Goal Ambiguity and Organizational Performance in U.S. Federal Agencies   总被引:1,自引:0,他引:1  
In spite of numerous observations that government organizationshave high levels of organizational goal ambiguity that exertmajor influences on their other characteristics, few researchershave measured goal ambiguity and tested these frequent assertions.In previous research, we developed measures of four dimensionsof goal ambiguity: mission comprehension ambiguity, directivegoal ambiguity, evaluative goal ambiguity, and priority goalambiguity. Confirming hypotheses developed from the literatureon public organizations, the latter three variables showed relationsto such organizational characteristics as organizational age,financial publicness (proportion of funding from governmentallocations), and regulatory status. This article reports asecond analytical step of examining the relations between thegoal ambiguity dimensions and indicators of organizational performancebased on responses to the 2000 National Partnership for ReinventingGovernment Survey of federal employees. The performance variablesincluded managerial effectiveness, customer service orientation,productivity, and work quality. Regression analyses with numerouscontrol variables found that directive, evaluative, and prioritygoal ambiguity related negatively to managerial effectiveness.All four performance indicators showed significant negativerelationships with evaluative goal ambiguity and directive goalambiguity. The results provide further evidence of the viabilityof the new measures of goal ambiguity, support theory-basedbut previously untested hypotheses, and further indicate thefeasibility and value of analyzing goal ambiguity of governmentorganizations.  相似文献

It is often of interest to find the maximum or near maxima among a set of vector‐valued parameters in a statistical model; in the case of disease mapping, for example, these correspond to relative‐risk “hotspots” where public‐health intervention may be needed. The general problem is one of estimating nonlinear functions of the ensemble of relative risks, but biased estimates result if posterior means are simply substituted into these nonlinear functions. The authors obtain better estimates of extrema from a new, weighted ranks squared error loss function. The derivation of these Bayes estimators assumes a hidden‐Markov random‐field model for relative risks, and their behaviour is illustrated with real and simulated data.  相似文献

Data from the U.S. Health and Retirement Study (N = 2,589) and the Australian Household Income and Labour Dynamics survey (N = 1,760) were used to compare the macro-level policy frameworks on individual retirement timing expectations for pre-baby boomers (61+ years) and early baby boomers (45 to 60 years). Australian workers reported younger expected age of retirement compared to the U.S. sample. Reporting poor health was more strongly associated with younger expected retirement age in the United States than in Australia. Cohort and gender differences in the United States were found for the effect of private health insurance on younger expected age at retirement. Our results draw attention to how cross-national comparisons can inform us on the effects of policies on retirement expectations among older workers.  相似文献

1. Suicide of a psychiatric inpatient can have significant, although diverse, effects on the emotions and behavior of both individual nurses and team functioning. 2. The majority of participants in this study felt there was a need for formal debriefing or counseling for themselves and their colleagues after a critical incident, although there was less consensus about the timing and structure of such an intervention. 3. This research highlights the need for advanced training of critical incident stress management team members and for flexibility in the application of critical incident stress management techniques.  相似文献

A pressing need in the area of food safety is a tool for making overall, macro-judgments about which risks should be given priority for management. Governments often seek to base this prioritization on public health impacts only to find that other considerations also influence the prioritization process. A multi-factorial approach formally recognizes that public health, market-level impacts, consumer risk preferences and acceptance, and the social sensitivity of particular risks all play a role in prioritization. It also provides decision-makers with a variety of information outputs that allow risk prioritization to be considered along different dimensions. Macro-level prioritization of risks based on multiple factors is an important expanded use of cost–benefit analysis to manage risk.  相似文献

This study investigates whether the field of social movements is occupied by parochial concerns. Using a content analysis of two prominent journals that study social movements – Mobilization: An International Journal and Social Movement Studies: Journal of Social and Political Protest – it was found that the field is dominated by the study of Western movements, but is also relatively ‘worldly’ when compared to other academic sub-disciplines. Much work on the ‘global south’ is conducted by scholars who maintain personal associations and connections to regions of the world outside of the West. In addition, it was found that social movement scholars focus predominantly on the study of liberal movements as compared to conservative movements. The first Australian baby boomers are starting to retire. Consequently, it is essential to develop and apply a strong evidence base to facilitate their successful retirement and ongoing wellbeing. This review focuses on recent literature on pre‐retirement baby boomers to identify available research findings and gaps to be filled on retirement preparation. A notable shortage of empirical literature was found on pathways to retirement and financial plans. A trend emerged towards an intention to retire at an older age, and the main source of retirement income was expected to be superannuation. Over half of Australian boomers expect their savings to be sufficient; however, 30–50% anticipate a decline in their standard of living. The majority want the responsibility for funding retirement shared between the individual, government and employers. Further research is needed on the varying plans and expectations of men and women, of low‐skilled workers, and those from culturally diverse backgrounds.  相似文献
