ABSTRACTThe recent evolution of asylum and refugee policies in developed countries has been characterised by two apparently contradictory dynamics. Efforts to limit the number of asylum applicants have coincided with the strengthening of rights for asylum seekers and refugees inside existing protection systems. The ‘numbers vs. rights’ model seeks to explain such counter-veiling trends as a trade-off, as the result of attempts to manage costs within given budget constraints. The model suggests that high numbers of migrants will tend to go hand in hand with attempts to restrict their rights, while low numbers will typically be associated with more rights. This paper provides a critical analysis of the model when applied to asylum and refugee policies and examines its explanatory purchase through the analysis of longitudinal data on visa and asylum statistics. We argue that while the model provides an interesting framework through which to analyse executive decisions in this field, it underestimates the opportunities and constraints provided by the institutional context in which policy choices are made. We argue that ‘over-time’ variation in the influence of non-majoritarian institutions (in Europe, increasingly those operating at the EU level) provide a more compelling account of the dynamics of asylum and refugee policies over time than the political economy predictions of a ‘number vs. rights’ trade-off. 相似文献

People with criminal records in the United States continue to face limited employment opportunities due to social stigma and legal barriers. In contrast to the civilian sector, the military conducts a “whole person” evaluation to screen potential recruits and regularly hires people with felony and misdemeanor records. Moreover, evidence suggests that the military serves as a socially integrative institution and may facilitate desistance from future crimes. However, critics argue that the military exacerbates inequalities by subjecting marginalized communities to the unequal burden of service. Using the data obtained from the Army, we examine the relative risks of combat exposure and casualties between enlisted soldiers with and without criminal records who joined between 2002 and 2009. The results suggest that soldiers with felony and misdemeanor records are more likely to be assigned to combat occupations than those without criminal records. We also find that among soldiers assigned to positions with low combat exposure, ex-offenders face a higher risk of death compared to those without criminal records. Findings do not dispute the idea that the military facilitates desistance from future crimes and provides second chances to people with criminal records, but reaffirm the fact that military service costs lives and limbs. 相似文献

For investment companies, selling a portfolio company represents a critical phase in the investment life cycle. The choice of exit channel (initial public offering, secondary buyout, or trade sale) is of particular importance. This paper analyses factors relevant to exit channel selection, deploying a sample of 1,435 European buyout exits between 1992 and 2010. We differentiate between factors which refer to characteristics of the selling investment company and characteristics of the transaction object. Our analysis yields evidence that the reputation of the selling investment company, syndicate size, quality of the transaction object, as well as partial exit are associated with exit channel type. Moreover, our analysis reveals that the economic context and conditions in the capital markets significantly influence the choice of exit channel. 相似文献

Management without business ethics? On the failure of ethics without morality
Summary Recently, Horst Albach developed an ethical approach which identifies management science being inherently ethical. This paper offers an alternative view. We examine how a pure market driven understanding of business ethics leads to questionable positions and logical contradictions. Therefore we propose a business ethics with morality which includes people, acting from ethically reflected grounds. Additionally, we define requirements to be fulfilled when developing business ethics within management science.

This paper introduces a method and preliminary findings from a database that systematically measures the character and stringency of immigration policies. Based on the selection of that data for nine countries between 1999 and 2008, we challenge the idea that any one country is systematically the most or least restrictive toward admissions. The data also reveal trends toward more complex and, often, more restrictive regulation since the 1990s, as well as differential treatment of groups, such as lower requirements for highly skilled than low‐skilled labor migrants. These patterns illustrate the IMPALA data and methods but are also of intrinsic importance to understanding immigration regulation. 相似文献

The risk of poverty for single mothers ranges from less than 2% in Sweden to more than 35% in the United States; less extreme cross-national variations also exist for partnered mothers. We explore which family policies are most effective at directly reducing poverty among families with children, and whether these policies indirectly reduce poverty through supporting mothers’ employment. We combine microdata from the Luxembourg Income Study with the Work-Family Policy Indicators dataset, and use multilevel logistic regressions to examine the associations between policy and poverty, controlling for individual-level factors. We find significant effects of family allowances, generous parental leaves and childcare provisions, with more powerful effects for single mothers. We further show that parental leave and childcare operate through boosting mothers’ employment, illustrating that work-family policies are useful for reducing poverty by enhancing mother's employment. 相似文献

A major shift in welfare state research occurred at the turn of the century as researchers moved from explaining the development of welfare states and variations in spending across welfare states to a focus on welfare state outcomes. One of the key outcomes examined in the literature is inequality. While much of the early literature examined overall spending, followed by analysis of specific taxes and transfers related to old age, unemployment, disability, health, and families, more recent research has included a broader range of welfare state policies including work‐family policies and flexicurity. Abstract. This paper investigates the link between family‐friendly policies and women's employment after birth of the first child in the UK, Germany, the Netherlands, Sweden, and Japan in the 1980s and the 1990s. Our econometric analyses use household panel data from each of the five countries: BHPS, GSOEP, OSA, HUS, and JPSC, respectively. Public policies that facilitate the combination of motherhood and paid employment offer an effective means in increasing the participation rate of first‐time mothers. The results also indicate that the availability and stimulation of good‐quality part‐time employment can provide additional, strong incentives for new mothers to enter active employment. 相似文献
