What can facilitate at‐risk children's involvement in treatment planning and assessment? We examine this question by investigating the perceptions, attitudes, and characteristics of Israeli social workers. We examine whether their seniority, views on the importance of children's participation, and their attitudes toward parents are related to their report of at‐risk children's involvement in treatment planning and placement decisions. At‐risk children's involvement includes preparing them to appear before the committees that handle placement decisions for youth and the social workers' willingness to consider children's opinions. Eighty coordinators of these committees in social services departments in Israel participated. Our findings indicate that, based on the coordinators' answers, at‐risk children are more likely to be involved in treatment planning and assessment committees when the child protection officers prepare parents prior to participating in the committee meetings, and when the coordinators assigned the case are more senior. The influence of children's opinions on the decisions of the committees was predicted by the weight their parents' opinions carried and whether their parents received any relevant materials prior to the committee meetings. Our findings highlight the importance of involving parents in treatment planning and assessment committees' decision making.  相似文献

The United Nations Convention on the Rights of the Child (CRC, United Nations General Assembly, 1989) is a transformative document which has already improved the lives of millions of young people worldwide. Ratified into law by the majority of the countries of the world, it is the first human rights treaty focusing specifically on the rights of individuals under 18 years of age. The rights described in the treaty, however, are often seen as more important for younger children than for adolescents. This policy statement reviews the germane research on the period of adolescence and affirms that the protections and entitlements in the CRC are as important for adolescents as for younger children. Every organization controls its investments in the development and maintenance of internal knowledge (IK) as opposed to outsourcing this effort, namely, consuming external knowledge (EK). A number of factors involved in this decision, such as the IK learning curve, its associated holding cost, value deterioration rate, value of future IK or cost of purchasing EK. This study proposes a dynamic optimal control model for examining the properties of this problem. Optimal control strategies and steady-state conditions are identified for a number of special cases. Some insightful observations are obtained by studying the solution sensitivity to the underlying assumptions.  相似文献

Recent years have witnessed a growing worldwide recognition for the need to incorporate children's right to participate into the child welfare system. Yet studies show that most children in the welfare system do not feel that they are listened to or that their opinions are taken into account. This paper presents findings from a study conducted among 151 Israeli social workers, examining their perceptions on children's participation. The study explored to what extent they implement this principle in their everyday practice and whether there is a relationship between their perceptions and their actions. The findings revealed that social workers tend to endorse a protective position with regard to children's participation and that they only partially implement children's right to participation in their daily practice.  相似文献

The interaction between social activists and politicians is modeled by a signaling game in which activists send messages and politicians interpret them, attempting to understand the activists' goals. These goals range between extreme radical and very moderate changes that activists wish to achieve in policy or in the political system. The formal model shows the conditions for equilibrium with separating and pooling regions dependent on the type of social activists and the demands they raise. In the pooling region an activist who wants to achieve a certain degree of radical change sends a false signal, thus possibly leading politicians to enter negotiations under unfavorable conditions. Following the end of the Second World War Britain conducted a comprehensive campaign against the illegal immigration of Jewish refugees from Eastern Europe to displaced persons’ camps in Germany and Austria, and to Palestine. British inquiries at the time revealed that the American Jewish philanthropic agency known as the ‘Joint’ was assisting the illegal movement. The British government failed to bring this assistance to an end. British failure in this regard was primarily a consequence of the concern of the American administration for the situation of Jewish displaced persons, an attitude which was accounted for by Washington's assessment of the political power of American Jews.  相似文献

On the eve of the war in Europe, Whitehall, as part of its effort to appease the Arab states, retreated from its support of Zionism. Among other acts, Britain restricted the immigration of Jews to Palestine, which was the main potential haven for Jewish refugees during and after the war. A serious conflict evolved between the Zionists and the British over the immigration issue. British officials who dealt with the Palestine problem tended to regard the Jewish refugees as soldiers in the Zionist battle, and the illegal Jewish immigration to be solely politically motivated. Geo‐political priorities dominated the thinking of these officials, blinding them to the misery of the people involved and obstructing their consideration of the human consequences of their decisions. Anti‐Semitism as such played no meaningful role in the decision‐making process.  相似文献

The paper offers a complex and systematic model of the bandwagon effect in collective action using continuous time equations. The model treats the bandwagon effect as a process influenced by ratio between the mobilization efforts of social activists and the resources invested by the government to counteract this activity. The complex modeling approach makes it possible to identify the conditions for specific types of the bandwagon effect, and determines the scope of that effect. Relying on certain behavioral assumptions, these conditions are only indirectly connected to individual beliefs, so that a given bandwagon effect can be explained and planned without knowing the exact preferences of the players' preferences.
