Though there is a danger that ‘place’ may become subsumed or ignored in research as attention now shifts to questions of ‘mobility,’ discussion of place has burgeoned throughout academia. Many texts declare that place is important, or proclaim the power of place. While place has been shown to be a fundamental part of human existence, what does this then mean for those who are characterized as not being interested in places? Examining nomadic Gypsies and Travelers in Britain, who are often constructed as placeless, highlights that this is not simply a representational concern, but has a tangible empirical affect, impinging on their everyday practices as well as influencing policies and laws that actively deny them their right to place. By exploring various definitions of place and how this impacts the understanding of mobilities, I demonstrate that the meaning ascribed to nomads is dependent upon a spatialized definition of place which is underpinned by the space-place binary. It is this aspect of the discourse that allows for nomads to be constructed as out-of-place wherever they are, and by recognizing this we can avoid framing placelessness as a natural characteristic of nomadism. Reconceptualizing place allows for more nuanced understandings of nomadism, as our identities are constructed in relation to both place and mobility, not just one or the other.  相似文献

The aim of the article is to contribute to existing research and debates on social change associated with the post-socialist transformation in Eastern and Central Europe. It does so by drawing attention to and examining the diversity of ways in which such change has been lived through and reflected upon by members of Roma (Gypsy) communities living in urban and rural environments. Drawing on ethnographic research amongst excluded and segregated Roma in the ‘ghettos’ of Czech cities and in rural ‘Gypsy settlements’ in the Slovak countryside, the author notes a striking difference between how members of these communities, belonging to the same extended families, lived through and reflect upon the post-socialist transformation. While the members of the Roma communities living in Czech cities perceive the post-socialist transformation as one of the most dramatic ruptures in their life trajectories, the rural Roma do not seem to have been affected as deeply and dramatically, and their life trajectories seem to be framed by different events than those directly associated with the market transition. The paper analyses and explains the social and historical conditions that (co)produce the sense of rupture or continuity in the life trajectories of members of Roma communities exposed to urban and rural environments.  相似文献

Italian research on the persecution of Rom and Sinti under Fascism is still incomplete (in terms of exploitation of the archival sources) and marginal (in terms of the national academic context). This article analyses new sources for the development and application of anti-Gypsy policy during the Fascist era. The central focus is on developments in the new border provinces of Venezia Giulia and Venezia Tridentina, acquired from the Habsburg Empire at the end of the First World War. As a result of the transfer of sovereignty over the resident populations, the nationality status of ‘Gypsies’ had to be addressed, while the significant presence of Rom and Sinti communities in those territories challenged the symbolic meaning they had for the Fascist regime. The outcome was that Fascism marked ‘Gypsies’ as both ‘undesirable foreigners’ and ‘dangerous Italians’, thereby creating a dual rationale for placing them in police confinement and interning them after Italy’s entrance into the war. An approach that combines archival research and field work with Sinti and Rom reveals the transformations, continuities and contradictions in the categorization of ‘Gypsies’. This article thus presents a case study of the place of social and geographical margins in the construction of the nation state.  相似文献

This article identifies the mechanisms by which governments in the Saxon region sought to eradicate the lifestyle of travellers they labelled ‘Gypsies’ (Zigeuner). It argues that much of this policy rested on legislation that was already in place to regulate the itinerant poor, including both the restrictions governing itinerant trade and begging and vagrancy laws, but that the precise pattern of implementation for ‘Gypsies’ was nonetheless distinct. Special treatment was also apparent in the system of police escort that emerged, and in police efforts to gather and share the personal data of targets. Surviving Gendarmerie reports indicate that the implementation of policy was adversely affected by limited police resources, negligent officials, the willingness of individuals to continue to trade with travellers and, not least, the responses of travellers themselves. Nevertheless, they also make it clear that it became more and more difficult for travelling groups to sustain an itinerant lifestyle.  相似文献

This paper explores the relationship between human rights socialwork and issues facing Gypsies and Travellers, and argues thatwork with these groups cannot be properly understood outsidea human rights framework. It outlines different generationsof rights, key current debates, and their significance for socialwork, building on other emancipatory frameworks for practiceincluding anti-oppressive practice, structural social work andcritical postmodernism. These perspectives find some expressionin social work ethical codes. For Gypsies and Travellers, humanrights violations occur in many socio-political contexts, causingcycles of exclusion and disadvantage. However, Gypsies and Travellersare increasingly mobilizing nationally and locally to promotetheir rights. The somewhat limited research on social work inthis area concurs in finding distance between the parties, lackof cultural understanding and engagement, and problematic practiceas well as some clear pointers for improvement. Policy developmentscontradictorily related to promoting rights and increasing disciplinarysurveillance are examined for their relevance to work with thisgroup. The paper explores the importance of an inclusive, participatoryand discursive approach to human rights practice, and examinesits significance for a paradigmatic shift linking social workwith the broader struggle for human rights of Gypsy Travellersand other groups.  相似文献

NGO Strategies for Hungarian and Roma Minorities in Central Europe   总被引:1,自引:1,他引:0  
NGOs sponsor a variety of innovative projects relating to the Hungarian and Roma minorities in Romania, Slovakia, and Ukraine, as well as for the Roma in Hungary. However, a study of 33 NGOs in this region reveals that the strategies behind these projects tend to vary according to the particular group being addressed. NGO projects emphasizing Hungarian minorities tend to utilize network strategies to increase contact between Hungarians and titulars (Romanians, Slovaks, and Ukrainians), while projects for Roma tend to avoid network strategies, focusing exclusively on status-raising strategies. This paper presents the promises and shortcomings of both approaches, and concludes with an analysis addressing why NGOs should be less hesitant to apply network strategies to Roma projects as well as to Hungarian projects.  相似文献

We analyze the majority’s perceptions of Roma as a socio-cultural and crime threat and their evaluations of two key integration measures namely schooling and financial allowances. Following a fear of crime model we test for the effect of community context, disorder/safety, and victimization as the critical parameters of these perceptions and evaluations. Empirical estimations involve a cross-section dataset for Greece and multilevel model techniques. Results verify community context, disorder and victimization as important fear and integration predictors that interact with the socio-economic status of individuals and regional crime rates.  相似文献

This article explores the contemporary legitimation of institutional racism resulting from the prevailing depoliticized framework of integration, which became prominent in the 1960s and is now hegemonic in political and academic debate in Europe. Integration has helped shift the focus to the supposed cultural inadequacies of ethnically marked populations, who ought to show a willingness to pursue the modern dream; simultaneously, it has invisibilized institutional racism and made an anti-racist repertoire unavailable. This argument is illustrated through a case of white flight and school segregation in a rural area in Portugal, revealing both the enduring racism against the Roma/Gypsies – suppressed and repressed throughout the last five centuries in Europe – and its depoliticization within the normal working of institutions. It draws on qualitative research with representatives from public bodies and mediating agents (e.g. teachers and social workers), as well as on analysis of the official reports by the Portuguese state and European institutions.  相似文献
