湖北省乡镇企业1978—2002年发展概况、问题及对策研究

1978～2002年,湖北省乡镇企业在企业单位数量、对经济增长贡献及转移农村剩余劳动力等方面对该省经济产生了重要的推动作用。然而,随着市场经济体制的深入发展和不断完善,乡镇企业发展也遇到了前所未有的困难。本文在深入分析当前乡镇企业所面临的问题基础上,提出了乡镇企业未来发展的战略对策。     

Becoming Custodial Dads: Exploring Parenting Among Low‐Income and Working‐Class African American Fathers

The authors use an ecological framework and grounded theoretical analysis to explore the circumstances in which working‐class and low‐income custodial African American fathers gain custody of their children, their transition from part‐time to full‐time parents, and the role of support networks in enhancing or inhibiting these men's parenting. Twenty‐four men from an impoverished Midwestern urban area participated in the study. The findings suggest that these men, and perhaps others sharing their demographic profiles, generally become parents by default and are often reluctant to take on a full‐time, single parenting role. Adaptation to the role seems to be enhanced by these men's use of extended kin support networks and shared living arrangements. However, low wages, a lack of sufficient assistance from public assistance programs, and informal custody arrangements often inhibit their fathering.

伊拉克战场上美国女英雄的形象正在幻灭,这一奇怪的现象导致人们重新观察美国军队中女兵多的事实,两种现象的同样一种原因是美国社会长期存在的男女不平等.美国政府急于把妇女推向战场,并不是真正出于对妇女社会地位的重视,而是为了满足其称霸世界的政治利益需要,为此而参战的美国女兵,不仅不能成为英雄,而且必将成为"另类的炮灰".     

基本剩余价值初探

剩余价值在其历史发展中相继地采取了绝对剩余价值、相对剩余价值和基本剩余价值的直接表现形式。基本剩余价值是在绝对剩余价值和相对剩余价值尚未产生或产而复失的历史场合中必须生产的 ,也是在实行绝对剩余价值生产和相对剩余价值生产的历史场合中 ,被它们凸现出来并使它们赖以产生的具有原先既定性 ,或扩张基础性和增生本体性的剩余价值形式。基本剩余价值生产与资本主义生产相始终 ,是资本主义生产目的的基本实现。它和绝对剩余价值、相对剩余价值在质和量及其历史形态上的差异 ,使剩余价值成为一个比较经济范畴     

以课程建设为核心，加强素质教育

指出素质教育是一种“以人为本”的教育观 ,注重人的全面发展。强调课程建设是实施素质教育的基础性工作 ,对提高人才培养质量起到关键性的作用。以东北大学平台课程建设为例 ,分析了目前高等学校课程建设的现状 ,并提出课程建设的中心任务是更新教育观念 ,改革教学内容和课程体系 ,以适应学生创新能力培养的需要 ,为高等学校课程建设工作的改革与发展提供理论依据。     

Girls’ Jobs for the Boys? Men,Masculinity and Non‐Traditional Occupations

Occupational segregation by sex remains the most pervasive aspect of the labour market. In the past, most research on this topic has concentrated on explanations of women’s segregation into low paid and low status occupations, or investigations of women who have crossed gender boundaries into men’s jobs, and the potential impact on them and the occupations. In contrast, this article reports on a small‐scale, qualitative study of ten men who have crossed into what are generally defined as ‘women’s jobs’. In doing so, one of the impacts on them has been that they have experienced challenges to their masculine identity from various sources and in a variety of ways. The men’s reactions to these challenges, and their strategies for developing and accommodating their masculinity in light of these challenges, are illuminating. They either attempted to maintain a traditional masculinity by distancing themselves from female colleagues, and/or partially (re)constructed a different masculinity by identifying with their non‐traditional occupations. This they did as often as they deemed necessary as a response to different forms of challenge to their gender identities from both men and women. Finally, the article argues that these responses work to maintain the men as the dominant gender, even in these traditionally defined ‘women’s jobs’.     

Theoretical consideration of effect of fishing mortality on growth and reproduction of fish populations

Summary An increase in fish mortality due to fishing can theoretically change the growth and reproduction of fish populations from the viewpoint of adaptation. We address the issue of how an iteroparous fish should convert surplus energy into somatic growth and reproduction at each age under given conditions of mortality. A model of life history, which maximizes the net reproductive rate using the discrete maximum principle, is improved employing a new relationship between body weight and surplus energy which we have recently proposed. The model is applied to the North Sea plaicePleuronectes platessa, for which it has been reported that the average length of young fish had increased whereas that of old ones had decreased for some decades. Although the model cannot directly explain the former phenomenon, the two phenomena can be interpreted as a change in the optimal life history due mainly to an increase in mortality.     

试论我国农村剩余劳动力的迁移聚集与小城镇发展

本文阐述了我国二元经济结构直接向一元结构转变模式的不适用性,分析了影响我国农村剩余劳动力转移的两大因素:土地问题(土地流转制度及土地产权制度改革)和户籍制度问题,并进一步提出了解决问题的新思路。     

农村剩余劳动力档案管理信息系统初探

实现农村劳动力的有效转移 ,需要宏观政策的引导 ,更需要微观措施的落实。本文提出建立档案式管理的诚信打工用工管理服务机制 ,既是微观管理措施的设计 ,也是宏观方针策略的探讨 ,寻求宏观政策与微观措施的有机结合 ,充分发挥宏观与微观的整合功能 ,促进农村剩余劳动力的有效转移     

关于社会福利制度的深层次思考

效率和公平是社会福利的两大准则 ,整个人类历史可以说就是一个不断追求效率和公平的历史 ,而其中针对社会弱势群体进行的收入和服务保障更是一个超社会形态的课题 ,是一个关乎人类社会福利的重要问题。针对中国的实际情况 ,本文中所讨论的社会福利制度被限定在“剩余福利模式”上。在对中外社会福利制度的起源及其理论发展进行考察的基础上 ,作者指出 :社会福利的提供应是制度化的政府职责 ,它的实施不仅能有效地保护社会弱势群体 ,还有利于全社会秩序的稳定和经济增长目标的实现 ;在中国目前财政收入相对不足的情况下 ,政府应充分利用社会资源、调动社会力量、推进立法、加紧培育行业组织和非赢利社会组织 ,以达到完善社会福利制度、有效保护社会弱势群体之目的。
