Public responsibility in Finland has narrowed in the last 20 years while the sphere of the private sector has been increased. The economic crisis of the early 1990s was not the cause, but an accelerator of public sector/welfare state retrenchment in Finland. Based on which, it was easy for the advocates of neo‐liberal reforms to argue that the changes were a must. The welfare state programmes however, are popular among the Finnish population and therefore large one‐time cutbacks have not been possible beyond the immediate aftermath of the economic crisis. This article looks into three different methods through which the Finnish welfare state has been gradually cut since then: (1) by not raising income transfers along with the rising cost of living and wages; (2) by reducing funding of public services; and, on the other side of the coin (3) through regular tax cuts contracting the revenue side. Welfare state retrenchment in Finland has therefore been achieved in a subtle fashion through slow gradual weakening of social programmes on one hand, and through cuts in revenue on the other that have left proportionally more in the hands of the wealthier. These combined movements have resulted in a drastic reversal in the trend in income inequality in Finland.  相似文献

Based on an extensive literature review, this paper reveals several gaps in organizational learning (OL) research that need filling before we can really talk about a theory of organizational learning or verify the traits and very existence of learning organizations (LO) as a phenomenon. The critique, however, is not targeted at any single model or theory of organizational learning, but at theory building, which constantly drifts away with new definitions and approaches that break up rather than construct a theory. Despite the fact that numerous consultation tools for turning organizations into learning models have been developed and applied, the concept of organizational learning itself still remains vague and there is an urgent need for a holistic model of OL. Too much emphasis is put on studying the learning of individuals instead of concentrating on the learning of organizations. Since the theory is highly dispersed and does not really build on earlier findings, rich empirical studies are needed in order to validate measures of organizational learning. Modelling of the organizational learning process and clarification of how learning of individuals is turned into learning of organizations is needed. This paper introduces one set of OL measures developed to study whether organizational learning occurred during the operational and business culture change process of a single case company. Suggestions for further OL research are made on the basis of experiences gained when empirically testing this model.  相似文献

This paper examines the discursively constructed meanings for reputation in the small business context – an area of reputation research that has so far attracted little attention. We argue that viewing reputation as a social construction makes it possible to uncover and understand the variety of meanings attached to the concept in small businesses. On the basis of 25 thematic interviews with owner‐managers we (re)constructed four meanings for reputation: reputation as an economic resource, as social recognition, as a restrictive control mechanism and as a risk for personal status. We also investigate the variety of discursive events in which these meanings are created. The study further emphasizes reputation as a phenomenon in which a small business becomes identified with its owner‐manager, adding to the complex and conflicting nature of reputation, including both positive and negative aspects.  相似文献

There has been a rapid increase in private social services in Finland, where the tradition of social care services has placed the main emphasis on public services. The aim of this article is to compare the situation of Finnish social service enterprises in 2001 and 2005/2006, in the light of two national surveys, in order to increase knowledge about the state and the future of such enterprises as providers of social care. Particular attention is paid to the profiles of men and women as entrepreneurs, as these differed somewhat. The composition of private care enterprises and their management remained fairly similar between 2001 and 2005/2006. Most of the enterprises were owned by middle-aged women with an extensive experience of social and health care. The owners of the older enterprises were more pessimistic about the future than the owners of the more recently-established firms. Social workers have not been active in setting up firms, but the public–private processes should be steered and evaluated from the social work perspective, too, because they are actors who have a relevant part to play in the long-term co-operation and development work of public and private social services.  相似文献

This article aims at analysing the ways in which people talk about ‘culture’ in social work encounters involving child welfare in immigrant families. The empirical material includes conversations between immigrant clients, their social workers and co-operating professionals at six Finnish social service offices, as well as interviews with the persons participating in these meetings. The theoretical and methodological frames of reference are social constructionism and discourse analysis. The study suggests three ways in which the concept of ‘culture’ is used by social workers and their clients: firstly, as a means of explaining ‘the ordinary and normal ways’ of raising children; secondly, as ‘a difficulty’ in the interaction between social workers and clients; and thirdly, as ‘a methodical tool’ in creating dialogue with clients. As far as the practical implications for social work are concerned, it is emphasized that in order to avoid ethnocentric practice or ‘culturalization’ of problems, it is important for social workers to be conscious of the various meanings of ‘culture’ both in their own practice and in the ways their clients employ cultural symbolism.  相似文献

This study aimed to identify factors supporting young people's resilience during out-of-home care (OOHC) in Finland, despite challenges in their lives. In our qualitative study, we applied a social-ecological framework to understand the experiences and perspectives of young people on what helped them and the help they would have needed during OOHC. The findings indicate (1) individual characteristics and interests (positive attitude, understanding own acts and their consequences and meaningful activities), (2) relationships (good relationships with close ones, ability to meet and keep contact with close ones, good relationships with professionals and relationships between parents and professionals) and (3) institutions (place of OOHC, youth-centered practices, needs-based services and support for the family) all supported the resilience of young people in OOHC. Further, to receive support from a particular medium, such as professionals (relationship level), a young person must already have some self-understanding (individual level) of things. Essentially, youth resilience is supported through all these levels as a process.  相似文献

The aim of this paper is to present Finnish employees' opinions on continuing work until retirement pension and after the age of 63, and to find out if physical workload is related to these opinions. Altogether 39% of men and 40% of women had never had thoughts of early retirement, and 59% claimed (both men and women) that they would consider working beyond the age of 63. Own health (20%); financial gain such as salary and better pension (19%); meaningful, interesting and challenging work (15%); flexible working hours or part-time work (13%); lighter work load (13%); good work community (8%); and good work environment (6%) were stated as factors affecting the decision to continue working after the age of 63. Employees whose work involved low physical workload had less thoughts of early retirement and had considered continuing work after the age of 63 more often than those whose work involved high physical loads. Own health in particular was stated as a reason to consider continuing work by employees whose work was physically demanding.  相似文献

Non-standard work schedules (NSWS) have become typical, but their associations with childcare arrangements and children's well-being are unknown. This study explores how risk factors are associated with the social–emotional well-being of girls and boys using flexibly scheduled early childhood education and care. Furthermore, the study investigates whether well-functioning cooperation between parents and educators buffers the negative effects of the risk factors. This study, which is a part of a larger survey carried out in three European countries, reports Finnish parents' (N = 146) perspectives. The results showed that high parental stress was associated with low child well-being. Strong parent–educator cooperation positively impacted both boys' and girls' social–emotional well-being. The risk factors of reconciling work and family life had negative associations with children's well-being and the fulfilment of their basic needs. The results illustrate the complex interrelations between children's well-being, risk factors relating to NSWS and the buffering effect of protective factors.  相似文献
