围绕中国碳中和目标的实现路径与模式选择问题,提出了一个中国应对气候变化整体治理模式,即多阶段混合主导型碳中和实现模式。这一模式是以国家为核心,在一定时期和内外环境约束下,通过减排和增汇路径,对中国境内由人类活动造成的CO2排放与人为CO2吸收量之间关系进行调整和平衡的过程;其内部由宏观、中观和微观三层结构组成,每层结构各不相同。多阶段混合主导型碳中和实现模式的提出,拓展和完善了气候变化整体治理理论,为气候变化治理提供了机制借鉴。  相似文献

Believing action to reduce the risks of climate change is both possible (self‐efficacy) and effective (response efficacy) is essential to motivate and sustain risk mitigation efforts, according to current risk communication theory. Although the public recognizes the dangers of climate change, and is deluged with lists of possible mitigative actions, little is known about public efficacy beliefs in the context of climate change. Prior efficacy studies rely on conflicting constructs and measures of efficacy, and links between efficacy and risk management actions are muddled. As a result, much remains to learn about how laypersons think about the ease and effectiveness of potential mitigative actions. To bring clarity and inform risk communication and management efforts, we investigate how people think about efficacy in the context of climate change risk management by analyzing unprompted and prompted beliefs from two national surveys (N = 405, N = 1,820). In general, respondents distinguish little between effective and ineffective climate strategies. While many respondents appreciate that reducing fossil fuel use is an effective risk mitigation strategy, overall assessments reflect persistent misconceptions about climate change causes, and uncertainties about the effectiveness of risk mitigation strategies. Our findings suggest targeting climate change risk communication and management strategies to (1) address gaps in people's existing mental models of climate action, (2) leverage existing public understanding of both potentially effective mitigation strategies and the collective action dilemma at the heart of climate change action, and (3) take into account ideologically driven reactions to behavior change and government action framed as climate action.  相似文献

货币政策冲击对工业产出和价格的非对称影响,是新常态下把握好货币供给政策的方向、力度和节奏的重要参考依据,有助于提升货币供给政策的针对性、灵活性和前瞻性。局部投影方法在不同区制下,计算工业产出和价格对货币供给冲击的脉冲响应结果表明:货币供给冲击对工业产出的影响具有不确定性,且总体上表现为中性特征;而货币供给冲击对工业价格的影响不仅在不同区制下,而且在新常态前后均表现出显著的差异性和非对称性,总体来说是短期有效,长期中性的。情景设计的分析结果显示新常态下采用增加货币供给的政策来刺激工业经济是不可取的,其作用效果可能出现工业产出停滞不前,工业价格急剧飙升的工业滞胀。因此,需要从工业产业升级,工业技术创新等工业供给侧寻求工业经济新的增长点和动力机制。  相似文献

This article explores how a lack of access to increasingly complex and overlapping digital communications platforms in times of disaster for people with disabilities has the potential to make already life-threatening situations considerably more dangerous. As we are increasingly coming to rely on a social media mash-up of digital platforms to assist in communications during disaster situations, the issue of accessibility for people with disabilities is as dire as if it was high ground during a tsunami or transport during a typhoon. The contemporary social media environment is characterised by a complex and overlapping network of complementary platforms, populated by user-generated content, where people communicate and exchange ideas. In this environment, YouTube videos are posted to Facebook and embedded in blogs, and Twitter is used to link to these other sites and is itself embedded in other platforms. These networks are increasingly supplementing and supplanting more traditional communication platforms, such as the television and radio, particularly in times of disaster. The concern of this paper is that the elements from which this mash-up of communications channels is made are not always accessible to people with disabilities. This evolving network of social media-based communication exposes the limits of existing Internet-based universal design.  相似文献

Schumpeterian market disequilibrium marked by entrepreneurial entry and incumbent exit has long held an important place in management literature. The extant literature has overwhelmingly championed the newcomer, despite incumbents' obvious advantages in resources, experience and market knowledge. The current research provides evidence for the effectiveness of the incumbent's strategy of capability enhancement (along an established technological trajectory) while responding to radical technological innovations. We develop a cognitive process model that integrates managerial cognition with capability development and deployment views, depicting the dynamics of the incumbent's capability enhancement process. We analyze the cognitive drivers of organizational actions in all stages (rigidity, triggering event, and capability renewal) and elucidate the role of top management cognition in the processes of detecting and correcting errors in a strategic course of action. We ground our model in the case of a cork-stopper industry veteran's decline as corks ceded ground to screw tops and other stoppers in the wine industry. How a major company fought back in response to the emergence of these, in the industry context, radical technological innovations, provides the basis for our narrative. The proposed theoretical model contributes to literature on technology management (with regard to incumbent strategies in response to radical innovation threats) as well as the role of cognition in strategy (providing an explanation of the cognitive underpinnings of capability development).  相似文献

