Participatory child poverty assessment in rural Vietnam

There are increasing calls for more child specific measures of poverty in developing countries and the need for such measures to be multi‐dimensional (that is not just based on income) has been recognised. Participatory Poverty Assessments (PPAs) are now common in international development research. Most PPAs have been undertaken with adults and there are still relatively few PPAs with children. The objective of the current study was to understand adults' and children's perceptions of the causes and consequences of child poverty in rural Vietnam using a variety of participatory methods. Poor children are perceived by poor children as those who lack basic needs such as food, clothes, and safe shelter. Poor children feel they do not receive enough attention from their parents, have to work and have no safe place to play.

A survey of time series analysis through parametric models

The paper is a survey of recent works on time series analysis using parametric models. The main emphasis is on linear models, in particular the ARMA model. Usual me¬thods of parameter estimation, goodness of fit tests and the choice of model order are con¬sidered. Some extensions of the methods to related problems are briefly discussed     

Stochastic models for fractal processes

This paper considers the situation where a stochastic process may display both long-range dependence (LRD) and intermittency. The existence of such a process is established in Anh et al. (1999). Existing works have commonly paid attention either to LRD or intermittency quite separately. This paper offers a convenient framework to study both effects simultaneously. A method is given to estimate and separate the two effects. The wavelet theory plays an essential role in this procedure. Numerical experiments on fractional Brownian motion and multiplicative cascade processes confirm the power of the method.

Minimum contrast estimation of random processes based on information of second and third orders

This paper presents the results on consistency and asymptotic normality of a class of minimum contrast estimators for random processes with short- or long-range dependence based on the second- and third-order cumulant spectra. Asymptotic properties of sample spectral functionals of second and third orders, which are of independent interest in view of their possible use for nonparametric estimation of processes with short- or long-range dependence, are also provided.     

资产社会政策与中国社会保障体系重构

中国社会保障改革近二十年来取得很大成就,其改革走向与世界趋势大体吻合。我们改革了过去国家承担一切责任的“高福利”制度,重新强调个人责任,例如引入个人缴费,建立养老金个人账户,医疗个人账户,住房公积金等等。“社会统筹与个人账户相结合”成为中国社会保险的基本模式。这些改革在相当程度上其实也是围绕着个人资产进行的。不过,多年来我们并没有从资产社会政策角度对新的社会保障制度模式进行过研究。因此,吸收国际社科界处于前沿的学术成果,从资产社会政策的视角考察中国社会保障制度改革,是我们面临的一个新课题。     

医疗卫生服务体系改革的第三条道路

在总资源和人均资源都很紧张的条件下,中国医疗卫生服务领域的改革既不能走完全市场化的道路,又不能退回到计划经济,需要构建公共服务产业和公共服务市场的第三条道路。本文提供了构建农村社区卫生公共服务产业的运作结构;基层化的治理原则;社区、专业、政府和农民个体四种权力互补与制衡的原则;以及社区公权力下的委托制度等7项制度创设的思路。     

On LSE in regression model for long-range dependent random fields on spheres

We study the asymptotic behaviour of least squares estimators (LSE) in regression models for long-range dependent random fields observed on spheres. The LSE can be given as a weighted functional of long-range dependent random fields. It is known that in this scenario the limits can be non-Gaussian. We derive the limit distribution and the corresponding rate of convergence for the estimators. The results were obtained under rather general assumptions on the random fields. Simulation studies were conducted to support theoretical findings.
