Inflation projections for monetary policy decision making

Many central banks set inflation targets over the medium term and inflation projections are a key input for monetary policy decision making. In this paper, we present the procedures used by the Spanish Central Bank staff to project consumer price inflation. We also provide some illustrations of their policy uses, such as fan charts, deflation probabilities and the monitoring of inflation targets.

我国社区矫正工作社会化模式的建构——基于社区矫正工作目标的分析

社区矫正是社会化的刑罚执行方式,但从实践运作看,我国社区矫正的社会化程度依然不够,没有最大效度地达到社区矫正的目标.本文在对社区矫正工作目标进行分析的基础上,提出了我国社区矫正工作的社会化模式:基于责任共担的社区服刑环境建设、基于社会工作方法的个案矫正模式、基于社会人力资源的社会帮教工作.     

Tactical coordination in a multi-location and multi-stage operations structure: A model and a pharmaceutical company case

In this paper, we look at the internal supply chain of an internationally operating firm characterized by a multi-location and multi-stage operations structure. We address problems at three levels, namely the strategic, tactical, and operational levels. Our approach goes beyond the operational literature, and focuses primarily on the tactical level. We specify a model and a case that capture strategic and tactical issues and relate the tactical issues to organizational issues. We simulate coordination in different organizational forms pertaining to the ‘tactical control’ of the firm. Our analysis suggests that a functionally organized multi-location and multi-stage operations structure using traditional planning will not work. The choice is between a strongly IT-based, centralized organization or a more decentralized organization using transfer prices as the coordination device.

计生优质服务评估指标体系教学之我见

通过几年的教学实践,对国家人口计生委建立的“全国创建计划生育优质服务先进县(市、区)活动”评估指标体系在教学内容和教学方法上进行研究,认为在教学中应着重强调几个方面,即:评估的内容是一个完整科学的体系;评估的指标中既有定量指标也有定性指标,两者各有侧重但又有机结合;评估方法包括定量和定性两种评估方法,其中定性评估方法是应该重点讲授的内容。在教学方法上应注意增加案例教学、注重现场观察等。     

Statistical issues in developing indicators of sustainable development

This paper describes the background to the development of a new official set of national indicators of sustainable development—one of the first in the world to be published. The paper discusses the role of statisticians in helping to define sustainable development, and the problems of monitoring and reporting progress. The Minister of State for the Environment has announced his ambition of developing a very small set of headline indicators. This paper is intended to help to stimulate the debate over what they should be.     

论我国保险法上的保险利益观——以损失补偿保险为主

保险利益不能等同于物本身,同一物上可以同时存在多个保险利益,并据此成立多个保险关系而不构成重复保险。在损失补偿保险中,风险损失是保险利益的反面,保险事故发生时的损失者才是保险利益的真正主体,权利和利益的复杂关系决定了物权人不一定是保险利益的主体。因此,我们应放弃形式主义的保险利益观而坚持实质性的保险利益观,即以风险归属作为保险利益的归属依据。     

Hitting and missing targets by ambulance services for emergency calls: effects of different systems of performance measurement within the UK

Summary.  Following devolution, differences developed between UK countries in systems of measuring performance against a common target that ambulance services ought to respond to 75% of calls for what may be immediately life threatening emergencies (category A calls) within 8 minutes. Only in England was this target integral to a ranking system of 'star rating', which inflicted reputational damage on services that failed to hit targets, and only in England has this target been met. In other countries, the target has been missed by such large margins that services would have been publicly reported as failing, if they had been covered by the English system of star ratings. The paper argues that this case-study adds to evidence from comparisons of different systems of hospital performance measurement that, to have an effect, these systems need to be designed to inflict reputational damage on those that have performed poorly; and it explores implications of this hypothesis. The paper also asks questions about the adequacy of systems of performance measurement of ambulance services in UK countries.
