Of the three most prominent issues in governance discourse—the horizontal coordination of markets, government hierarchies and networks, global governance and multi-level governance—this paper argues that the last, developing and sustaining structures of multi-level governance, constitutes the most profound governance challenge for most developing countries.The paper identifies the major forces promoting change in favor of multi-level governance in developing countries. Using the growing literature and comparative national experiences (illustrated with the examples of India, the Philippines, Colombia and Nigeria), it highlights the key achievements of democratic decentralization as well as its nagging problems in these countries. Finally, the paper demonstrates the significance of these developments for democracy and development in these countries and shows some of the ways by which external partners—especially experts associated with the Geographic Information Systems for Developing Countries can assist and possibly benefit from this process. 相似文献

The development of a Municipal Information System, or currently better known as a local spatial data infrastructure, is considered complex due to the required inter-institutional relationships. In many developing countries Geographical Information Systems (GISs) are introduced but the benefits are modest as no changes take place in technical and organisational structure of organisations. Digital databases and computer-aided design (CAD) maps are mushrooming in great variety within different private and public institutions, municipal organisations and even within single departments and with structures similar to the paper period and thus operating on a stand-alone basis.Many national mapping agencies are not able to provide large-scale digital urban base maps, while the absence or low quality of cadastres makes those basic core data sets unavailable or inaccessible. The result is that duplication and incompatible data are frequently observed and also donor-driven stand-alone projects have a limited impact through the lack of institutional embedding and are not able to mature from the project to the institutional level. However, a positive sign is that there is an increasing awareness among data producers and consumers that investments in the development of digital data sets should be combined to reduce costs and increase benefits from especially GIS, and information and communication technology (ICT) in general.Within Trujillo a long-term vision was developed to make full use of ICT and GIS to modernise all operations of the Municipality to increase the efficiency and effectiveness of its tasks. However, large investments are not feasible due to the very limited municipal budgets. To guarantee the support of the municipal council, short-term results are required. This paper describes three ‘products’ as part of the vision to develop through a step-by-step approach a local spatial data infrastructure for Trujillo.The three, rather different, products are:
- 1. fiscal cadastre, to increase municipal revenues through property taxation;
- 2. an ‘environmental atlas’ based on a compatible spatial and attribute data sets from a variety of organisations; and
- 3. a municipal website with interactive GIS and meta data information.

The Urban Geographical Information Systems (GIS) Group within the Department of Civil Engineering at the University of Cape Town has been coordinating a pilot informal settlement upgrading in Cape Town since 1998. The project objective has been the evolution of a model-based approach to informal settlement upgrading that is both structured and replicable. It was felt that the only way this could be achieved was through the use of a spatial data management system operated through a GIS system. The spatial database has been used for all facets of data collection and data process and forms the basis for all decision-making. Thus it covers all physical data pertaining to the site, cadastral and shack data, demographic and socio-economic data (with an in-depth review of every household) economic opportunities and physical planning and design data. The result is a comprehensive, integrated, settlement upgrading methodology that is built upon a GIS-based spatial data management framework. This paper deals with techniques for obtaining random point samples from spatial databases. We seek random points from a continuous domain (usually 2) which satisfy a spatial predicate that is represented in the database as a collection of polygons. Several applications of spatial sampling (e.g. environmental monitoring, agronomy, forestry, etc) are described. Sampling problems are characterized in terms of two key parameters: coverage (selectivity), and expected stabbing number (overlap). We discuss two fundamental approaches to sampling with spatial predicates, depending on whether we sample first or evaluate the predicate first. The approaches are described in the context of both quadtrees and R-trees, detailing the sample first, acceptance/rejection tree, and partial area tree algorithms. A sequential algorithm, the one-pass spatial reservoir algorithm is also described. The relative performance of the various sampling algorithms is compared and choice of preferred algorithms is suggested. We conclude with a short discussion of possible extensions. 相似文献

Forest Fire Risk Management and Public Participation in Changing Socioenvironmental Conditions: A Case Study in a Mediterranean Region 总被引:1,自引:0,他引:1
Under current conditions of accelerated socioenvironmental change in the Mediterranean forested landscapes, fire is one of the most critical and difficult risks to tackle within the region. This article summarizes the lessons learned from a project based on the participatory integration of qualitative local stakeholders' knowledge with expert GIS fire simulations carried out in the County of El Bages, Catalonia, Spain. First, in this article, a theoretical model--the forest fire circle--is presented in order to explain the reasons for the rise in the damage and frequency of forest fires in this Mediterranean area. Second, it describes the methodology developed and the stages followed during the project. Results show that: (1) the advocacy of old forest reactive management paradigm assumptions and practices based on uncontrolled forest succession can put vast wooded areas of the Mediterranean basin at critical risk; and (2) forest fire management approaches that ignore the crucial role of long-term prevention and local capacity building strategies have failed. In the final section, the content and the specific dimensions of the old reactive paradigm that has characterized forest fire risk management in Catalonia are discussed and contrasted with the possibly emerging preventative paradigm. 相似文献

A challenge for large‐scale environmental health investigations such as the National Children's Study (NCS), is characterizing exposures to multiple, co‐occurring chemical agents with varying spatiotemporal concentrations and consequences modulated by biochemical, physiological, behavioral, socioeconomic, and environmental factors. Such investigations can benefit from systematic retrieval, analysis, and integration of diverse extant information on both contaminant patterns and exposure‐relevant factors. This requires development, evaluation, and deployment of informatics methods that support flexible access and analysis of multiattribute data across multiple spatiotemporal scales. A new “Tiered Exposure Ranking” (TiER) framework, developed to support various aspects of risk‐relevant exposure characterization, is described here, with examples demonstrating its application to the NCS. TiER utilizes advances in informatics computational methods, extant database content and availability, and integrative environmental/exposure/biological modeling to support both “discovery‐driven” and “hypothesis‐driven” analyses. “Tier 1” applications focus on “exposomic” pattern recognition for extracting information from multidimensional data sets, whereas second and higher tier applications utilize mechanistic models to develop risk‐relevant exposure metrics for populations and individuals. In this article, “tier 1” applications of TiER explore identification of potentially causative associations among risk factors, for prioritizing further studies, by considering publicly available demographic/socioeconomic, behavioral, and environmental data in relation to two health endpoints (preterm birth and low birth weight). A “tier 2” application develops estimates of pollutant mixture inhalation exposure indices for NCS counties, formulated to support risk characterization for these endpoints. Applications of TiER demonstrate the feasibility of developing risk‐relevant exposure characterizations for pollutants using extant environmental and demographic/socioeconomic data. 相似文献
