The Southern California Edison Company (SCE) has instituted a series of control strategies designed to minimize human exposure to polychlorinated biphenyls (PCBs) in electrical equipment used on its system. This paper describes a method of analyzing PCB risks using conservative estimates of human intake of PCBs originating from accidental spills from electrical equipment. The PCB releases from the Edison system were determined. The fate of these releases in soil, air, and water was analyzed to determine how much material reaches human receptors. The air and water pathways were determined to be the most likely candidates for the exposure and risk considerations. PCB intake via ingestion of soil at the spill site was neglected as an exposure pathway. Equipment spills without controls resulted in at the most 2 ng/day human intake of PCBs via the water exposure pathway. This was determined to be negligible in comparison with intake rates used in conjunction with the setting of food tolerance levels based on fish being the main dietary pathway of human exposure. The inhalation exposure of the hundred or so persons in the immediate vicinity of a spill was determined to equal the PCB intakes of the fish-eating subpopulation analyzed by the Food and Drug Administration for 2 ppm tolerance standard in the case of no controls or cleanup. Current cleanup procedures assure that even the persons in the immediate area are well below the intake of the subjects in the fish contamination analysis. All exposures were well below a "virtual safe dose" level estimated in the fish tolerance study.  相似文献

A risk assessment comparing the acute effects of mineral oil and PCB-askarel dielectric fluids in two transformer sites was performed. The first site has the installation characteristics for a PCB-askarel-filled transformer with sprinkler fire protection. A risk comparison is made between two types of transformers (PCB-askarel-filled and mineral oil-filled) for this site. The second site (a vault) has the installation characteristics for a mineral oil-filled transformer, and a risk comparison is made in a fashion similar to the first site. Risk is expressed in terms of frequencies of one or more acute injuries or fatalities per transformer year.  相似文献

A risk assessment was conducted to determine the likelihood of certain health risks resulting from exposure to soils and food crops contaminated with polychlorinated biphenyl (PCBs). PCBs have contaminated soils, river sediments, and air in the past as a result of industrial activities at a capacitor plant located in the City of Serpukhov, Russian Federation. This risk assessment and suggestions for remediation are designed to aid in decision-making efforts by a joint Russian–American research team developing a community, national, and international response to industrial contamination. Bobovnikova et al. ( The Science of the Total Environment 139/140 , 357–364, [1993]) have reported that PCBs are elevated in soils and sediments, breast milk, and locally grown foods in the Serpukhov area. Data from these and other investigators have been used in this risk assessment to calculate a potential cancer risk resulting from exposure to PCBs. Our assessment indicates that members of the local population may be at increased risk of cancer, and possibly other adverse health effects, as a result of PCB contamination of their environment. Because previously unassessed environmental contamination is a common problem in the former Soviet Republics, as well as many other areas of the world, we believe this type of evaluation, using known methods, can serve as a model for assessment efforts in other parts of the globe and result in remediative efforts in regions constrained by faltering economies.  相似文献

A methodology that simulates outcomes from future data collection programs, utilizes Bayesian Monte Carlo analysis to predict the resulting reduction in uncertainty in an environmental fate-and-transport model, and estimates the expected value of this reduction in uncertainty to a risk-based environmental remediation decision is illustrated considering polychlorinated biphenyl (PCB) sediment contamination and uptake by winter flounder in New Bedford Harbor, MA. The expected value of sample information (EVSI), the difference between the expected loss of the optimal decision based on the prior uncertainty analysis and the expected loss of the optimal decision from an updated information state, is calculated for several sampling plan. For the illustrative application we have posed, the EVSI for a sampling plan of two data points is $9.4 million, for five data points is $10.4 million, and for ten data points is $11.5 million. The EVSI for sampling plans involving larger numbers of data points is bounded by the expected value of perfect information, $15.6 million. A sensitivity analysis is conducted to examine the effect of selected model structure and parametric assumptions on the optimal decision and the EVSI. The optimal decision (total area to be dredged) is sensitive to the assumption of linearity between PCB sediment concentration and flounder PCB body burden and to the assumed relationship between area dredged and the harbor-wide average sediment PCB concentration; these assumptions also have a moderate impact on the computed EVSI. The EVSI is most sensitive to the unit cost of remediation and rather insensitive to the penalty cost associated with under-remediation.  相似文献
