences in practice at the level of the organization, which is the immediate environment of child welfare practice, and also in the relationship between organization and environment. Results challenge previous findings of few differences between rural and urban practice and offer particular implications for rural child welfare practice.  相似文献
