Sweden and The Netherlands are often referred to as the archetypes of prohibition and harm reduction, respectively. Both nations have, however, recently adopted political measures that fit well in the other country's model. But they have also taken steps that reflect traditional thinking. Are we witnessing the initial stages of convergence or are recent developments better interpreted as adjustments? This article addresses these questions by comparing Swedish and Dutch theoretical understandings of ‘the drug problem’. Goals and practices are illuminated in the context of underlying theory, raising the question: Can substantial convergence be achieved without significant prior changes in theoretical perceptions? It is found that the theoretical understandings of the two paradigms do not mix easily, complicating attempts at convergence. Moreover, both countries have invested a great deal of political prestige in their respective models, further exacerbating the problem. A conceivable way to circumvent these difficulties is suggested.  相似文献

In this paper we empirically examined two explanatory mechanisms for educational inequality: cultural reproduction and relative risk aversion, using survey data taken from secondary school pupils in Amsterdam. Cultural reproduction theory seeks to explain class variations in schooling by cultural differences between social classes. Relative risk aversion theory argues that educational inequalities can be understood by between-class variation in the necessity of pursuing education at branching points in order to avoid downward mobility. We showed that class variations in early demonstrated ability are for a substantial part cultural: cultural capital - measured by parental involvement in highbrow culture - affected school performance at the primary and secondary level. However, relative risk aversion - operationalized by being concerned with downward mobility - strongly affects schooling ambitions, whereas cultural capital had no effect. Thus, we conclude that 'primary effects' of social origin on schooling outcomes are manifested through cultural capital and not through relative risk aversion (in addition to other potential sources of class variations such as genetics). Relative risk aversion, and not cultural capital, affects schooling ambitions, which is relevant for our understanding of secondary effects.  相似文献

Recently social work in the Netherlands underwent two major changes. Specialized agencies were replaced by one-stop shops (district teams) and the welfare state was replaced by a ‘participation society’, in which vulnerable groups have to rely on their social network rather than resort to professional care. The first change is termed ‘de-specialization’; the second ‘basic de-professionalization’. The research question in this article is: how do Dutch social workers experience and evaluate these two developments? Qualitative interviews with 29 experienced social workers show that most of them endorse de-specialization, as this type of aid is deemed better for clients with complex problems. Moreover, many social workers like to take on new tasks. Basic de-professionalization is met with more reserve. Social workers observe that many clients do not have a suitable network and need professional help. In addition, they feel that their profession is being degraded as lay people and volunteers take over (part of) their work. However, they feel unable to resist this development, because resistance might get them sacked. Some social workers even enhance basic de-professionalization because of their willingness to continue working as (retired) volunteers. Social workers and theorists need to address and counter the move towards basic de-professionalization.  相似文献

This article studies the voters of DENK, the first immigrant party to gain seats in a national parliament. It builds further on the existing literature on how immigrants and people from immigrant descent vote in Western European countries. From the literature we derive seven expectations about the kind of voters that are likely to vote for an immigrant party in terms of their political cynicism, attitudes towards economic, globalisation and moral issues. We find that DENK voters are younger Muslims, who have conservative views on moral matters, cynical attitudes towards politics, right-wing views on economic matters and progressive views on issues that pertain to the globalisation dimension, such as immigration, integration and Islam and in particular discrimination. This article uses VAA data to construct a matched sample that in terms of key variables is representative for voters with and without a migration background.  相似文献

This article measures long term trends in policy coherence for development. Based on result chains, it develops a counterfactual methodology, and then applies it to assess changes in inputs, outputs and outcomes over time. While the literature does not indicate any significant change in policy coherence for development over the last decade, this research finds that, if the time scale is lengthened to 50 years, an overall increase in policy coherence for development of the Dutch government, vis‐à‐vis the DR Congo, in the domains of finance and security, can be detected. These changes in policy coherence for development inputs seem to have contributed, in conjunction with similar policies from other countries, in some instances, to positive outcomes in the DRC.  相似文献

The idea that cities enjoy a certain degree of autonomy from the state when it comes to shaping immigrant integration policy has been repeatedly highlighted by research and promoted by good governance discourses. However, the emergence of state-led civic integration programmes (CIP) across Europe would seem to jar with this movement. This is the contradiction that this article explores. CIP mobilise significant resources and streamline immigrant integration through language courses, the provision of information about the host society and vocational orientation. Drawing on policy documents and interviews with local policy-makers on the CIP in the Netherlands, Germany and Sweden, this article demonstrates how they reduce the role cities have in immigrant integration; and how they transform integration policies—to varying degrees—from being developed in relationship to locally emerging needs to being charged with state sovereignty. These findings challenge the idea that there is an increasingly local approach to integration. They also raise concerns about the ambitions of CIP. Although presented as a means to make integration policies more efficient, their focus on control and coercion may in fact jeopardise their capacity to respond to concrete integration needs.  相似文献

Compared to other countries that have suffered from the Nazioccupation, the destructive impact of the Holocaust on theJewish population has been particularly strong in the Netherlands. This paper gives a demographicreconstruction of the Jewish population in the Netherlands by the end of the war (1945),disaggregated by age and sex. The reconstruction is based on two approaches: a forwardprojection 1941–1945, starting from registration data supplemented by information onHolocaust losses; and a backward projection 1966–1945, starting from an enumerationof Halachic Jews carried out in 1966. The two approaches yieldtwo estimates that are comfortingly similar.  相似文献

Based on a sample of older workers from the Maastricht Cohort Study, the authors investigate the prevalence and dynamics of self‐reported under‐skilling and its effects on workers' need for recovery, their risk of losing employment and their retirement intentions over a two‐year period. They find that being under‐skilled is associated both with higher levels of need for recovery over time and with the risk of losing employment, but not with early retirement intentions. To achieve sustainable employment, they argue, the course of under‐skilling should be monitored throughout workers' careers, enabling timely interventions to avoid its negative consequences.  相似文献
