The impact of social power and influence on the implementation of innovation strategies: A case study of a UK mega infrastructure construction project

Influence plays a key role in reaching consensus among multiple actors involved in project-based decision-making processes. While prior literature devotes considerable attention to describing influence, little attention has been paid to influence at the individual level of the strategic project manager within the context of megaprojects. This research intended to fill this knowledge gap by identifying and describing the influence strategies that a strategic project manager applies when implementing innovation strategies on megaprojects. A qualitative case study was used to examine the complex social processes involved in a major UK capital investment programme. The findings underline a critical subset of influence strategies, notably higher-management support, inspirational appeal and bargaining. The study proposes a utilitarian structure of social power comprising selective, supportive and executory power bases.

合作型研发项目的研究范式探微——以人类基因组计划为例

人类基因组计划是一项国际大科学计划,其科学价值和经济价值不言而喻,更重要的是它突破了原有的研究框架,以一种系统的方法论理念和战略思维方式,开创了全新的研究范式。作为21世纪科学研究的前沿和富有挑战性的重大课题,人类基因组计划的研究范式代表了今后日趋复杂的科学技术项目研究的趋势,对此进行研究具有非常重要的意义。     

中国“三农”问题研究现状及其成果评价——基于国家社科基金项目及其成果论文的计量分析

随着国家社科基金项目对“三农”问题研究的资助力度不断加强,相关研究发展迅速且成果卓著,对此进行整体梳理,既有助于总结以往研究的经验,也有益于相关问题研究的不断深入.文章以1991-2015年立项的3 375项“三农”问题国家社科基金项目及其18 770篇成果论文为研究对象,对项目信息、成果论文、研究热点与评价等方面进行计量分析,全面呈现中国“三农”问题近30年的发展与研究状况.研究表明,农民、新生代农民工、新农村等为“三农”问题的研究热点,有关农民、农民工的论文最受关注且被引频次最高.     

基于社会服务项目的儿童福利资源整合

当前,我国儿童福利资源存在资源匮乏、供给分散、可获得性弱等问题,而社会服务项目则是解决这些问题的一种路径。以福利治理为理论视角,尝试以一个留守儿童社会服务项目为例的研究发现,该项目通过不同形式的合作整合了来自政府、军队、群团组织、社会组织、企业、社区等资源,提高了福利资源的供给效率,满足了留守儿童多元化的福利需求,但是,由于项目本身的周期性、制度保障的缺乏等限制,导致了项目难以持续发挥作用。因此,基于社会服务项目的福利资源整合只是一种基于实践基础上的暂时的整合,而最根本的还需要在福利制度上进行整合。     

Setting tolerance limits for statistical project control using earned value management

Project control has been a research topic since decades that attracts both academics and practitioners. Project control systems indicate the direction of change in preliminary planning variables compared with actual performance. In case their current project performance deviates from the planned performance, a warning is indicated by the system in order to take corrective actions.Earned value management/earned schedule (EVM/ES) systems have played a central role in project control, and provide straightforward key performance metrics that measure the deviations between planned and actual performance in terms of time and cost. In this paper, a new statistical project control procedure sets tolerance limits to improve the discriminative power between progress situations that are either statistically likely or less likely to occur under the project baseline schedule. In this research, the tolerance limits are derived from subjective estimates for the activity durations of the project. Using the existing and commonly known EVM/ES metrics, the resulting project control charts will have an improved ability to trigger actions when variation in a project׳s progress exceeds certain predefined thresholdsA computational experiment has been set up to test the ability of these statistical project control charts to discriminate between variations that are either acceptable or unacceptable in the duration of the individual activities. The computational experiments compare the use of statistical tolerance limits with traditional earned value management thresholds and validate their power to report warning signals when projects tend to deviate significantly from the baseline schedule.     

应用型本科院校国际化人才培养模式研究——以三明学院为例

国际通识教育课程项目是由教育部下属留学服务中心审批,在通识教育理念的基础上培养人才的国际化办学项目。三明学院作为应用型本科院校,以培养有特色应用技术型人才为目标,积极推进人才培养模式改革。结合三明学院的实际情况,从课程设置、教师资源、授课方式、教学质量保障体系和第二课堂等方面,对国际通识教育课程项目的国际化人才培养模式进行研究,希望能够为应用型本科院校创新人才培养模式提供经验。     

An evaluation of stakeholder capacity in the implementation of millenium village primary school meal project

The paper focused on evaluation of stakeholder capacity to implement the millennium village primary school meal project in Kenya. The study which was anchored on the stakeholder theory as well as the Context Input Process Product (CIPP) model of evaluation used mixed methods research design with ex-post facto and case study as its two research elements. The mixed methods was adopted because when both qualitative and quantitative approaches are used in a single study, the strengths of both produce a research synergy in which the collective benefits are greater than what is obtained from either approach when used alone. A sample size of 186 participants was selected from seven (7) primary schools using stratified random sampling. The participants selected purposively included pupils, teachers, head teachers, parents, Area Education Officer (AEO) and project staff. Data was collected using questionnaires, face to face interview guide, Focus Group Discussion (FGD) and document analysis guide. The study findings indicated that the project was implemented with great success as indicated by stakeholders’ capacity to understand project objectives, their involvement in project planning and implementation and their positive attitude towards the project. This has contribute to poverty reduction in the community through the project and sustainable approaches for project implementation.     

政策性住房建设项目融资的PPP模式探析

我国政策性住房建设面临着资金瓶颈,借鉴发达国家公共设施建设项目融资中普遍采用的PPP模式将有助于解决这一困境。本文从公共物品理论和住房的双重属性作为研究切入点,分析了政策性住房建设融资中引入PPP模式的可行性,并对政策性住房建设项目PPP模式的运作流程、实践中的困境及对策加以探讨,为解决政策性住房建设项目融资难题提供一种思路。     

企业开放式创新实施机制:项目管理视角

开放式创新是目前理论界和企业界关注的热点,从项目层面研究企业开放式创新管理对于企业更具指导意义。选取中控EPA项目作为研究对象,运用项目管理分析框架,从项目概念形成和项目实现两个阶段对EPA项目的具体运作进行了详细阐释。研究显示,成功的项目需要同时获得企业高层管理人员和项目成员的大力支持;企业的开放式创新应该根据创新项目流程进行有选择性开放;在项目运作过程中,应综合使用内向和外向开放式创新模式;发展中国家的高技术企业应积极争取政府支持,特别是在一些关系产业发展的重大项目开发上。
