The social science of international migration has generally ignored labor emigration control policies. In the critical case of Mexico, however, the central government consistently tried to control the volume, duration, skills, and geographic origin of emigrants from 1900 to the early 1970s. A neopluralist approach to policy development and implementation shows that the failure of emigration control and the current abandonment of serious emigration restrictions are explained by a combination of external constraints, imposed by a highly asymmetrical interdependence with the United States, and internal constraints, imposed by actors within the balkanized Mexican state who recurrently undermined federal emigration policy through contradictory local practices.  相似文献

This article presents an ethnographic study of politics of waiting in a post‐Soviet context. While activation has been explored in sociological and anthropological literature as a neo‐liberal governmental technology and its application in post‐socialist context has also been compellingly documented, waiting as a political artefact has only recently been receiving increased scholarly attention. Drawing on ethnographic fieldwork at a state‐run unemployment office in Riga, this article shows how, alongside activation, state welfare policies also produce passivity and waiting. Engaging with the small but developing field of sociological literature on the politics of waiting, I argue that, rather than interpreting it as a clash between ‘neo‐liberal’ and ‘Soviet’ regimes, we should understand the double‐move of activation and imposition of waiting as a key mechanism of neo‐liberal biopolitics. This article thus extends the existing theorizations of the temporal politics of neo‐liberalism.  相似文献

Our experiment, which tested support for a hypothetical social welfare program, found that the civically engaged as a whole were resistant to social justice framing employing universalistic versus particularistic standards. We suggest the lack of a framing effect was due to the use of a preexisting, shared “symbolic racism” frame. Social justice framing did succeed for those whose attitudes toward symbolic racism were ambivalent or neutral. Other factors including sex, income level, political participation, and ideology significantly influenced choice. These results provide some indications of limits to experimental framing of policy preferences of the civically engaged in their institutional settings.  相似文献

This article focuses on the pattern and impact of change leadership in complex, pluralistic, public sector settings, and specifically in English healthcare. The argument draws on evidence from ten comparative cases, exploring links between leadership patterns and organizational outcomes. Our analysis builds three themes. First, a pattern of widely distributed change leadership is linked to delivering improvements in service outcomes. Second, professional/managerial hybrids are shown to perform crucial lateral facilitation activities, adapting and extending their roles to suit their organizational context. Third, a foundation of good pre-existing relationships underpins the capacity of distributed leadership to implement service improvements. Conversely, poor relationships and conflicts erode the concerted capacity of distributed change leadership. The key contribution of this article thus concerns the establishment of links between situated patterns of distributed leadership, and service improvement outcomes, based on the cumulative effects of actors – managers and clinical hybrids – at different organizational levels.  相似文献

Siting Noxious Facilities: A Test of the Facility Siting Credo   总被引:2,自引:0,他引:2  
Over the past decade it has become increasingly difficult to site noxious facilities, despite the fact that there is a growing need to do so. To address this problem, a set of guidelines for a fairer, wiser, and more workable siting process—the Facility Siting Credo—was developed during a National Facility Siting Workshop in 1990. This paper presents an empirical test of these guidelines. A questionnaire based on the Credo was completed by stakeholders in 29 waste facility siting cases, both successful and unsuccessful, across the United States and Canada. Using an independent determination of outcome (success), a preliminary ranking of the importance of various Credo principles was obtained. The data reveal that establishing trust between the developer and host community is an important factor in facilitating the siting process. The siting process is most likely to be successful when the community perceives the facility design to be appropriate and to satisfy its needs. Public participation also is seen to be an important process variable, particularly if it encourages a view that the facility best meets community needs. Moreover, a siting process where communities volunteer to host facilities is an approach that holds promise for meeting many of these key success criteria.  相似文献

This paper uses a contingent value survey in a Rocky Mountain city to measure the national income accounting value of leisure activities. Such direct measurement avoids shortcomings of the previously used labor value approach and individually values various types of leisure, e.g., napping and socializing. The results of the study indicate promise for this measurement approach but also raise some issues that require further research. Various methods for risk characterization have been developed using probabilistic approaches. Data on Vietnamese farmers are available for the comparison of outcomes for risk characterization using different probabilistic methods. This article addresses the health risk characterization of chlorpyrifos using epidemiological dose‐response data and probabilistic techniques obtained from a case study with rice farmers in Vietnam. Urine samples were collected from farmers and analyzed for trichloropyridinol (TCP), which was converted into absorbed daily dose of chlorpyrifos. Adverse health response doses due to chlorpyrifos exposure were collected from epidemiological studies to develop dose‐adverse health response relationships. The health risk of chlorpyrifos was quantified using hazard quotient (HQ), Monte Carlo simulation (MCS), and overall risk probability (ORP) methods. With baseline (prior to pesticide spraying) and lifetime exposure levels (over a lifetime of pesticide spraying events), the HQ ranged from 0.06 to 7.1. The MCS method indicated less than 0.05% of the population would be affected while the ORP method indicated that less than 1.5% of the population would be adversely affected. With postapplication exposure levels, the HQ ranged from 1 to 32.5. The risk calculated by the MCS method was that 29% of the population would be affected, and the risk calculated by ORP method was 33%. The MCS and ORP methods have advantages in risk characterization due to use of the full distribution of data exposure as well as dose response, whereas HQ methods only used the exposure data distribution. These evaluations indicated that single‐event spraying is likely to have adverse effects on Vietnamese rice farmers.  相似文献
