Many observers doubt the capacity of digital media to change the political game. The rise of a transnational activism that is aimed beyond states and directly at corporations, trade and development regimes offers a fruitful area for understanding how communication practices can help create a new politics. The Internet is implicated in the new global activism far beyond merely reducing the costs of communication, or transcending the geographical and temporal barriers associated with other communication media. Various uses of the Internet and digital media facilitate the loosely structured networks, the weak identity ties, and the patterns of issue and demonstration organizing that define a new global protest politics. Analysis of various cases shows how digital network configurations can facilitate: permanent campaigns; the growth of broad networks despite relatively weak social identity and ideology ties; transformation of individual member organizations and whole networks; and the capacity to communicate messages from desktops to television screens. The same qualities that make these communication-based politics durable also make them vulnerable to problems of control, decision-making and collective identity.  相似文献

Factors related to time spent in work roles are investigated for a sample of 685 wives living on family farms in seven southern and midwestern states. Data were collected in a comprehensive mail survey. Results show that variables reflecting management are the most important predictors of wife's time use satisfaction. Wife's satisfaction is also significantly related to her education and nonfarm employment. Conclusions indicate that, although wives on family farms experience work-role overload relative to their husbands, they are satisfied with their time contributions to the home/farm situation.Jeanne L. In this article, the validity of procedures for testing the significance of the slope in quantitative linear models with one explanatory variable and first-order autoregressive [AR(1)] errors is analyzed in a Monte Carlo study conducted in the time domain. Two cases are considered for the regressor: fixed and trended versus random and AR(1). In addition to the classical t -test using the Ordinary Least Squares (OLS) estimator of the slope and its standard error, we consider seven t -tests with n-2\,\hbox{df} built on the Generalized Least Squares (GLS) estimator or an estimated GLS estimator, three variants of the classical t -test with different variances of the OLS estimator, two asymptotic tests built on the Maximum Likelihood (ML) estimator, the F -test for fixed effects based on the Restricted Maximum Likelihood (REML) estimator in the mixed-model approach, two t -tests with n - 2 df based on first differences (FD) and first-difference ratios (FDR), and four modified t -tests using various corrections of the number of degrees of freedom. The FDR t -test, the REML F -test and the modified t -test using Dutilleul's effective sample size are the most valid among the testing procedures that do not assume the complete knowledge of the covariance matrix of the errors. However, modified t -tests are not applicable and the FDR t -test suffers from a lack of power when the regressor is fixed and trended ( i.e. , FDR is the same as FD in this case when observations are equally spaced), whereas the REML algorithm fails to converge at small sample sizes. The classical t -test is valid when the regressor is fixed and trended and autocorrelation among errors is predominantly negative, and when the regressor is random and AR(1), like the errors, and autocorrelation is moderately negative or positive. We discuss the results graphically, in terms of the circularity condition defined in repeated measures ANOVA and of the effective sample size used in correlation analysis with autocorrelated sample data. 本文对基层民主自治进程中乡村计划生育政策落实的困境及出路进行了探讨。基层民主自治是我国的一项基本政治制度,实行基层民主自治是发展中国特色社会主义民主政治的重要内容。但是在乡村推行基层民主自治的过程中,乡村计划生育政策的落实陷入一些困境,这些困境集中表现为计生政策与村民生育愿望、与村委会选举、与社会保障体系、与利益导向机制及与其它相关部门和政策的冲突与矛盾。鉴于此,本文相对应地提出了加强宣传教育、完善村民自治、健全社会保障体系、健全舆论导向机制以及加强政策的同向性与协调度等对策建议,以期推动计划生育政策在乡村进一步落实。  相似文献

数字经济供给使用表是数字经济卫星账户的核心表式,具有统计协调和分析工具的双重作用,能够准确监测数字经济产业发展规模及传统产业与数字经济的融合程度。目前,国际上对数字经济供给使用表的研究尚处于初期探索阶段,还未有国家编制出基于实际数据的数字经济供给使用表,经济合作与发展组织(OECD)对数字经济供给使用表的理论框架进行了前瞻性探索,但系统的数字经济供给使用表构建指南还亟待完善。本文首先从供给和使用层面构建数字经济供给使用表概念框架,界定数字经济特征活动的概念和范围,梳理OECD 划分的数字经济供给使用表中的产品清单和数字经济产业分类;阐释数字经济最终消费、固定资本形成、贸易活动的内涵和种类。其次,围绕“产品×产业×特征活动”三重维度,设计数字经济供给使用表整体架构、阐明其核心指标。再次,编制数字经济供给使用表实例,剖析编制流程、总结编制要点。最后,提出结论和建议。本文尝试完善数字经济统计核算体系,为提出促进我国数字经济高质量发展的政策建议提供核算方法参考。  相似文献

This study focuses on schools’ organizational capacity to implement a Swedish school-wide programme, Prevention in School (PS). It is based on semi-structured interviews with seven headmasters and 13 teachers from seven Swedish schools. The interviews were analyzed by the use of qualitative content analysis.The findings show that the adoption of a comprehensive intervention like PS challenges the school organization as the staff encountered a variety of organizational barriers when implementing the programme. Factors connected to lack of consensus, collaboration and insufficient programme management were the main barriers that were identified. Teachers wanted a more extensive support from their headmasters in terms of participation in different programme activities. It was emphasized that peer coaches need to be prepared for their task, although the headmasters found it difficult to be able to choose those teachers who they perceived as the most suitable.It is concluded that leadership, coaching and staff selection need particular attention when implementing a programme like PS, since those factors have been defined as important implementation drivers, both in this study and previously.  相似文献

Few studies have examined academic researchers' understandings of or attitudes toward conflict of interest policies even though these understandings and attitudes represent a crucial component of both compliance and educational efforts. This study reports the results of a large-scale, cross-sectional survey of research faculty at the nine campuses of the University of California regarding their understandings of and attitudes toward campus conflict of interest policies. We gathered information on their general assessments of investigators with financial ties to industry sponsors and reactions to the process of implementing conflict of interest policies at their respective campuses. We surveyed 1,971 faculty members from the nine-campus University of California system and had 779 responses (39% response rate). The sampled faculty were in the ten departments with the most number of financial disclosures at each campus. We utilized the WebSurveyor software to create a secure, online, 21-item survey. Our study reveals faculty with complex, sometimes contradictory, feelings about academic-industry relationships and highlights perceived gaps in policy and process. Most respondents were concerned about unlimited financial relationships, but a sizable number also viewed campus policies as irrelevant. Some expressed considerable anger over the process of policy implementation, rejecting the policies on the basis of professional and individual self-determination and moral integrity. Our study suggests the need for renewed efforts to encourage awareness of the relevance of conflict of interest policies for all faculty, new efforts to increase understanding of the situational nature of conflicts of interest, and a reexamination of the processes of policy implementation at the campus level.  相似文献

This article analyses the facilitating and hindering factors that have affected the implementation of gender equality interventions in research and innovation in Europe. It applies the evaluation framework developed in the EFFORTI project that recognizes the complexity of evaluating gender equality interventions in R&I, the importance of factoring in context to any sound evaluation as well as the need to distinguish between the design and implementation of interventions in evaluations. It is based on the analysis of 19 empirical case studies carried out throughout Europe and focuses on those structural and procedural factors that have either facilitated or hindered the implementation process of these interventions. Findings include how the governance framework; top-management commitment; bottom-up participation; framing synergies with other initiatives, strategies for tackling resistance; resources; sustainability of actions; gender competence, experience and knowledge and transparency, targets, standards and monitoring; and accessible data and information all contributed to the successful implementation of the interventions.  相似文献
