银行卡作为商业银行的一种复合型金融工具在现代银行竞争中的作用日益显著 ,我国拥有着巨大的并且快速发展的银行卡市场 ,开发和完善我国的银行卡市场可以作为商业银行迎接加入 WTO挑战和与国际同行竞争的突破口。本文着重论述我国银行卡市场的现状和存在的问题 ,并据此提出整合经营、采用积分制等具有针对性的建议     

From advocacy to service provision: state transformation and the disability rights movement in Taiwan

This research uses the development of the disability rights movement in Taiwan as a case study to analyze the impact of state transformation, in particular marketization of social welfare policy, on the disability rights movement. First, the institutionalization of the disability rights movement enabled it to expand its organizational structure and become involved in shaping policy. Secondly, when disability rights organizations started to undertake state-funded projects, their focus shifted from advocacy to service provision. Thirdly, competition for limited state-funding gave the organizations led by urban-middle class advocates a significant advantage over small, community-based NPOs and gathered significantly greater resources. Finally, this paper suggests that, in a context in which the state did not provide basic social services for its citizens with disabilities, the institutionalization of SMOs turned advocacy groups into service providers. Although the number of disability civic organizations increased, the voices of advocacy groups were weakened.     

Stillbirth in Australia 1: The road to now: Two decades of stillbirth research and advocacy in Australia

Stillbirth is a major public health problem with an enormous mortality burden and psychosocial impact on parents, families and the wider community both globally and in Australia. In 2015, Australia’s late gestation stillbirth rate was over 30% higher than that of the best-performing countries globally, highlighting the urgent need for action. We present an overview of the foundations which led to the establishment of Australia’s NHMRC Centre of Research Excellence in Stillbirth (Stillbirth CRE) in 2017 and highlight key activities in the following areas: Opportunities to expand and improve collaborations between research teams; Supporting the conduct and development of innovative, high quality, collaborative research that incorporates a strong parent voice; Promoting effective translation of research into health policy and/or practice; and the Regional and global work of the Stillbirth CRE. We highlight the first-ever Senate Inquiry into Stillbirth in Australia in 2018. These events ultimately led to the development of a National Stillbirth Action and Implementation Plan for Australia with the aims of reducing stillbirth rates by 20% over the next five years, reducing the disparity in stillbirth rates between advantaged and disadvantaged communities, and improving care for all families who experience this loss.     

The dual-continuum approach: An extension of the contingency theory of strategic conflict management

This article examines the limitations of using a single advocacy-accommodation continuum when depicting organizational stance and movement in conflict situations (Cancel et al., 1997). The authors argue that advocacy and accommodation can vary independently in response to a variety of contingent factors. To comprehensively capture the locations and motions that are possible in organization-public conflicts, a two-continuum approach is proposed. Separate assessment of the effects of contingency variables on advocacy and accommodation can be used to accurately locate organizational stance along advocacy and accommodation continua. Strategic alternatives that cannot be depicted using a single continuum (such as favorable alignment of organization advocacy/public accommodation or unilateral change on the part of one party) can be captured if separate continua are employed. By depicting initial stances and desired directions of movement for both the organization and public, the dual-continuum approach can also provide practical guidance to public relations professionals in selecting strategies for achieving preferred outcomes and evaluating their effectiveness.     

Policy advocacy for women's unpaid care work: comparing approaches and strategies in Nepal and Nigeria

This article focuses on policy advocacy programmes in Nepal and Nigeria, instigated by ActionAid International with local women's rights organisations and non-government organisations, and supported by the Institute of Development Studies, UK. These programmes aimed to challenge women's unequal responsibility for care work and to influence policymakers to understand the importance of providing services to support them. One of the main components of these programmes was child care, a responsibility which most women experience 24/7 for at least two decades of their lives, and which profoundly shapes their lives and opportunities. We examine the processes through which each of the country teams have engaged with public policies on this issue, focusing on the similarities and differences in each context. Although the programme of activities has been implemented in much the same way in both countries, and each chose to focus on early child-care provision as the main policy demand, the partnerships and policy processes chosen differ greatly. Specifically, we distinguish between ‘critical engagement’ (in the case of Nepal), as compared to ‘constructive engagement’ (in the case of Nigeria). The article ends with some reflections on the challenges facing the teams during their work, and the implications and lessons that can be drawn from these two case studies.     

Altruism, Spite and Competition in Bargaining Games

This paper shows that altruism may be beneficial in bargaining when there is competition for bargaining partners. In a game with random proposers, the most altruistic player has the highest material payoff if players are sufficiently patient. However, this advantage is eroded as the discount factor increases, and if players are perfectly patient altruism and spite become irrelevant for material payoffs.

Conceptual Framework of Coalitions in an Organizational Context

Summary

Organizations are forming coalitions in their struggle to survive with fewer resources. Under the “Contract With America,” funds for human services are expected to be increasingly cut back. Organizational actors will continue to coalesce because of their compelling interests to serve disadvantaged populations in our communities. This article uses the political-economy perspective in presenting a conceptual framework of coalitions in organizational settings. We need access to various perspectives and models of coalition building in order to provide direction for organizational groups as they attempt to change the sociopolitical structures in which they must operate.     

A Banzhaf share function for cooperative games in coalition structure

A cooperative game with transferable utility–or simply a TU-game– describes a situation in which players can obtain certain payoffs by cooperation. A value function for these games assigns to every TU-game a distribution of payoffs over the players. Well-known solutions for TU-games are the Shapley and the Banzhaf value. An alternative type of solution is the concept of share function, which assigns to every player in a TU-game its share in the worth of the grand coalition. In this paper we consider TU-games in which the players are organized into a coalition structure being a finite partition of the set of players. The Shapley value has been generalized by Owen to TU-games in coalition structure. We redefine this value function as a share function and show that this solution satisfies the multiplication property that the share of a player in some coalition is equal to the product of the Shapley share of the coalition in a game between the coalitions and the Shapley share of the player in a game between the players within the coalition. Analogously we introduce a Banzhaf coalition structure share function. Application of these share functions to simple majority games show some appealing properties.     

On Myopic Stability Concepts for Hedonic Games

We present a unified look at myopic stability concepts for hedonic games, and discuss the status of the existence problems of stable coalition structures. In particular, we show that contractual strictly core stable coalition structures always exist, and present a sufficient condition for the existence of contractually Nash stable coalition structures on the class of separable games.
