ABSTRACT

This article discusses two forms of discrimination against indigenous people: ventriloquism and open racism, and argues that a transition from paternalism to open intolerance has taken place in Ecuador in the context of governmental emphasis on natural resource extraction. Ventriloquism, when non-Indians speak for indigenous people, is analysed through the Sumak Kawsay (Good Living) policies of the government of Rafael Correa (2007–2017). Public racism is examined by looking at government repression against indigenous leaders and communities and Presidential speeches. The article concludes that the state’s ventriloquist and racist discourses and practices are equally rooted in the country’s colonial past. These findings are contrasted with the writings of scholars that have called the government of Mr. Correa decolonizing. The article examines the ways in which decolonial theorists informed and promoted the policies of this regime, and argues that decolonial scholars have been insufficiently self-critical and reflective of their own complicity with the state’s repressive project vis-à-vis indigenous communities.  相似文献

The objective of this article is to analyse the performance of Ecuador’s pension system and the challenges it will face in the future. Over the last 13 years, the pension system has made significant advances in terms of coverage and adequacy. However, demographic ageing is straining the financial sustainability of the contributory scheme. In this context, a number of public policy areas are identified, in terms of parameters and structures, which, together with the expansion of non-contributory coverage, could provide a more equitable and sustainable scheme.  相似文献

ABSTRACT

This study explores gendered discourses about sexuality in Ecuador, the consequences of these discourses for young people's sexual health, and the possibility of the emergence of resistance and challenge. We analyzed and compared individual interviews and focus-group discussions with: young women, youth service providers, ordinary young men, and activist young men. Five interpretative repertoires emerged: (1) becoming sexually respectable women, (2) policing young women's sexuality, (3) men threatening and protecting women, (4) sexual relations (abusing, fooling, or seducing?), and (5) emerging resistance. The repertoires constructed a hierarchy of sexualities in which heterosexual monogamous lifelong coupledom was normative and women's pleasure was absent, but resistance was emerging.  相似文献

This article explores how exhortations for national unity are intrinsically linked to the symbolic displacement of a problematic other through an examination of elite Ecuadorian nationalist discourse and its construction of Indigenous activists as internal enemies. Specifically, this article looks at the role that the 2008 border row between Ecuador and Colombia played in publicly legitimating a concept of Ecuadorian citizenship rooted in racial homogeneity. Ecuador's northern border served as an ideal mechanism for performing the Ecuadorian state's authority to establish the internal borders that separated ‘citizens’ from ‘enemies’. These performances of state legitimacy highlighted Ecuador's victimisation by a more powerful neighbour/imperial proxy as a means for building regional empathy, while reinforcing the legitimacy of the Ecuadorian government to marginalise Indigenous social movements as a means to symbolically assert ‘national unity’.  相似文献

This article examines the role of institutional context in shaping policy agendas through a case study of the World Bank's gender lending in Ecuador. Using interviews with employees and analysis of policy texts I explore the complex institutional location of Bank gender policymakers, identifying two key constraints on their policy output: (1) the pressure to frame gender policy as increasing productivity and efficiency; and (2) the pressure to frame gender policy as producing complementary sharing between men and women. Given that the efficiency constraint has been much debated in feminist Bank scholarship I explicate the complementarity constraint in more detail. Specifically, I argue that the institutional pressure to define gender policy through a complementary focus on couples led poor men to become hyper-visible as irresponsible partners, and as the crux of the gender policy problem. In turn Bank gender policy was focused on efforts to change them, by encouraging their loving attachment to family and willingness to do domestic labor. I see cause for concern in the dominance of these policy preferences, and I consider how to facilitate their contestation in closing.  相似文献

ABSTRACT

The article is based on qualitative interviews with lifestyle migrants from North America to Cuenca, Ecuador. It attempts to further the understanding of transnational migration scholars of the structural contexts that influence lifestyle migration decisions and agency. In 2009, Cuenca was selected by international lifestyle marketer International Living as the best retirement destination in the world, largely based on a methodology that privileges low real estate and living costs. Since then, perhaps as many as 5000 North Americans have moved to the city. North Americans in Cuenca report economic motivation as a major reason for their move, and report making those decisions against a backdrop of economic and financial insecurity. The article argues that they are economic migrants, even as their relatively higher spending power has economic consequences for receiving communities like Cuenca.  相似文献

From 1934 to 1962, the United Fruit Company owned and operated Hacienda Tenguel, an immense banana plantation in Ecuador's southern coast. In an effort to control the working‐class of Tenguel, United Fruit implemented a system of plantation management that was rooted in the support and manipulation of gendered institutions and practices. In the end, the system backfired and the workers invaded the entire property, using the same sets of gendered relationships, rights, and identities that the company had developed in order to produce a docile labor force. In contrast, the current system of contract farming, backed by the state, has made it impossible to adopt the identity of “worker” in a more subjective and political sense. Plantations, now severed from the daily life of the family and community, are no longer sites where a politically meaningful sense of class identity is forged. In examining this process of restructuring, this essay explores the complex and changing relationships between political struggle, the formation of class and gender identities, and processes of capitalist transformation.  相似文献

Recent social science research has highlighted the chaos imposed by detention and deportation policies on migrant families and communities. This paper expands on these discussions by examining the role of transnational family dynamics as people experience detention, deportation, reintegration and/or remigration. Analysing five exemplary cases of indigenous Ecuadorian families drawn from a larger sample, we highlight the reconfigurations of transnational social relations resulting from these cycles of (im)mobility. We argue that transnational family support structures play a crucial role in the reconfiguration of families affected by deportation by combining material and emotional support and healing with social control. Our findings suggest that the social, emotional, and economic effects of deportation over time are shaped both by family and community contexts of reception and by migrants’ own gender, class, life-course stage, time spent in the United States, and migration experiences. These findings allow us to conclude that deportation is a heterogeneous social and temporal process that does not impact families uniformly but in fact unfolds in diverse ways within family situations where social relationships, gender roles, care arrangements, and social expectations for the most part are already profoundly transnationalised and reconfigured by migration.  相似文献

The historical construction of indigeneity as essentially rural policy category represents a key cause for the ongoing exclusion of urban indigenous peoples and blocks progress in delivering Agenda 2030 in Latin American cities. Even in Bolivia and Ecuador, where urban indigeneity is recognized through constitutional reforms, there are obstacles to the delivery of policies shaped to urban indigenous interests. By reviewing experiences from these countries, this article highlights that policy delivery problems are a result of multiple factors, including (1) rural constructions of indigeneity, (2) conflicting development priorities, and (3) difficulties in promoting universal rights while simultaneously guaranteeing indigenous rights. The article concludes with policy recommendations for more inclusive urban development approaches which leave no indigenous person behind.  相似文献

Abstract

This study investigates the relationship between emotional expressiveness and dyadic adjustment in a sample of adults from Guayaquil, Ecuador. Hypotheses were explored and tested in the following areas: the factor structure of emotional expressiveness and marital adjustment items, gender differences in emotional expressiveness, and the relationship between emotional expressiveness and marital adjustment. The factor structure in the current sample shows similar structures as a previous Latin American sample, but differing from the structures identified in U.S. samples. Women were not found to report a difference in expressiveness compared to men. Emotional expressiveness showed a strong relationship with marital adjustment, illustrating the importance of sharing positive emotions while suppressing negative ones (expression of sadness was not significant). Implications for practitioners in cross-cultural work, and possible explanations for cultural differences are discussed.  相似文献
