Should unemployment insurance (UI) systems provide coverage for underemployed job seekers? Based on a statistical analysis of Norwegian unemployment spells, we conclude that the answer to this question is yes. Allowing insured job seekers to retain partial UI benefits during periods of insufficient part‐time work not only reduces UI expenditures during the part‐time work period, but it also unambiguously reduces the time until a regular self‐supporting job is found. Probable explanations are that even small temporary part‐time jobs provide access to useful vacancy information and that such jobs are used by employers as a screening device when hiring from the unemployment pool.  相似文献

The aim of this study was to gain an understanding of how the Jordanian government has responded and continues to respond to the COVID-19 pandemic. It utilizes the interpretive policy analysis approach through document analysis. The analysis showed that Jordan created social protection policies to assist people who lost their jobs or whose work was suspended due to the coronavirus. The economic policies build solidarity and facilitate the private sector’s recovery. The health care measures firmly applied included lockdown, wearing masks, and restrictions on gatherings and public events. Jordan uses hard power and imposes sanctions on any violation that threatens the lives of others.

In recent years, a number of welfare state economies, including Norway, have experienced substantial increases in sickness absence. Using longitudinal individual register data for virtually all Norwegian employees, we examine the remarkable rise since the early 1990s, with emphasis on disentangling the roles of cohort, age, and time. We show that individual age-adjusted absence propensities have risen even more than aggregate absence rates from 1993 to 2005, which casts doubt on the popular hypotheses that the rise was due to the inclusion into the workforce of young or marginal workers with weaker work-norms or poorer health.  相似文献

Based on administrative registers from Norway, we examine how unemployment insurance (UI) and active labor market programs (ALMP) affect the transition rates from unemployment to regular employment and entrepreneurship, as well as subsequent earnings levels. We find that both the employment and entrepreneurship hazards rise sharply in response to UI sanctions and UI exhaustion. On average, transitions to entrepreneurship are more profitable than transitions to regular employment. While employment transitions are highly pro‐cyclical, entrepreneurship transitions are weakly counter‐cyclical. ALMPs targeted at entrepreneurship are rare in Norway, but the few start‐up subsidies that are provided are successful in terms of generating paid work.  相似文献

Based on Norwegian register data, we show that having a lone parent in the terminal stage of life affects the offspring’s labor market activity. The employment propensity declines by around 0.5–1 percentage point among sons and 4 percentage points among daughters during the years prior to the parent’s death, ceteris paribus. After the parent’s demise, employment picks up again and earnings rise for both sons and daughters. Reliance on sickness insurance and other social security transfers increases significantly during the terminal stages of the parent’s life. For sons, the claimant rate remains at a higher level long after the parent’s demise.  相似文献

Abstract Based on a major reform of Norwegian unemployment insurance (UI), we examine the behavioral impacts of soft and hard UI duration constraints. A constraint is interpreted as hard if a claimant cannot rely on any form of income support after exhaustion, and as soft if UI is replaced by follow‐on benefits or participation in active labor market programs (ALMP). We find that both hard and soft constraints raise the job hazard significantly, with surprisingly similar spikes at UI exhaustion. Participation in ALMP raises the probability of eventually finding a job, but at the cost of lengthening the overall job‐search period.  相似文献

We develop a forward-looking empirical concept of social exclusion based on the estimated transition probabilities from a random effects multinominal Logit-model. Youths are considered socially excluded if they are currently outside school/work and have a low predicted probability of re-entering in the near future. Implemented on extraordinary rich event-history data of compulsory school graduates, we estimate social exclusion among Norwegian youths and find that social exclusion propensity is (i) non-cyclical; (ii) much more prevalent among young adults in their early twenties than among teenagers; (iii) strongly dependent on family background; and (iv) independent of gender.  相似文献

Abstract. During the 1990s, a new subsidized early retirement option was assigned quasi‐randomly to two‐thirds of Norwegian elderly workers. We use this ‘natural experiment’ to evaluate how economic incentives affect retirement behaviour. The new retirement option reduced employment substantially, and this effect escalated over time. It did not substitute for disability pension or long‐term unemployment, and approximately two out of three retirees would have stayed employed without it. Subsidized retirement was primarily voluntary, but there is also some evidence that firms took advantage of the retirement programme to ‘push out’ excess workers.  相似文献

This paper adresses the measurement of technical efficiency of textile, clothing, and leather (TCL) industries in Tunisia through a panel data estimation of a dynamic translog production frontier. It provides a perspective on productivity and efficiency that should be instructive to a developing economy which will face substantial competitive pressure along the gradual economic liberalisation process. The importance of TCL industries in Tunisian manufacturing sector is a reason for obtaining more knowledge of productivity and efficiency for this key industry. Dynamic is introduced to reflect the production consequences of the adjustment costs, which are associated with changes in factor inputs. Estimation of a dynamic error components model is considered using the system generalized method of moments (GMM) estimator suggested by Arellano and Bover (1995), Another look at the instrumental-variable estimation of error-components models, J. Econometrics68:29-51) and Blundell and Bond (Blundell, R., Bond, S. (1998a), Initial conditions and moment restrictions in dynamic panel data models. J. Econometrics87:115-143; Blundell, R., Bond, S. Our study evaluates the sensitivity of the results, particularly of the efficiency measures, to different specifications. Firm-specific time-invariant technical efficiency is obtained using the Schmidt and Sickles (Schmidt, P., Sickles, R. C. (1984). Production frontiers and panel data. J. Bus. Econ. Stat.2:367-374) approach after estimating the dynamic frontier. We stress the importance of allowing for lags in adjustment of output to inputs and of controlling for time-invariant variables when estimating firm-specific efficiency. The results suggest that the system GMM estimation of the dynamic specification produces the most accurate parameter estimates and technical efficiency measure. Mean efficiency scores is of 68%.