A growing body of research demonstrates that believing action to reduce the risks of climate change is both possible (self‐efficacy) and effective (response efficacy) is essential to motivate and sustain risk mitigation efforts. Despite this potentially critical role of efficacy beliefs, measures and their use vary wildly in climate change risk perception and communication research, making it hard to compare and learn from efficacy studies. To address this problem and advance our understanding of efficacy beliefs, this article makes three contributions. First, we present a theoretically motivated approach to measuring climate change mitigation efficacy, in light of diverse proposed, perceived, and previously researched strategies. Second, we test this in two national survey samples (Amazon's Mechanical Turk N = 405, GfK Knowledge Panel N = 1,820), demonstrating largely coherent beliefs by level of action and discrimination between types of efficacy. Four additive efficacy scales emerge: personal self‐efficacy, personal response efficacy, government and collective self‐efficacy, and government and collective response efficacy. Third, we employ the resulting efficacy scales in mediation models to test how well efficacy beliefs predict climate change policy support, controlling for specific knowledge, risk perceptions, and ideology, and allowing for mediation by concern. Concern fully mediates the relatively strong effects of perceived risk on policy support, but only partly mediates efficacy beliefs. Stronger government and collective response efficacy beliefs and personal self‐efficacy beliefs are both directly and indirectly associated with greater support for reducing the risks of climate change, even after controlling for ideology and causal beliefs about climate change.  相似文献

This article contributes to understanding transformational change towards gender equality by examining the transformational change potential of a mentoring programme for women, a type of gender equality intervention both criticized and praised for its ability to bring about change. Drawing upon an empirical case study of a mentoring programme for women academics in a Dutch university, we explore three dimensions of transformational change: organizational members (i) discussing and reflecting upon gendered organizational norms and work practices; (ii) creating new narratives; and (iii) experimenting with new work practices. Our findings indicate five specific conditions that enable transformational change: cross‐mentoring, questioning what is taken for granted, repeating participation and individual stories, facilitating peer support networks and addressing and equipping all participants as change agents. We suggest that these conditions should be taken into account when (re)designing effective organizational gender equality interventions.  相似文献

Historical institutionalist studies have explained institutional change as resulting from critical junctures that interrupt long periods of stability or from endogenous, incremental evolution. Building on these theories, discursive institutionalists have focused on the roles of agency, ideas and discourse as explainers of change. Combining these approaches, this article analyses Finland’s decision in 2014 to transfer the administration of basic social assistance from municipalities to the central government. This study demonstrates that institutional change can be both abrupt and evolutionary. Due to sudden, exceptional political circumstances, the decision in question was made quickly and under pressure, circumventing possible veto players. However, it was possible only because of the incremental, endogenous change that had occurred in the way in which social assistance was administered at the municipal level. It enabled a change in political discourse, which eroded the credibility of the ideational frames that policy actors had previously utilised to reject the centralised model.  相似文献

Increased juvenile delinquency can be seen as an indicator for a deteriorating social fabric under conditions of rapid social change. Criminological theories suggest, however, that such conditions do not per se produce delinquency: They force youth into prodelinquent leisure activities with peers, leading to an endorsement of delinquent behavior and offering the infrastructure for it. Resources acquired in family and public life, however, may prevent youth from drifting into such prodelinquent leisure activities and indirectly from delinquent behavior. Empirical tests of these hypotheses have to employ simultaneous analyses of societal-level and individual-level data. On the basis of an international youth study, the paper undertakes such an analysis: In the years 1992–95, data from 42 independent samples of seventh graders from East and West Germany, Poland, Russia, Bulgaria, Slovakia, Hungary, Czechia, and Greece were surveyed. Data on deviant school behavior, delinquent drift, nurturant parenting, and subjective feelings of justice in public were obtained from 7282 thirteen- to fourteen-year-olds. Processes of rapid social change were incorporated as data on changes in GNP in the years proceeding the surveys. Analyses show that delinquent drift is a valid predictor of deviant school behavior only on the individual level. The extent to which adolescents engage in prodelinquent peer activities depends more on the cultural context in which adolescents live than on their personal experience in the family and in public. Nurturant parenting does, however, covary negatively with deviant school behavior irrespective of level of analysis.  相似文献
