当公共政策只针对部分社会群体的时候,靠近政策分界线但又没有享受到政策利益的群体就会成为政策边缘人,政策边缘人属于利益外群体,但其结构性位置却又让其最接近分享政策利益,属于潜在受益者。在社会分化和竞争的背景下,政策边缘人与其他条件差不多的群体对比会产生相对剥夺感。政策边缘人会认为享有政策利益本应是他们的权利,于是他们基于维权的想法会通过各种方式谋取政策利益,在此过程中就会影响到基层公共政策的执行。因此,建议通过提高基层治理的法治化、科学化、精细化水平和组织化程度等方式减少政策边缘人对政策执行和基层治理带来的消极影响。  相似文献

While there is a global shift towards smaller families, some groups maintain relatively high fertility rates. The 2013 New Zealand census data were used to investigate the nature of fertility between ethnicities in New Zealand. The NZ Deprivation Index 2013 was used as a measure of socioeconomic status to determine the relationships with fertility. The results mirror research outside of New Zealand in that socioeconomic status is inversely correlated to fertility. Using crude average fertility rates, sole-ethnicity Pasifika and Māori ethnic groups still have substantially higher fertility than sole-ethnicity Europeans and Asians ethnic groups, even when simultaneously accounting for age, socioeconomic status, education, and religious affiliation. Christians have more children than individuals reportedly without any religion, and fertility rates drop on average for mothers who have higher formal qualifications. Our findings suggest that cultural, or other ethnic-specific factors differentially affect fertility for Māori, Pasifika, New Zealand European, and Asians as aggregated ethnic categories, respectively.  相似文献

In this article we evaluate to what extent between-country differences in the probability of being ‘multidimensional’ poor can be explained by a range of ‘domain-specific’ indicators of welfare regime arrangements. To this end, a so-called micro-macro model is estimated, testing the ‘independent’ effect of institutions, as opposed to alternative explanations such as between-country differences in population composition and economic affluence. Although we conclude that institutional arrangements do influence the risk of multidimensional poverty in the expected direction, we also find that bringing the ‘economy’ back into the analyses has a non-trivial impact. Our results point at several avenues for further discussion and research. First, although the more elaborate welfare regimes generally do a better job in preventing poverty, the level of transfers is not always ‘proportional’ to the general standard of living in these countries. Second, we only find partial confirmation for the often cited ‘negative’ impact of labour market flexibility and the related equality-jobs trade-off. While stricter employment regulations do reduce the poverty risk (be it only after controlling for economic affluence), flexibility in terms of the availability of fixed-term labour seems to be preferable to unemployment, even if at the individual level, labour market flexibility increases the likelihood of being poor quite severely.

Evaluating and quantifying human suffering in humanitarian operations offers an innovative and potentially powerful way to assess the performance of humanitarian logistics (HL) and help build optimization models. Previous studies have suggested deprivation cost as a metric and have estimated deprivation cost functions for water using willingness‐to‐pay. Our study proposes deprivation levels, defined as the degree of human suffering caused by lack of access to a good or service, and estimates deprivation level functions using a numerical rating scale. Analyzing data collected from respondents with and without disaster experience, we find that individuals in the latter category estimate deprivation differently from the beneficiaries of disaster relief. Our study demonstrates that deprivation levels can be expressed as logistic growth functions with a typical S‐shape, and that these can be integrated into HL optimization models to better account for human suffering.  相似文献

对我国部分普通民众进行的"公民公平感"问卷调查表明,人们在司法、医疗、住房、就业、教育、尊重和户籍制度等问题上,通过比较自己与他人、过去与现在、地区间与行业间,都对社会有着基本的认同与公平感受以及较强的纳税意愿。调查结果显示,在引起不公平感的诸多社会现象中,人们对普通百姓看不起大病重病、贫富差距拉大和普通百姓买不起房三大问题意见集中,并把对抗大病风险的医疗保障、缩小贫富差距和调控房价等方面的责任与期望赋予了政府。  相似文献

本文考察了中国公众的结果公平感和机会公平感,检验并比较了社会结构解释和相对剥夺解释在中国的适用性。研究发现,大多数公众认可结果公平和机会公平,且机会公平感高于结果公平感,但二者仅微弱相关。结果公平感由收入水平决定,机会公平感主要受教育水平影响。外资和私营单位雇员比国有和集体单位雇员更具机会公平感,城市中下层就业者对结果和机会分配均持批评态度。“个体相对剥夺”而不是“群体相对剥夺”对分配公平感有决定性影响,结果公平感只受横向剥夺影响,而机会公平感则主要受纵向剥夺影响。  相似文献

ABSTRACT

Within NZ gambling and its associated harms are well-researched topics. However, most studies to date have relied upon the use of survey methodology or have focused on individual regions. In this paper we distribute gaming machine proceeds (GMP) from gaming venues to the surrounding localities in order to derive estimates of GMP per capita. It is hoped these estimates will enable the trusts who operate the electronic gaming machines (EGMs), and who are responsible for reinvesting a proportion of proceeds back into the community, to more accurately target funding towards the areas most affected by the harms of EGM gambling. Our estimates of GMP per capita also provide a means of assessing the criterion validity of the recently developed Dynamic Deprivation Index. Furthermore, although it is well known that Māori and Pacific Island populations have a higher incidence of problem gambling, our results imply that when controlling for socio-economic deprivation and the geographic location of EGMs the associations between ethnicity and GMP per capita are weak. From a policy perspective, this suggests the most effective way of limiting the harms of EGM gambling on these populations is to place tighter controls on the number of venues within their communities.  相似文献

民族村寨旅游地旅游业蓬勃发展的同时,存在难以满足游客高质量体验的现实问题。较差的旅游体验很有可能诱发游客的相对剥夺感,尤其是有参照比较的情况下。游客相对剥夺感影响其旅游态度和行为,游客对旅游地的愤怒、敌视及攻击行为严重影响旅游地的旅游形象及潜在游客的旅游选择,最终对旅游地的可持续发展产生深远影响。本文以西江苗寨为案例,以游客点评数据为基础,深入探讨分析游客相对剥夺感的生成机理及应对措施。研究发现,游客旅游体验与参照比较的负向差异创造了相对剥夺感生成的诱发情境。游客相对剥夺感的生成经历游客认知、游客评价及与公平相关的情感反应三个阶段,只有当游客感知的不公平超出其情感容忍度时,才会真正产生相对剥夺感。不仅如此,游客的相对剥夺感表现为纵向—横向及个体—群体两个维度四种类型,游客现实感知的相对剥夺感可能为一种或几种类型的复合。在此基础上,提出民族村寨旅游地应对游客相对剥夺感的可操作性措施和建议。  相似文献

Typical welfare and inequality measures are required to be Lorenz consistent which guarantees that inequality decreases and welfare increases as a result of a progressive transfer. We explore the implications for welfare and inequality measurement of substituting the weaker absolute differentials and deprivation quasi-orderings for the Lorenz quasi-ordering. Restricting attention to distributions of equal means, we show that the utilitarian model - the so-called expected utility model in the theory of risk - does not permit one to make a distinction between the views embedded in the differentials, deprivation and Lorenz quasi-orderings. In contrast it is possible within the dual model of M. Yaari (Econometrica 55 (1987), 99–115) to derive the restrictions to be placed on the weighting function which guarantee that the corresponding welfare orderings are consistent with the differentials and deprivation quasi-orderings respectively. Finally we drop the equal mean condition and indicate the implications of our approach for the absolute ethical inequality indices.  相似文献
