In recent years the welfare sector has encountered numerous and often challenging changes, such as marketisation, New Public Management, and demands for evidence-based practices. These changes can be seen as a shift between the two logics of creating and maintaining authority, and as a movement from occupational towards organizational professionalism. Perhaps the most important difference between these logics is that, in occupational professionalism, authority is built on trust in the professionals’ education and ethics, whilst in organizational professionalism it is grounded in regulation and control expressed, for example, in rules, regulations, and routines. The article focuses on the ways in which two groups of social workers in Swedish social welfare offices orient themselves towards organizational and occupational professionalism in constructing themselves and in the construction of each other, as well as the work that is carried out by each group. The aim is thus to elaborate on what these logics mean at the micro-level. In this respect, pertinent questions such as ‘How are they to be understood?’, ‘Regarded from the point of view of micro politics, what do these logics mean?’ and ‘How are the logics internalized by the social workers?’ are posed.  相似文献

This article examines the formation of occupational identity in a nursing program. The normative and ideological dimensions of this process are revealed in the program’s goals and the views of educators and students through qualitative data from observations and 30 in-depth interviews. Educators seek to socialize students toward professionalism to raise the occupation’s status by emphasizing the scientific and technical basis of nursing. Yet students uphold a gendered discourse by identifying a normative dimension of caring as central to their occupational identity. The dilemma between professionalism and caring is reconciled as students construct an occupational identity based on “educated caring,” where these two dimensions are equally valuable and significant.

Ester Carolina Apesoa-Varano   is a Ph.D. candidate in the Department of Sociology at the University of California, Davis. Her areas of interest include work, occupations, and professions, medical sociology, gender, and inequality. She is currently working on her dissertation, entitled “Medicine and Caring: Healthcare Providers at Work.” Her previous research focused on a historical analysis of ideologies in the official publication of a large nursing organization. In 2004, a version of her qualifying paper “A Professional Project: Science, Caring, and Ideology in a Baccalaureate Nursing Program” was awarded the Graduate Student Paper Award from the Carework Network (an American Sociological Association affiliate organization). In 2004 she also co-authored with Charles Varano an article entitled “Nurses and Labor Activism in the United States: The Role of Class, Gender, and Ideology,” published in a special issue of Social Justice.  相似文献

Many scholars and practitioners have suggested accreditation as one way to enhance the professionalism of public relations practice. But, others have questioned whether accreditation really makes a difference and whether experience is a sufficient substitute for accreditation. This study found that, although accredited practitioners were significantly older and had significantly more years of experience compared to their non-accredited counterparts, differences between the groups with respect to seven work categories and five professional competencies remained even when age and years of experience were controlled. The affected work categories were account/client management, strategic planning, public relations program planning, project management, stakeholder relations, issues management, and crisis management. The affected professional competencies were the four-step strategic planning process; ethics and legal issues; communication theory; business literacy; and advanced communication skills. In short, this study refutes the argument that age and professional experience are sufficient substitutes for accreditation in public relations. In fact, they are not.  相似文献

This paper discusses the development of public relations in a fast growing emerging country, United Arab Emirates. The making of the public relations profession in UAE has been affected tremendously by the socio-economic, educational and cultural development of the country. Ministries and government administrations established their in-house public relations departments and sections to respond to the growing demands of their various publics. Journalism and Mass Communication departments launched PR programs to meet the growing needs of the job market with qualified practitioners. International public relations agencies chose Dubai as a base for their activities in the UAE and the region. The future of public relations in the UAE is very promising. This qualitative study used in-depth interviews to review the perceptions held by public relations practitioners who work in global public relations firms, regarding their ethics, and to identify elements that support their ethics. Results indicate that those practitioners are adamantly ethics-oriented but they have a limited understanding of ethics specific to public relations. No absolute universal ethical standards were found. This study identified nine elements affecting public relations practitioners’ ethics. The important and powerful elements were chiefly attributed to cultural influences. It finally provides critical clues to the process of enhancing public relations professionalism.  相似文献

Without question, the profession of public relations has changed greatly over the years, but the practice of that profession has remained unchanged in the last half century. The 2010 Practice Analysis conducted by the Universal Accreditation Board as a follow-up to its 2000 study examines professional competencies and work categories in current public relations practice. Results indicate that knowledge, skills, and abilities (i.e., professional competencies) for public relations practice in 2010 centered on general business skills, media relations, and theoretical knowledge. The strategic planning process of research, planning, implementation, and evaluation, as well as public relations ethics and legal issues, were connected to both general business skills and media relations. Four groupings of work categories in 2010 were public relations management, issues management, corporate communications, and media relations; each of these work category groupings reflected clear areas of extant public relations scholarship, suggesting that the theory and practice of public relations may be closer to each other than is commonly decried.  相似文献

BackgroundPost bureaucracy is increasingly shaping how health care professionals work. Within hospital settings, post bureaucracy is frequently connected to loss of professional autonomy and protocol-based care. However, this development also affects relationships between care providers and care receivers.QuestionTo explore experiences of post bureaucratic hospital reforms and their impact on care provision.MethodData builds on nine mini group interviews with midwives (n = three), nurses (n = three) and physiotherapists (n = three), in all thirty participants. Data was analysed using existing theories of professionalism and post bureaucracy.FindingsTwo overarching themes were identified: ‘Time, tasks and institutional duties’ which referred to transformations in care practices, increased use of screening procedures, efficiency requirements and matching linear time to the psychosocial needs of patients. ‘Managerial control of work’ which described rising administrative demands, engaging in protective measures, younger professionals pressured by documentation obligations and fear of disciplinary procedures.ConclusionThe institutional context appears to play a key role shaping care practices. Although midwives, nurses and physiotherapists share similar experiences of post bureaucratic hospital reforms, changes in care provision can impact these professions in different ways. As a discipline, midwifery is founded on relationships between women and midwives. Standardised clinical care, performativity demands, litigation risks and rising administrative obligations are liable to challenge the provision of woman centred care. These changes may also result in increased inequity in maternity care by affecting some groups of women more than others.  相似文献
