This article describes and evaluates one of several international social work initiatives in the countries of Central and Eastern Europe. It highlights one British university's short teaching programme in the former Soviet, but now independent, Republic of Moldova. Participants came from four Moldovan universities, non-governmental organisations and government ministries. They spent 2 weeks, funded by the local UNICEF office, with British and Romanian colleagues exploring the development of social work teaching and practice. The programme focused on child and family social work. Subject areas included theories of child development, research studies of child placement and family support, and relevant social policy determining social work practice in areas such as child protection and adoption. The teaching sessions were delivered via a range of lectures, seminars, discussion groups and practical exercises. The presenters learnt much from the evaluations of the participants about the potential effectiveness of such international teaching programmes. Learning opportunities were maximised by sound preparation and review by the presenters, interim evaluations by the participants and the extensive translations of teaching materials. Successful outcomes were underpinned by ongoing efforts to apply and contextualise the teaching methods and content to the traditions, experiences and needs of the Moldovan participants.  相似文献

This paper presents the findings of a survey of independent fostering agencies (IFAs) in England, Scotland and Wales. Information was gathered about their operational arrangements, services, fees, staffing, foster carers and the children and young people in placement. This information is supplemented by an earlier evaluation of one large English IFA and by reference to the available relevant literature. The expansion of the IFAs has been generally greeted with hostility by local authority managers because of what is perceived as the loss of foster carers to the independent sector, the costs of the IFAs and their position outside the public welfare sector. This paper questions the validity of these views following an examination of the status of the agencies, the background of their foster carers and the circumstances surrounding the placements of the children and young people. It concludes by identifying gaps in our knowledge and areas for future research.  相似文献

Foster placements for children in care in the UK are being increasingly provided by non‐governmental organizations. However, although local authorities are purchasing almost one third of their required placements from these external agencies, the UK has not yet followed the examples of other English speaking countries. In parts of the USA and Australia all fostering and other child welfare services have been wholly outsourced or transferred from the public to private and non‐profit organizations. A number of these initiatives have been independently evaluated and some of their findings resonate with what seems to be happening in the UK. This article explores these but also other factors which appear to distinguish the policy and practice of foster care in the UK from those of the USA and Australia. Using theory related to the privatization of welfare and relevant domestic and international research, the article examines the development of external commissioning of foster care in Britain. In the light of changing law, ideology and policy, the article concludes by speculating on how the future of fostering and wider child welfare provision in the UK may look, at a time of political change and economic austerity.  相似文献

In recentyears, fostering has been the subject of extensive policy andresearch review and its practice and services have been widelyexamined. Although still provided principally within the public,local authority sector, there has been a significant growthin the use of independent fostering agencies and a steady useof the fostering services of established voluntary child-careorganizations. This paper reports a recent review of innovativefostering practice in all sectors across the four countriesof the UK, which was commissioned by the Social Care Institutefor Excellence. All British fostering agencies were invitedto submit examples of what they considered to be innovativeor effective in respect of six main categories: foster carerrecruitment and training; retention and job satisfaction; placementprovision; fostering children with complex needs; service provision;and user evaluation. These were examined in the light of relevantresearch knowledge to determine the extent of ‘research-mindedness’amongst fostering agencies. The authors conclude with a critiqueof four key factors which are impacting upon contemporary fosteringpractice in Britain.  相似文献

Local authorities in Britain have been purchasing foster placementsand related services from independent fostering agencies orproviders (IFPs) for many years. These are often made on anunplanned or ‘spot purchased’ basis and many localauthorities have incurred significant budgetary overspends orbeen criticized for poor child-care practice. In parts of theUSA and Australia, governments have required public authoritiesto ‘outsource’ all or most of their foster-careresponsibilities to private or voluntary agencies. Where thesehave been independently evaluated, a number of deficits havebeen identified. A middle position of local authorities andIFPs entering into service level or contractual agreements hasemerged in Britain where each sector attempts to plan and matchits respective needs and services and to predict and controlcosts. This paper explores how some local authority and IFPmanagers have developed working arrangements with one anotherin order to achieve this position. At a time when the Britishgovernment is providing a strong policy steer towards inter-sectorcommissioning in foster-care, this paper suggests a frameworkfor collaboration.  相似文献

Foster care has become the principal placement of choice for children and young people in public care in the United Kingdom (UK). This has been accompanied by a significant growth in its research scrutiny connected to a busy policy agenda, especially since 1997. With its increased usage, fostering has encountered both difficulties and developments. Children often have emotional and behavioural problems which strain their foster families to their limits and risk placement breakdown. Public sector foster carers continue to be in short supply and keeping them engaged in fostering remains a challenge. Major developments have occurred in response to these difficulties. The use of relatives as kinship carers has increased substantially and the non‐governmental or independent fostering sector has grown rapidly. Until comparatively recently, the knowledge base of foster care in Britain was limited, but the past decade has seen that change and now a substantial body of research knowledge is available in the UK. This article describes the use and prevalence of institutional or residential care of children in Europe. It looks at systems in Western European countries and in countries of Central and Eastern Europe and discusses some of the difficulties in making comparisons across and within Europe. The author takes a wide view of the available literature, government and non-governmental statistics and case studies across the continent of Europe. Taking account of regional and national variations, he describes two broadly different approaches for children and their families and identifies trends in institutional and non-institutional care in the continent of Europe.

In Western Europe there has been a marked reduction in the use of residential care, accompanied by the development of non-institutional family based care and support services. Whilst there are good child-centred reasons for this shift in provision, some countries have gone too far in reducing residential care and are facing a shortfall in suitable foster carers. The financial costs of both residential and family based services remain high at a time of resource restraints. In the countries of Central and Eastern Europe some family based alternatives to institutional care are emerging, usually within the international non-governmental sector. However, children in out-of-home placements throughout the region continue to enter, and remain in, the same kinds of large, isolated and impersonal institutions that existed before the economic and political changes of the late 1980s.

The writer uses his teaching experience in Romania over the past four years to illustrate the development of small-scale social work initiatives in that country and calls for further developments in legislation and policy to support the practice of the emerging profession of social work.  相似文献
