This article explores the role of women's inheritance and ownership of property in urban Senegal. It shows how being able to inherit and own property promotes the economic and emotional security of widows and their children in urban areas, and discusses the challenges posed by legal pluralism in working on poverty alleviation and social protection in the city.  相似文献

ABSTRACT

This study explores living conditions of people in Senegalese fishing communities in relation to environmental change and unregulated fishing by foreign boats, weakening local opportunities and increasing forced migration of youth, creating problems for the future development of local fishery communities. It employs a postcolonial perspective and analyzes data collected through interviews with individuals from Senegalese fishing communities, social workers and relevant documents. The results show local reactions based on alliances between social workers and local community members to overfishing and the need for national and global structural changes. It is argued that EU’s fishing agreements with Senegalese government is one of the reasons behind youths’ forced migration to EU countries and that the betterment of the living conditions of fishery communities in Senegal requires not only already emerging alliances between social workers and local community members, but also national and global structural changes to protect Africa’s fishing communities and local fisheries.  相似文献

University students participated in the democratic transition in Senegal that, throughout the 1990s, saw student activists across the continent advocate for political change. This paper examines the role students played in the election of the new government in Senegal in 2000 and the years that followed. Many student activists in Senegal argued that they were responsible for the changement politique, that saw the first defeat of the ruling Socialist Party since independence in 1960 and the victory of Abdoulaye Wade – ‘papa sopi’ (‘the father of change’). The paper considers the relationship of students to the new governments. It argues that students in Senegal, and across the continent, have played a vital role in political transformations, though not in circumstances chosen by them.  相似文献

The rapid transformation of the agri‐food sector in developing countries has created rural off‐farm employment opportunities, especially for women. There is growing concern about worker welfare and employment conditions in agri‐food and export sectors, but empirical evidence on this issue is scant. We analyse contractual preferences of female workers in the horticultural export sector in Senegal. We use a discrete choice experiment to assess women's preferences for a labour contract and employ a latent class model to capture preference heterogeneity. We find that women have a high willingness to accept a labour contract in the horticultural export industry, and that differences in preferences for contract attributes can be explained by women's empowerment status.  相似文献

We used a quantitative microbiological risk assessment model to describe the risk of Campylobacter and Salmonella infection linked to chicken meals prepared in households in Dakar, Senegal. The model uses data collected specifically for this study, such as the prevalence and level of bacteria on the neck skin of chickens bought in Dakar markets, time‐temperature profiles recorded from purchase to consumption, an observational survey of meal preparation in private kitchens, and detection and enumeration of pathogens on kitchenware and cooks’ hands. Thorough heating kills all bacteria present on chicken during cooking, but cross‐contamination of cooked chicken or ready‐to‐eat food prepared for the meal via kitchenware and cooks’ hands leads to a high expected frequency of pathogen ingestion. Additionally, significant growth of Salmonella is predicted during food storage at ambient temperature before and after meal preparation. These high exposures lead to a high estimated risk of campylobacteriosis and/or salmonellosis in Dakar households. The public health consequences could be amplified by the high level of antimicrobial resistance of Salmonella and Campylobacter observed in this setting. A significant decrease in the number of ingested bacteria and in the risk could be achieved through a reduction of the prevalence of chicken contamination at slaughter, and by the use of simple hygienic measures in the kitchen. There is an urgent need to reinforce the hygiene education of food handlers in Senegal.  相似文献

While a growing body of evidence suggests that healthcare workers in low and middle-income countries often provide poor quality of care, the reasons behind such low performance remain unclear. The literature on medical decision-making suggests that cognitive biases, or failures related to the way healthcare providers think, explain many diagnostic errors. This study investigates whether one cognitive bias, overconfidence, defined as the tendency to overestimate one’s performance relative to others, is associated with the low quality of care provided in Senegal. We link survey data on the overconfidence of health workers to objective measures of the quality of care they provide to standardised patients – enumerators who pose as real patients and record details of the consultation. We find that about a third of providers are overconfident – meaning that they overestimate their own abilities relative to their peers. We then show that overconfident providers are 26% less likely to manage patients correctly and exert less effort in clinical practice. These results suggest that the low levels of quality of care observed in some settings could be partly explained by the cognitive biases of providers, such as overconfidence. Policies that encourage adequate supervision and feedback to healthcare workers might reduce such failures in clinical decision-making.  相似文献

Recent studies show that the numbers of aspiring migrants continue to be on the increase worldwide not only in the typical emigration countries in the South but also in the usual destination countries in the North. Yet, while migration theorists have recently included the micro perspective of individual agency and sociocultural logics in their search for the engine behind the migration flows, far less research has been done on the sociocultural embeddedness of the imaginations of aspiring migrants, most of whom will never migrate. In Senegal, an increasing large number of men and women are very focused on transnational migration. This article tries to unravel the knot as to what lies at the core of this seeming national preoccupation with migration out of Senegal. Its conclusion suggests that the pervasive desire of so many is rooted in the way in which the economic claims of family members and friends are culturally informed.  相似文献

This study explores the valued-added of USAID/Senegal’s Governance for Local Development (GOLD) project’s integrated approach to working with four sector projects: two in health, one in water and sanitation, and one in nutrition. The study builds on a partnership evaluation framework that identifies practices related to preconditions, factors linked with success, implementation structures and processes, contribution of collaboration to performance, and collaboration outcomes. A survey instrument developed statements of positive practices and asked respondents to agree or disagree with each one. The analysis includes exploration of differences in perception. Respondents generally expressed agreement with the statements in the survey instrument associated with the various dimensions of effective partnerships. All projects mentioned the presence of partnership champions. Problems with joint action (e.g., planning, budgeting, managing) were the most frequently cited constraints. The study confirms most of the hypotheses embedded in the evaluation framework regarding partnership’s potential for creating synergies and improved outcomes and affirms the framework’s usefulness as a developmental evaluation tool. Positive outcomes result from intentional efforts to build relationships, cultivate champions, and design systems and processes that support a partnership culture and contribute to each partners’ success as well as the success of the partnership itself.  相似文献

French colonialism resulted in the inclusion of large numbers of West Africans into French educational institutions. Furthermore, the Senegambian region has a long history of intermarriage with French citizens. This paper draws on this history to explore the interplay between migration, education and binational marriage over several generations of West African students, with a particular focus on Senegal. Students from Francophone countries continue to seek educational opportunities in France, but in recent years they have been increasingly affected by the tightening up of immigration policies. In this context, this paper suggests that marriage to a French spouse often plays an important role in the fulfilment of educational projects, and that this role is contingent on issues of gender and class. At times, however, tensions between marriage in France and social expectations back home end up compromising education altogether.  相似文献

Contemporary EU governance of migration outside its territorial borders aims to control mobility through policing measures, but also to shape the subjectivities of potential migrants so that they ‘discipline themselves’ to fit European immigration priorities. This is illustrated by the organisation by intergovernmental and non-governmental agencies, in several African countries, of ‘information’ campaigns and participatory activities to convince youths to stay rather than emigrate. Through an ethnographic account of my encounter with the leaders of a youth group involved in participatory activities in Dakar (Senegal), this article explores the assumption that youths can be governed in this way. I argue that awareness-raising initiatives had little hold over the thoughts of local youths, and were reappropriated by the association leaders I met. This was largely due to ‘discontinuities’ between agencies’ and local youths’ perceptions of migration and development, as well as NGOs’ past and present work with youth group leaders. Theoretically, these conclusions add to research emphasising the force of human mobility over EU policing measures, whilst also highlighting the agentive role of local dynamics.  相似文献
